𝗦𝗞 𝗦𝗣𝗢𝗥𝗧𝗦 𝗙𝗘𝗦𝗧𝗜𝗩𝗔𝗟

𝗜. 𝗚𝗘𝗡𝗘𝗥𝗔𝗟 𝗣𝗥𝗢𝗩𝗜𝗦𝗜𝗢𝗡𝗦
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟭. 𝗣𝘂𝗿𝗽𝗼𝘀𝗲
These Implementing Rules and Regulations (IRR) are hereby promulgated to establish the rules, eligibility requirements, tournament structure, and procedures governing the conduct of the SK Sports Festival of Barangay Tanggal.
This IRR aims to ensure fair competition, proper sportsmanship, inclusivity, safety, and the orderly participation of all players and teams representing the different puroks of the barangay.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟮. 𝗣𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗶𝗻𝗴 𝗣𝘂𝗿𝗼𝗸𝘀
All participating sports shall be represented by two (2) teams from each purok, except for Chess, wherein each purok shall be represented by one (1) pair consisting of two (2) players.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟯. 𝗚𝗼𝘃𝗲𝗿𝗻𝗶𝗻𝗴 𝗥𝘂𝗹𝗲𝘀
All games and competitions shall be conducted in accordance with the applicable rules of the respective international governing bodies, subject to the modifications, eligibility requirements, and tournament-specific provisions contained in this IRR.
The Tournament Committee shall have the authority to adopt reasonable modifications when necessary to ensure the safety, fairness, and proper conduct of the local competition.
𝗜𝗜. 𝗠𝗘𝗡’𝗦 𝗔𝗡𝗗 𝗪𝗢𝗠𝗘𝗡’𝗦 𝗩𝗢𝗟𝗟𝗘𝗬𝗕𝗔𝗟𝗟
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟭. 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆
1. The Men’s and Women’s Volleyball Divisions shall have no prescribed age restriction, provided that the player is physically capable of safely participating in the competition.
2. The Tournament Committee may restrict or prohibit participation when there are reasonable grounds to believe that a player’s participation may pose a significant safety risk to the player or other participants.
3. All players must comply with the registration and purok representation requirements established under this IRR.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟮. 𝗚𝗼𝘃𝗲𝗿𝗻𝗶𝗻𝗴 𝗥𝘂𝗹𝗲𝘀
1. Volleyball games shall be conducted in accordance with the applicable Official Volleyball Rules of the Fédération Internationale de Volleyball (FIVB), subject to the tournament-specific provisions contained in this IRR.
2. The applicable FIVB rules shall serve as the technical basis for matters concerning playing procedures, faults, scoring, rotation, substitutions, player conduct, and officiating.
3. Local tournament provisions shall govern matters specific to registration, player eligibility, team composition, scheduling, and competition format.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟯. 𝗣𝗹𝗮𝘆𝗲𝗿 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗜𝗺𝗽𝗼𝗿𝘁 𝗣𝗼𝗹𝗶𝗰𝘆
1. No import players shall be allowed.
2. Players shall represent only the purok and team for which they are officially registered.
3. A player shall not be permitted to play for more than one (1) team within the same division.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟰. 𝗧𝗲𝗮𝗺 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻
Each purok shall be allowed to field:
a. Two (2) Men’s Volleyball teams; and
b. Two (2) Women’s Volleyball teams.
𝗜𝗜𝗜. 𝗕𝗔𝗦𝗞𝗘𝗧𝗕𝗔𝗟𝗟
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟭. 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻𝘀 𝗮𝗻𝗱 𝗔𝗴𝗲 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆
The Basketball competition shall consist of two (2) divisions:
A. Midget Basketball
• Open to players thirteen (13) to seventeen (17) years old.
B. Junior Basketball
• Open to players eighteen (18) years old and above.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟮. 𝗚𝗼𝘃𝗲𝗿𝗻𝗶𝗻𝗴 𝗥𝘂𝗹𝗲𝘀
1. All Basketball games shall generally be conducted in accordance with the applicable Official Basketball Rules of the Fédération Internationale de Basketball (FIBA), subject to the modifications and additional provisions established by this IRR and the Tournament Committee.
2. The applicable FIBA rules shall serve as the technical basis for the conduct of the games, including playing procedures, fouls, violations, scoring, substitutions, and officiating.
3. For the Midget Division, the Tournament Committee may adopt reasonable modifications when necessary to ensure the safety and welfare of minor participants.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟯. 𝗣𝗹𝗮𝘆𝗲𝗿 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗜𝗺𝗽𝗼𝗿𝘁 𝗣𝗼𝗹𝗶𝗰𝘆
1. All players must be officially registered and qualified to represent their respective purok.
2. No import players shall be allowed in either the Midget or Junior Basketball Division.
3. A player shall be allowed to represent only one (1) basketball team within the same division.
4. Players may be required to present valid proof of age and identity upon registration or whenever requested by the Tournament Committee.
5. Any player found to have falsified information or misrepresented their age or eligibility shall be subject to disqualification and other appropriate sanctions.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟰. 𝗧𝗲𝗮𝗺 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻
Each purok shall be allowed to field:
a. Two (2) Midget Basketball teams; and
b. Two (2) Junior Basketball teams.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟱. 𝗔𝗴𝗲 𝗩𝗲𝗿𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻
The Tournament Committee shall have the authority to verify the age and eligibility of any player at any point during the tournament.
A team found to have fielded an ineligible player may be subject to forfeiture of the affected game or games and other appropriate sanctions as determined by the Tournament Committee.
𝗜𝗩. 𝗖𝗛𝗘𝗦𝗦
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟭. 𝗣𝗮𝗶𝗿 𝗖𝗼𝗺𝗽𝗼𝘀𝗶𝘁𝗶𝗼𝗻
1. Chess shall be conducted as a doubles or pair competition.
2. Each purok shall be represented by one (1) pair consisting of two (2) players.
3. A purok shall not be permitted to register more than one (1) pair.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟮. 𝗚𝗼𝘃𝗲𝗿𝗻𝗶𝗻𝗴 𝗥𝘂𝗹𝗲𝘀
1. The competition shall generally follow the FIDE Laws of Chess and applicable FIDE competition regulations.
2. Since this is a local doubles or team format, the Tournament Committee may establish specific provisions governing the manner in which the two-player pairs shall compete.
3. The applicable FIDE rules shall serve as the technical basis for the conduct of the games, while local tournament provisions shall govern the competition format, pairing system, scoring, and eligibility.
4. In cases where the Tournament Committee adopts a team-based pairing system, an appropriate FIDE-recognized team pairing method may be used.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟯. 𝗣𝗹𝗮𝘆𝗲𝗿 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗜𝗺𝗽𝗼𝗿𝘁 𝗣𝗼𝗹𝗶𝗰𝘆
1. There shall be no age restriction for Chess, unless otherwise provided by the Tournament Committee.
2. Players must comply with the prescribed purok representation and registration requirements.
3. A player may belong to only one (1) registered pair.
4. No import players shall be allowed.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟰. 𝗣𝗮𝗶𝗿 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻
Each purok shall be represented by one (1) pair only, consisting of exactly two (2) officially registered players.
𝗩. 𝗚𝗘𝗡𝗘𝗥𝗔𝗟 𝗧𝗢𝗨𝗥𝗡𝗔𝗠𝗘𝗡𝗧 𝗣𝗥𝗢𝗩𝗜𝗦𝗜𝗢𝗡𝗦
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟭. 𝗥𝗲𝗴𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻
All players and teams shall be officially registered before the deadline established by the Tournament Committee. No player shall be permitted to participate without proper registration.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟮. 𝗣𝘂𝗿𝗼𝗸 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻
Players shall represent only the purok for which they are officially registered.
Any attempt to register or participate under multiple puroks shall constitute a violation of this IRR and may result in disqualification or other appropriate sanctions.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟯. 𝗡𝗼 𝗜𝗺𝗽𝗼𝗿𝘁 𝗣𝗼𝗹𝗶𝗰𝘆
For all sports covered by this IRR, no import players shall be allowed.
For purposes of this tournament, an import player refers to a player who does not meet the prescribed residency, purok affiliation, or other eligibility requirements established by the Tournament Committee.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟰. 𝗦𝘂𝗯𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗥𝗲𝗽𝗹𝗮𝗰𝗲𝗺𝗲𝗻𝘁
Substitution or replacement of players shall be allowed only in accordance with the applicable rules of the sport and the provisions established by the Tournament Committee.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟱. 𝗙𝗼𝗿𝗳𝗲𝗶𝘁𝘂𝗿𝗲
A team or pair that fails to appear within the prescribed grace period or fails to field the minimum number of eligible participants required to commence the game may be declared in default or forfeited, subject to the decision of the Tournament Committee.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟲. 𝗣𝗿𝗼𝘁𝗲𝘀𝘁
Any protest concerning player eligibility, violations of tournament rules, or other matters shall be formally submitted to the Tournament Committee within the period prescribed by the tournament officials.
Decisions involving purely technical officiating judgments made during actual play shall generally be respected, except in cases where the applicable rules provide otherwise.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟳. 𝗦𝗽𝗼𝗿𝘁𝘀𝗺𝗮𝗻𝘀𝗵𝗶𝗽 𝗮𝗻𝗱 𝗗𝗶𝘀𝗰𝗶𝗽𝗹𝗶𝗻𝗲
All players, coaches, team officials, and representatives are expected to observe proper sportsmanship and demonstrate respect toward opponents, officials, organizers, and spectators.
Any act of violence, serious misconduct, harassment, discrimination, cheating, falsification of documents, or deliberate violation of tournament rules may result in disqualification, suspension, forfeiture, or other appropriate sanctions.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟴. 𝗔𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗧𝗼𝘂𝗿𝗻𝗮𝗺𝗲𝗻𝘁 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲
The Tournament Committee shall have the authority to:
a. Interpret and implement this IRR;
b. Verify the eligibility of players and teams;
c. Resolve disputes and protests;
d. Establish schedules and game procedures;
e. Adopt reasonable modifications necessary for the safe and orderly conduct of the tournament; and
f. Impose appropriate sanctions for violations of this IRR.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟵. 𝗠𝗮𝘁𝘁𝗲𝗿𝘀 𝗡𝗼𝘁 𝗖𝗼𝘃𝗲𝗿𝗲𝗱
Any matter not specifically provided for in this IRR shall be resolved by the Tournament Committee in accordance with the applicable rules of the governing sports organization, principles of fairness, sportsmanship, and the best interests of the tournament.
𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟭𝟬. 𝗘𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗶𝘁𝘆
This Implementing Rules and Regulations shall take effect upon its approval and shall remain in force throughout the conduct of the SK Sports Festival, unless amended or superseded by the proper authority.
