MANILA (24 March 2026) - The BARMM Unified Program Management Office (UPMO) convened a high-level coordination meeting with the Department of Budget and Management โ€“ Local Government and Regional Coordination Bureau (DBM-LGRCB) to advance institutional alignment on the implementation, monitoring, and financing structures of key regional development funds, particularly the Special Development Fund (SDF).

The meeting brought together senior officials from DBM, led by Director IV Ryan S. Lita and Director III Philip Jefrey D. David, alongside Chief Budget and Management Specialists, Supervising BMS, and Senior BMS personnel. Representing BARMM was UPMO Executive Director MP Tomanda D. Antok, PhD, joined by members of the UPMO technical workforce.

Central to the discussion was the harmonization of systems governing fund utilization to ensure greater efficiency, transparency, and accountability in project delivery. Both parties emphasized the need to streamline existing processes to better align with national budgeting standards while preserving the autonomy and context-specific priorities of the Bangsamoro Government.

The UPMO presented its evolving framework for the unified management of the SDF, highlighting reforms in project lifecycle managementโ€”from programming and budgeting to ex*****on and post-implementation evaluation. The proposed structure aims to institutionalize a more coherent pipeline of projects, supported by standardized guidelines, synchronized timelines, and clearly defined roles across implementing units.

COTABATO CITY (March 19, 2026) โ€” Senior officials of the Bangsamoro Government, including BARMM Unified PMO Executive Director MP Tomanda Antok, convened an emergency meeting to address the escalating oil price crisis and its potential impact on communities across the region.

The high-level discussion brought together key executives from various ministries and agencies to assess risks and align immediate and medium-term interventions. Among those present were Director General Rosslaini Alonto-Sinarimbo of the Ministry of Trade, Investments, and Tourism (MTIT), Director General Atty. Mohammad Muktadir Estrella of the Ministry of Social Services and Development (MSSD), Director Muhammad Farzieh Abutazil of BARMM-Regional Economic and Development Initiatives (READi), and Chief Salem M. Barrat of the Ministry of Finance, Budget, and Management (MFBM). Representatives from the Ministry of Environment, Natural Resources and Energy (MENRE), Ministry of Labor and Employment (MOLE), Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR), and Ministry of Basic, Higher and Technical Education (MBHTE) also participated in the meeting.

Discussions focused on the growing economic risks posed by rising global fuel prices, particularly their impact on food security, transportation costs, and livelihoods across geographically isolated and disadvantaged areas in the Bangsamoro region.

ED Antok emphasized the strategic role of the Special Development Fund (SDF)โ€”one of the core funding sources of UPMOโ€”in cushioning vulnerable sectors from the effects of rising fuel prices. He underscored that SDF-funded programs, particularly those supporting community farming and localized economic resilience, can be rapidly scaled to stabilize food supply and mitigate inflationary pressures, especially in remote and island communities.

In his concurrent capacity as Special Assistant to the Minister (SAM) of MILG, which oversees BARMM-READi, Antok also expressed support for READiโ€™s initiative to formally recommend the classification of the oil price surge as an emergency situation. The BARMM Unified Project Management Office (BARMM-UPMO) formally welcomes the leadership of Executive Director MP Tomanda D. Antok, Ph.D. following the successful Turnover Ceremony of Assets and Documents of the defunct Special Development Fund โ€“ Project Management Office (SDF-PMO), held on 18 March 2026 at the BPDA Conference Hall. This was attended by the Acting Senior Minister Abdullah M. Cusain, Chief of Staff Jamel B. Macacua, Director General Mohajirin T. Ali, SDF-PMO Project Manager/BPDA-RDSPB Dir. Kadil A. Sulaik, Jr., and other Bureau Directors of the BPDA.

The ceremony, hosted by the Bangsamoro Planning and Development Authority (BPDA) as the outgoing Project Manager of the SDF-PMO, symbolized not only the formal transfer of assets and key documents but also the transfer of responsibility to the newly appointed leadership. The ceremonial handover, including the key of responsibility, marked the official commencement of duties of MP Antok as Executive Director of the BARMM Unified Project Management Office.

Pursuant to Office of the Chief Minister (OCM) Special Order No. 0106, ED Antok has been designated to lead the UPMO, signaling a strengthened institutional direction in advancing efficient project management and responsive public service delivery across the Bangsamoro Autonomous Region.

The Bangsamoro Transition Authority (BTA) Parliament, through the General Appropriations Act (GAA) 2026, transferred the authority to manage the SDF, together with the newly-created IMPACT Fund (Infrastructure Modernization and Public Asset Construction and Transformation), from BPDA to OCM, in a โ€œUnifiedโ€ Program Management Office. Such mandate ensures a more streamlined implementation of projects funded under two funding sources.

Anchored on the Chief Ministerโ€™s Agenda, particularly the Mas Matatag na Pamayanan pillar, the transition underscores the governmentโ€™s commitment to building resilient, inclusive, and empowered priority communities. Through strengthened project governance and improved delivery systems, UPMO plays a vital role in ensuring that development interventions directly benefit Bangsamoro constituents at the grassroots level.
