The Bangsamoro Parliament's Committee on Environment, Natural Resources, and Energy (CENRE) deliberated on a proposed measure that would establish an incentive-based waste management program, with lawmakers ordering further consultations with government agencies and other stakeholders before acting on the bill.

The committee took up Parliament Bill No. 453, or the proposed May Ayuda sa Basura Act of BARMM, which seeks to institutionalize a system that rewards residents for turning in recyclable waste.

The bill, principally authored by Member of the Parliament Sha Elijah Dumama-Alba, would allow residents to earn assistance credits based on the type and weight of recyclable materials they submit. The credits could be redeemed for cash assistance, food packs, utility subsidies, school supplies, and digital vouchers, with priority given to low-income households and other vulnerable sectors.

Dumama-Alba said the measure would help local government units promote proper waste disposal while providing incentives to participating households.

Lawmakers also stressed the need to strengthen information campaigns to encourage wider public participation should the measure be enacted.

CENRE Chair Tawakal Midtimbang said the proposed program could reinforce responsible waste management while extending assistance to vulnerable sectors, including internally displaced persons.

The committee will conduct consultations with concerned ministries, agencies, and other stakeholders. (LTAIS-Public Information, Publication, and Media Relations Division)
