“Tinig at Panulat” Brings Together Young Bangsamoro Talents in Celebration of126th PCSA

As part of the celebration of the 126th Philippine Civil Service
Anniversary (PCSA), the Civil Service Commission for the Bangsamoro Autonomous Region in Muslim Mindanao (CSC for BARMM) successfully conducted the “Tinig at Panulat Para sa Lingkod Bayani: Regional Essay and Writing Competition” on 17 September 2026, bringing together the talented and passionate students from various schools across BARMM Region.

The competition provided an avenue for students to showcase their writing, public speaking, creativity, and critical thinking skills, while expressing their ideas and perspectives on the values and ideals of public service.

Through the Essay Writing Competition, participants shared their insights and reflections through the written word, while the Oratorical Competition gave them an opportunity to confidently articulate their thoughts and messages on integrity, excellence, commitment, and service. The competition was judged online by a distinguished panel of judges, who evaluated the participants based on the prescribed criteria.

More than a competition, Tinig at Panulat recognizes the important role of the youth in shaping the future of public service. It highlights the importance of developing young people’s communication skills, creativity, critical thinking and confidence in expressing ideas that can inspire positive change in their communities.

May the tinig of our young Bangsamoro continue to inspire and may their panulat continue to express ideas that contribute to a culture of integrity, excellence, and genuine service to the people.

𝗖𝗦𝗖 𝗳𝗼𝗿 𝗕𝗔𝗥𝗠𝗠 𝗥𝗲𝗮𝗱𝘆 𝘁𝗼 𝗟𝗲𝗮𝗱 𝗣𝗥𝗜𝗠𝗘-𝗘𝗦𝗚 𝗔𝗰𝗿𝗼𝘀𝘀 𝘁𝗵𝗲 𝗥𝗲𝗴𝗶𝗼𝗻

Before PRIME-ESG (Program to Institutionalize Meritocracy and Excellence: Embedded Systems Governance for the Civil Service) reaches agencies regionwide, the CSC for BARMM made sure its own people were ready to guide the way.

Our officials and technical staff completed two programs in September:

▪️ 𝗣𝗥𝗜𝗠𝗘-𝗘𝗦𝗚 𝗟𝗮𝘆𝗮𝗴: 𝗖𝗦𝗖 𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗲𝗿𝘀' 𝗖𝗼𝘂𝗿𝘀𝗲 (22-24 September 2026) brought together Acting Regional Director Sandrah Arnica M. Usman, Field Directors Dominador E. Gonzales Jr. and Atty. Eira Feri I. Antipuesto, Chiefs Charina G. Gonzales and Mary Grace Q. Mission, and SHRS Julius Kristian C. Villa.

▪️ 𝗣𝗥𝗜𝗠𝗘-𝗘𝗦𝗚 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗳𝗧𝗿𝗮𝗶𝗻𝗲𝗿𝘀 (22-25 September 2026) prepared SHRS Ana Marie B. Araral and SHRS Mudjahideen U. Lauban to teach and coach agencies on PRIME-ESG.

𝗔𝗹𝗿𝗲𝗮𝗱𝘆 𝗼𝗻 𝘁𝗵𝗲 𝗴𝗿𝗼𝘂𝗻𝗱
The CSC Field Office-Cotabato City has taken the first step today as it nitiated a conversation with the Council of Human Resource Management Practitioners (CHRMP)-Cotabato City Chapter to introduce PRIME-ESG and gather commitments from members. The Field Offices in Basilan, Tawi-Tawi, Lanao del Sur, Maguindanao and Sulu will follow with the same activity.

With trained implementers and trainers in place, the CSC for BARMM is ready to take PRIME-ESG to workplaces across the region, so that stronger people and systems translate into institutions that serve the public better.

HR transformation starts with a decision. We call on all BARMM MOAs, LGUs, SUCs, GOCCs, LWDs, and other government agencies to make that decision with us. Awareness activities and orientation programs will run in the last quarter of 2026.

The Civil Service Commission is advancing the transformation of government human resource management with the adoption of PRIME-ESG (Program to Institutionalize Meritocracy and Excellence: Embedded Systems Governance for the Civil Service).

Through CSC Resolution No. 2600988 and CSC Memorandum Circular No. 11, s. 2026, PRIME-ESG builds on the gains of PRIME-HRM and shifts the focus from HR maturity to stronger governance and results.

💡 Under PRIME-ESG:

✅ HR governance is integrated with the HRMIS-Payroll system
✅ Maturity Levels transition to Governance Levels
✅ Implementation will be phased from 2026 to 2030
✅ Workforce management is more closely linked to organizational performance and service delivery

PRIME-ESG marks a new chapter in civil service modernization—connecting people and systems, strengthening government institutions, and creating greater public value for every Filipino.

Sa bawat himig at pagtatanghal, ipinamalas ng ating mga kawani na ang paglilingkod sa bayan ay hindi lamang nasusukat sa tungkulin, kundi naipapahayag din sa talento, pagkakaisa, at pusong handang magbigay-inspirasyon.

Pagpupugay 2026: Parangal sa mga Lingkod Bayani at Pasasalamat: Partner Recognition Program

On 29 September 2026, the Civil Service Commission for BARMM (CSC for BARMM) successfully conducted the Pagpupugay 2026: Parangal sa mga Lingkod Bayani at Pasasalamat: Partner Recognition Program at the 6th Floor, CRMC Grand Auditorium, Sinsuat Avenue, Cotabato City as part of the celebration of the 126th Philippine Civil Service Anniversary (PCSA).

The event honored outstanding public servants through the Parangal sa mga Lingkod Bayani ceremony. During the program, CSC for BARMM Acting Regional Director Sandrah Arnica M. Usman awarded plaques of recognition to the four Regional Qualifiers and one National Semi-Finalist. In his inspirational message, CSC Commissioner Atty. Ryan Alvin R. Acosta honored the Gawad Lingkod Bayani awardees by emphasizing that true heroism stems from the choices rather than powers. Highlighting this theme, he stated “They show no superhuman physical powers, but all of them make choices for the sake of our people”. Commissioner Acosta also commended government officials and employees of the BARMM for their unwavering dedication and commitment, which contributed to the success of the 126th Philippine Civil Service Anniversary celebrations.

The program’s second segment, the Pasasalamat: Partner Recognition Program, honored stakeholders who supported the 2026 PCSA activities. Plaques of appreciation were awarded to 116 partners across key events, including the Government Service Express/Job Fair Trabaho at Serbisyo Hatid Para sa Bayan 2026, Medical Mission, Lingkod Bayani Run 2026, Tinig at Panulat: Regional Essay Writing and Oratorical Competition, and Government Treats/ Lingkod Bayani Rewards Program.

CSC for BARMM also recognized its major sponsors: Cotabato Regional and Medical Center (CRMC), PHIC-LHIO Cotabato, Bangsamoro Sports Commission, MENRE-BARMM, Dr. Serapio B. Montaner Jr. Al-Haj, Provincial Government of Basilan, KENCARES-Basilan, Marybeth Dinglasa, and the City Government of Lamitan for their generous support and invaluable contributions.

The Commission extended its deepest gratitutde to its officials, employees, and all participants for making the 126th Philippine Civil Service Anniversary a meaningful and successful celebration.

🎥 𝗪𝗔𝗧𝗖𝗛 | 𝗛𝘂𝘄𝗮𝗴 𝘁𝗮𝘆𝗼𝗻𝗴 𝗺𝗮𝗸𝘂𝗻𝘁𝗲𝗻𝘁𝗼 𝘀𝗮 “𝗽𝘂𝘄𝗲𝗱𝗲 𝗻𝗮.”

Public service is measured not simply by the years we serve, but by how we choose to serve each day—showing up despite challenges, doing what is right even when it is difficult, and continuously finding ways to serve the Filipino people better.

During Papuri 2026, CSC Chairperson Atty. Marilyn B. Yap paid tribute to the Commission’s awardees and reminded every lingkod-bayani that public office is a public trust—a duty that calls for Puso, Dangal, at Galing Para sa Bayan.

She underscored that loyalty in public service goes beyond years of service; integrity must guide every decision; and excellence requires us to keep learning, improving, and raising the quality of the service we provide.

And to those whose dedication and hard work often happen away from the spotlight, her message was clear:

“Nakikita namin ang inyong mga pagsisikap, kinikilala namin ang inyong husay at galing, at pinahahalagahan namin ang inyong mahahalagang ambag sa bayan.”

Because when it comes to serving the Filipino people, “puwede na” should never be enough. Our country deserves a civil service that continues to raise the bar. 🇵🇭

𝗖𝗦𝗖 𝗖𝗼𝗻𝗰𝗹𝘂𝗱𝗲𝘀 𝗙𝗶𝗿𝗲 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 𝗘𝘅𝗮𝗺𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗮𝘀 𝗕𝗙𝗣 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗡𝗲𝗲𝗱𝘀 𝗛𝗮𝘃𝗲 𝗕𝗲𝗲𝗻 𝗠𝗲𝘁 🚒

Originally launched to build a strong roster of qualified personnel for the Bureau of Fire Protection (BFP), the FOE has successfully fulfilled its purpose.

Today, institutional recruitment reforms and an abundant supply of qualified applicants across multiple eligibility sources, including Professional Civil Service Eligibles and Bar/Board Passers, have secured a robust talent pool for the fire service.

Consequently, through CSC Resolution No. 2601044 (promulgated on 4 August 2026), the Civil Service Commission has approved the final conduct of the FOE on 7 June 2026.

Key Reminders

Lifetime Validity: All previously granted Fire Officer Eligibilities, including those earned during the 7 June 2026 examination, remain valid and will not expire.

Effectivity: CSC Resolution No. 2601044 shall take effect 15 days after its official publication.
