On January 28, 2026, acting on the bills certified as urgent by the Honorable Chief Minister Abdulraof Macacua, Member of the Parliament and Deputy Speaker Atty. Jose I. Lorena supported the approval of BTA Bill No. 396 which seeks to amend provisions of the Bangsamoro Electoral Code of 2023 particularly on the removal of the “None of the Above” (NOTA) option from the Official Ballot in the Bangsamoro Autonomous Region; and BTA Bill No. 419 amending the minimum membership to form a regional political party reducing the vote threshold from 4% to 2.5%.

In his “Yes” vote of BTA Bill No. 396 he explained, “None of the Above is true in a referendum and not in an election… because in an election, you either cast a vote or you don’t vote for the parties. Secondly, this will pave the way for the rule of counting votes for political parties and even district candidates.”

Affirming on the approval of BTA Bill No. 419, DS Lorena stated that he have to be consistent to Republic Act 11054, in particular Section 7 of Article 7 that allows an organized group to participate in an election, emphasizing that “an organization does not necessarily need thousands of members. A number of membership - is that the quality of a political party is not dependent on numbers but the quality of its members and the principle that it adheres.” He further explained that “… the reduction of the threshold from 4% to 2.5% is consistent with Section 9 of Article 7 of the Republic Act 11054, because the participation of the people in a post conflict or even in a post colonized countries shows that the start of a political party does not require a huge number but it requires only quality membership.”

DS Lorena also strongly supported the approval of Consolidated BTA Bill Nos. 353 and 25, a legislative measure that seeks to establish a Transitional Justice and Reconciliation Commission (TJRC), as this is anchored on the operationalization of the provisions of the Comprehensive Agreement on the Bangsamoro (CAB) and Republic Act 11054.

BTA Bill No. 396 was approved with 40 YES votes, 2 NO votes and 0 abstained; BTA Bill No. 419 was approved with 32 YES votes, 6 NO votes, and 0 abstianed; and Consolidated BTA Bill Nos. 353 and 25 was approved with 36 votes, 0 NO votes, and 0 abstained.

TODAY January 13, 2026, the Bangsamoro Transition Authority (BTA) Parliament approved on its third and final reading BTA Proposed Bill No. 415 AN ACT PROVIDING FOR THE APPORTIONMENT ON PARLIAMENTARY DISTRICT REPRESENTATIVE SEATS IN THE BNGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO with 48 YES votes, 19 NO votes and 4 ABSTAINED.

Deputy Speaker MP Atty. Jose I. Lorena voted ‘yes’ on the said bill and during its deliberations on January 12, 2026, he introduced amendments on the bill specifically the inclusion of the additional provision on Re-entry of the Province of Sulu and Parliamentary Representation, on which states ‘…In the event that the Congress of the Philippines enacts a law providing for the re-entry or reintegration of the Province of Sulu into the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), it is hereby declared as the policy of the Bangsamoro Government that the membership of the Bangsamoro Parliament be increased beyond the existing Eighty (80) Members, as may be necessary to ensure fair, equitable, and proportional representation of the existing parliamentary districts, party representation, and sectoral seats.’

The enactment of the Proposed BTA Bill No. 415 stemmed from the Supreme Court decision excluding the Province of Sulu from the territorial coverage of the BARMM (Province of Sulu vs. Medialdea, G.R. No. 242255, September 9, 2024) which amended the Bangsamoro Autonomy Act (BAA) No. 58 of February 28, 2024 An Act Providing for the Creation of of the Parliamentary Districts in the Bangsamoro Autonomous Region in Muslim Mindanao; and Supreme Court decision declaring the unconstitutionality of BAA No. 77 An Act Reconstituting the Parliamentary Districts in the Bangsamoro Autonomous Region in Muslim Mindanao, Amending for the Purpose BAA No. 58 An Act Providing for the Creation of of the Parliamentary Districts in the Bangsamoro Autonomous Region in Muslim Mindanao.

As we welcome the dawn of a new year, I, Deputy Speaker Atty. Jose Iribani Lorena, Member of Parliament in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), reaffirm my unwavering commitment to public service.

I pledge to continue working with renewed vigor within the Bangsamoro Transition Authority, dedicating myself to the implementation of programs and projects that directly benefit the welfare of my constituents. I remain steadfast in my support for the genuine compliance and implementation of the peace process forged in 2018 between the government, the MNLF, and the M**F, and all associated agreements.

Through legislative action, I vow to continue addressing the needs of my constituents, striving to bring lasting peace and prosperity to our region. It is my hope that the coming year will be a year of great progress for the BARMM, where lasting peace and tranquility shall reign.

With heartfelt prayers and Du'a, I thank the Almighty Allah for all the blessings bestowed upon us. May this be a year of abundance not only for the BARMM but for the entire country.

Let the BARMM stand as a testament to the success of the long-desired peace – a peace born from the blood, tears, and sweat of the Bangsamoro people. Let us remember that this is all for the interest of future generations, an achievement born of hard work, resilience, dedication, and unity in our struggle.
