Regional Juvenile Justice and Welfare  Committee - BARMM For the Council and its partners: To strengthen institutional partnerships in pursuing collectively and effectively the Council’s mission.

The Juvenile Justice and Welfare Council (JJWC) is a policy-making, coordinating, and monitoring body tasked through its members and coordinating agencies with the implementation of the Juvenile Justice and Welfare Act, as amended. Vision: Council leading a society that promotes and protects the rights of children at risk and children in conflict with the law under a restorative justice and welfar

e system. Mission: To institutionalize a restorative justice and welfare system for children at risk and children in conflict with the law through the effective implementation of the law and coordination among stakeholders in a protective and enabling environment. Goals: For Beneficiaries: To prevent children at risk from committing crimes and to ensure that children in conflict with the law are rehabilitated and reintegrated with their families and communities. March 31, 2026 – The 1st Quarter Joint Meeting of the RJJWC and RSCWC was convened to discuss key issues affecting Bangsamoro children and to strengthen coordination among member agencies in addressing child protection concerns.

The meeting covered several significant agenda items, including:

1. The presentation of the Standard Operating Procedures (SOP) in handling Violence Against Children (VAC) cases;
2. including the presentation of the Children’s Manifesto, which highlights the priority concerns and aspirations of children;
3. The presentation of the Child Budget and Expenditure Tagging and Tracking (CBETT) guidelines to promote efficient allocation and monitoring of resources for children’s programs;
4. Discussion on the increasing number of CSAC cases in the BARMM,
5. The formal installation of the Youth Representative, reinforcing meaningful youth participation in decision-making processes; and
6. The presentation of the draft protocol on strengthening coordination in handling Children in Conflict with the Law (CICL) cases for review and inputs from the members.

The meeting was actively participated in by members of the RJJWC and RSCWC, demonstrating their continued commitment to promote and protect the welfare of children in the Bangsamoro region.

November 25, 2025 | Dialogue on the Pillars of Justice

The Regional Juvenile Justice and Welfare Committee-BARMM, with the full support of the Ministry of Social Services and Development (MSSD) and Minister Atty. Raissa H. Jajurie, successfully conducted a Dialogue on the Pillars of Justice.

This activity strengthens collaboration among key justice actors to ensure that children in conflict with the law (CICL) are guided, protected, and provided with the right interventions in line with the Juvenile Justice and Welfare Act.

Together, we continue advancing a justice system that upholds accountability, guidance, and care for every Bangsamoro child.

Today, November 24, 2025, the RJJWC–BARMM, with support from MSSD, kicked off the 14th Juvenile Justice and Consciousness Week as part of the National Children’s Month celebration.
With the theme “JJWA: Bata’y may Pananagutan, Gabay at Kalinga ang Kaagapay,” the activity held at the MSSD Maguindanao Temporary Shelter and SDC Cotabato City provided CICL and CAR a meaningful space to express their emotions through art and painting.

BARMM continues to strengthen a justice system rooted in guidance, care, and second chances for every child.

On October 24, 2025, the Regional Sub-Committee for the Welfare of Children (RSCWC) and the Regional Juvenile Justice and Welfare Committee (RJJWC) convened their 3rd Joint Meeting at BPDA Hall 1, Bangsamoro Government Center, Cotabato City. The meeting was chaired by Minister Atty. Raissa H. Jajurie, concurrent chairperson of both RSCWC and RJJWC, and attended by representatives from partner ministries, agencies, and other key stakeholders.

The joint session aimed to strengthen inter-agency coordination in advancing child welfare and juvenile justice in the Bangsamoro region. Updates on the situation of Children in Conflict with the Law (CICL) and Children at Risk (CAR) were presented, along with reports on recent jail and facility monitoring activities.

Among the highlights of the meeting were the planning of activities for the upcoming Bangsamoro Children’s Month celebration and the 14th Juvenile Justice and Welfare Consciousness Week, both aimed at promoting children’s rights, raising public awareness, and strengthening stakeholder's participation in child protection and juvenile justice efforts.

June 17, 2025 — The RJJWC and MSSD-BARMM participated in the 17-day Specialized Course on Crime Investigations Involving Women and Children for PNP-WCPD personnel in BARMM. During the activity, RJJWC and MSSD were invited to share insights on Republic Act No. 9344, as amended, highlighting key provisions on diversion proceedings and effective case management for children in conflict with the law (CICL).

This initiative serves as a platform to strengthen interagency collaboration, enhance the capacities of law enforcers, and promote a more child-sensitive and rights-based approach to justice for children in the region.

May 21–23, 2025 – The Regional Juvenile Justice and Welfare Committee (RJJWC) and the Regional Sub-Committee for the Welfare of Children (RSCWC), with support from the Ministry of Social Services and Development (MSSD), conducted a three-day workshop to assess and review the implementation of the Regional Plan of Action for Children (RPAC) and the Comprehensive Regional Juvenile Intervention Program (CRJIP).

The activity also aimed to align the National Plan of Action for Children, the RPAC, and the CRJIP to ensure a harmonized and collaborative approach in achieving common goals for the protection and development of all children in the Bangsamoro region.

March 21, 2025 – The Regional Juvenile Justice and Welfare Committee (RJJWC) - BARMM joins the nation in observing National Women's Month with the theme “Babae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinas.” This theme embodies our steadfast commitment to building a future where every woman, regardless of background or circumstance, is empowered to thrive and contribute meaningfully to society.

As part of this observance, the RJJWC-BARMM extended support to victim-survivors at the MSSD Kanlungan Center, MDN, by providing Hadiyah (gifts), symbolizing care, solidarity, and encouragement for women on their journey toward healing and empowerments

November 25-28, 2024| In observance of the 13th Juvenile Justice and Welfare Consciousness Week with the theme “Sa Bangsamoro, Bawat Bata May Pag-asa. Ligtas Na Lipunan Para Sa Bagong Henerasyon,”, the Ministry of Social Services and Development (MSSD), in partnership with the Humanitarian Legal Assistance Foundation, Inc - HLAF and the United Nations Children's Fund (UNICEF), with support from the Korean Government through the Korea International Cooperation Agency (KOICA), organized the BARMM Regional Summit under the SIMULA 3 Project. The activity took place at the Acacia Hotel, Davao City.

The summit, entitled “Establishing and Strengthening the Capacity of Local Child Protection Mechanisms in Addressing the Needs of Children at Risk and Children in Conflict with the Law,” marks a significant collaborative effort to ensure child-friendly justice within BARMM.

The event was attended by MSSD executives, led by MSSD Minister Atty. Raissa H. Jajurie, MSSD Director General Atty. Mohammad Muktadir Ahmad Estrella, and Director Hasim Guiamil. Also in attendance were RTC Judge Alsad H. Alfad, the PAO Regional Director, representatives from the PNP-PRO BAR RCWPD, the Regional Prosecutor's Office, members of the Regional Juvenile Justice and Welfare Committee (RJJWC), and the Local Council for the Protection of Children.
