The Ministry of Public Works Maguindanao del Sur District Engineering Office recently welcomed representatives from PhilHealth for an orientation on PhilHealth Group Enrollment Program (GEP) and PhilHealth Yaman sa Kalusugan Program (YAKAP). The orientation aimed to help the office better understand the process of enrolling its Job Order (JO) and Contract of Service (COS) employees through GEP, as well as the healthcare benefits available through YAKAP.

The PhilHealth GEP provides a way for government agencies to collectively enroll their JO and COS employees as Direct Contributors โ€“ Self-Earning Individuals in PhilHealthโ€™s system. On top of simplifying registration and payment, the program is instrumental in ensuring that workers maintain continuous PhilHealth coverage and have access to essential healthcare services. This includes inpatient and outpatient benefits, as well as programs such as YAKAP, providing an added layer of financial protection against unexpected medical expenses.

PhilHealth YAKAP is a program available for qualified PhilHealth members that focuses on preventive and primary healthcare. Those under the program may access services such as medical check-ups, laboratory tests, cancer screening, and medicines through participating YAKAP clinics and facilities.

The orientation provided an opportunity to better understand the healthcare support available to the office employees and to recognize the importance of making full use of the benefits that PhilHealth provides.

MPW Launches Upgraded E-BARMM System for Infrastructure Monitoring

COTABATO CITY โ€” The Ministry of Public Works (MPW), led by Minister Arch't. Eduard Uy Guerra under the leadership of Chief Minister Abdulraof A. Macacua, officially launched the upgraded Expanded Bangsamoro Advanced Road Mapping and Management (E-BARMM) System on July 16 at the Shariff Kabunsuan Cultural Complex.

The modernized digital platform aims to improve infrastructure planning, project monitoring, field validation, and public access to real-time information on government projects across the Bangsamoro region.

Built on a decade of groundwork, the system traces its roots to the original e-ARMM, an online repository of public works projects tracking work since 2014, created under then-Regional Secretary and now DPWH Senior Undersecretary Emil K. Sadain, with support from then-ARMM Regional Governor Mujiv Hataman. It was later enhanced by then-Regional Secretary and now BTA Parliament Member Don Mustapha A. Loong, expanding the system's capabilities across the region's District Engineering Offices. In 2019, the platform was relaunched for the Bangsamoro as E-BARMM under then-Chief Minister Ahod B. Ebrahim, with then-DPWH-ARMM Assistant Secretary and now MPW-Bangsamoro Director-General Danilo A. Ong at the helm, alongside continued support from Secretaries Sadain and Loong. The system has now been fully modernized into the New E-BARMM under the leadership of Chief Minister Abdulraof A. Macacua and MPW Minister Eduard Uy Guerra.

Top national and regional leaders graced the event to witness, support, and deliver crucial messages backing this major technological milestone. From the MPW leadership, Deputy Minister Mahid B. Palawan witnessed the launch alongside Operations and Infrastructure Services Director II Nazer P. Ebus, and Technical Services Director II Engr. Salonga A. Sumampao. Also present to witness the milestone was Development Academy of the Bangsamoro (DAB) Executive Director Dr. Nasrudin P. Yusof.

During the program, Bangsamoro Director-General Engr. Danilo A. Ong delivered the Ministryโ€™s opening message on behalf of Minister Guerra.

"This is more than a technological advancement. It is a transformation in the way we work. By making infrastructure information more transparent and accessible, we strengthen public trust, improve decision-making, enhance citizen participation, and provide greater accountability in the delivery of public service," Ong highlighted.

This was followed by strong messages of support from DPWH Senior Undersecretary Sadain โ€” whose pioneering work on the original e-ARMM laid the very foundation for this system โ€” and MP Loong, whose earlier leadership carried the platform's development forward. Also delivering messages of support were Bangsamoro Information and Communications Technology Office (BICTO) Executive Director Jonathan M. Mantikayan, Bangsamoro Planning and Development Authority (BPDA) Representative Engr. Kadil A. Sulaik Jr., and Arnel B. Nacion, President of the Ministry's technology partner and system provider, WoodFields Consultant Inc.

Emphasizing the core goal of the project, MP Loong stated, "Responsive governance means putting the needs of our people first. Through innovation and data-driven planning, we can deliver infrastructure projects where they will have the greatest impact."

Delivering the keynote address, Chief Minister Macacua underscored that the system should serve as a strict guide in planning and implementing regional projects.

"As we unveil this upgraded system, let it become more than a repository of mass information. Let it become a compass that guides every infrastructure investment towards fairness, transparency, and inclusive development," Chief Minister Macacua stated.

The realization of the upgraded platform was driven by the persistent push and dedication of the MPW's Planning & Programming, Construction, and Survey & Design Divisions, whose sustained advocacy for the project's modernization was instrumental in bringing the new system to fruition.

Showcasing these efforts, MPW Chief of Construction Division Tarhata P. Kalim presented the system's advanced geographic information system (GIS) capabilities, improved mapping features, and the new mobile application designed for on-site field validation.

Operations and Infrastructure Services Director II Nazer P. Ebus delivered the closing remarks to formally conclude the program.

The upgraded platform is expected to strengthen project oversight, improve coordination among MPW offices and provide more timely and accurate information on the implementation of public works programs across the Bangsamoro region.

The Government Service Insurance System (GSIS) of Cotabato City has officially given recognition to the meritorious efforts of the Ministry of Public Works Maguindanao del Sur District Engineering Office.

The MPW Maguindanao del Sur DEO, led by OIC District Engineer Esmael D. Ganduan, has received two outstanding awards from the GSIS, namely 100% Remittance of Premiums for 2025 and Zero Delayed Remittances for 2025, during the celebration of โ€œAAOs and ERF Handlersโ€™ Re-Orientation Seminarโ€ held at CityMall, Cotabato City on July 7, 2026.

These awards serve as a testament to the exemplary dedication of the MPW Maguindanao del Sur DEO in fulfilling its duties while ensuring the timely remittance of employee contributions and the protection of their GSIS benefits. The DEO is ever committed to upholding transparency, accountability, and excellence in public service as it continues to deliver quality infrastructure projects for the Bangsamoro people.

MPW-BARMM Holds Ministry Performance Assessment Conference 2026

COTABATO CITY โ€” The Ministry of Public Works (MPW) convened its regional directors, division chiefs, and district engineers for the two-day Ministry Performance Assessment Conference (MPAC) 2026 held from July 14 to 15 at the Haraya Hall, Al-Nor Hotel and Convention Center.

Minister Arch't. Eduard Uy Guerra led the opening program, reminding officials to uphold discipline and strict quality standards in delivering public services.

Bangsamoro Director-General Engr. Danilo A. Ong and Director II for Operations and Infrastructure Services Nazer P. Ebus delivered messages of support and outlined the core objectives of the regional assessment.

Over the course of the two-day event, the District Engineering Offices (DEOs) took turns presenting to evaluate the Ministryโ€™s mid-year physical and financial accomplishments.

The district engineering offices presented their accomplishments, implementation challenges, and strategic catch-up plans to address delays and improve project delivery. They also provided updates on infrastructure funded under the Transitional Development Impact Fund (TDIF), Special Development Fund (SDF), and Contingency Fund.

Following the district presentations, the Ministry's Executive Committee also held a dedicated session on the second day to review operational policies and consolidate the findings.

The conference focused on strengthening project monitoring, addressing implementation challenges, and developing strategic catch-up plans across all district engineering offices to support the transparent, timely, and efficient delivery of public infrastructure.

The Ministry of Public Works โ€“ Maguindanao del Sur District Engineering Office, under the leadership of OIC โ€“ District Engineer Esmael D. Ganduan, conducted a site inspection and validation of ongoing and completed Maintenance Repair Projects on July 7, 2026.

The activity was carried out in coordination with the Maintenance Division of the Ministry of Public Works โ€“ Regional Office, represented by Engr. Noja P. Tumagantang, as part of the ministry's continuing efforts to monitor project implementation and ensure that maintenance works are being executed in accordance with established standards and specifications.

Representing the Maintenance Section of the District Engineering Office was Engr. Al-Muhydin B. Nor, on behalf of Acting Chief, Engr. October M. Chio. Together with the regional validation team, the inspection involved the assessment of ongoing and completed maintenance projects, verification of project accomplishments, and identification of areas requiring further improvement.

The initiative underscores the Ministry of Public Works' commitment to transparency, accountability, and the continuous enhancement of infrastructure services, ensuring that quality maintenance projects effectively serve the people of Maguindanao del Sur.

The Ministry of Public Works โ€“ Maguindanao del Sur District Engineering Office, led by OIC District Engineer Esmael D. Ganduan, conducted a two-day inspection of infrastructure projects across several municipalities in Maguindanao del Sur to monitor their progress, implementation status, and overall condition.

Projects inspected are as listed:
1. Construction of Road at Sitio Matalam, Brgy. Midtimbang, Datu Anggal Midtimbang, Mag. Del Sur
2. Construction of Covered Court (Option 1), Brgy. Tambunan, Talayan, Maguindanao del Sur
3. Construction of One (1) Storey Two (2) Classrooms School Building in Basic and Madaris Education, Brgy. Tambunan 2, Guindulungan
4. Construction of Tukanalipao Bridge, Mamasapano
5. Construction of Road at Sitio Taparak, Sitio Maikam, Brgy. Penditen, Datu Salibo
6. Construction of Bridge, Datu Salibo
7. Concreting of Road at Brgy. Looy โ€“ Brgy. Bongo (Phase 3), South Upi, MDS
8. Concreting of Road at Timanan โ€“ Linamas, Brgy. Romangaob, South Upi, MDS

The inspection covered project sites in the municipalities of Talayan, Datu Anggal Midtimbang, Guindulungan, Mamasapano, Datu Piang, Datu Salibo, and South Upi. Among the projects inspected were roads, bridges, a school building, and community facility projects, some of which are ongoing while others have already been completed. The activity enabled the office to assess project accomplishments on the ground, verify compliance with plans and specifications, and identify concerns requiring immediate attention.

In the course of the activity, the office also conducted courtesy visits with provincial and municipal officials, including Provincial Governor Datu Ali Midtimbang. During the meetings, local government leaders reaffirmed their commitment to supporting infrastructure development efforts and maintaining close coordination with the district engineering office. Governor Midtimbang assured the office of the provincial government's continued support in addressing issues and concerns that may arise during project implementation to help ensure the smooth and uninterrupted delivery of public infrastructure projects.

OIC District Engineer Ganduan emphasized the officeโ€™s commitment to closely monitoring all projects to ensure quality output and timely implementation. He also emphasized the importance of continuous coordination between the office and local government units in resolving challenges encountered during project ex*****on.

Regular project inspections remain a vital part of infrastructure development. It promotes transparency, accountability, and quality assurance in project implementation. Through these efforts, the office continues to support the Bangsamoro Governmentโ€™s goal of delivering reliable and sustainable infrastructure that improves ease of transport, convenience in mobility, better access to essential services, and overall quality of life advancements for Bangsamoro communities.
