The Bangsamoro Parliament concluded its special session today, December 12, by approving six bills seeking to amend plebiscite requirements and establish four hospitals in the three provinces in the region.

With 52 lawmakers present, the measures were passed in time for the end of the year.

Among the approved measures were Parliament Bill Nos. 332 and 333, which amend Section 5 of Bangsamoro Autonomy Act (BAA) Nos. 54 and 55.

These amendments amend the plebiscite guidelines for the creation of new local government units in Maguindanao del Norte, specifically the municipalities of Datu Sinsuat Balabaran and Sheik Abas Hamza.

The revised provisions will allow qualified voters from both parent municipalities and the newly formed towns to cast their votes in future plebiscites.

The Parliament also approved measures to construct four new hospitals in three provinces, improving healthcare access for residents.

The hospitals will be established in South Ubian, Tawi-Tawi, Masiu, Lanao del Sur, as well as Datu Blah T. Sinsuat, and Northern Kabuntalan, Maguindanao del Norte.

These healthcare facilities seek to address the growing demand for medical services in remote and underserved areas.

Lawmakers expressed hope and support for the newly approved hospital bills but called for more initiatives to address healthcare needs in other provinces.

MANILA | Chief Minister Ahod Balawag Ebrahim and Bangsamoro Speaker Atty. Pangalian Balindong led the ceremonial signing of the General Appropriations Act of the Bangsamoro for fiscal year 2025 and the Bangsamoro Indigenous Peoples’ Act of 2024 on Wednesday, December 11.

The Bangsamoro Autonomy Act (BAA) No. 65, which allocates P94.41 billion for the region, was certified as urgent by Chief Minister Ebrahim, facilitating its swift passage through both the second and third readings on the same day.

The BAA No. 64 provides comprehensive protections for the rights and welfare of IPs in the region.

Both laws were approved by the Bangsamoro Parliament during a special session held in Manila yesterday.

Leading the Bangsamoro government since its transition in 2019, Chief Minister Ebrahim reaffirmed his administration's commitment to establishing sound fiscal management policies, responsive budgeting frameworks, and strict adherence to accounting and auditing standards.

He guaranteed the extended, continuous, and effective service of the Bangsamoro government, despite the Supreme Court's ruling on the exclusion of Sulu.

Speaker Balindong noted that these measures would positively impact both the IP communities and the general welfare of the region.

The Bangsamoro Parliament approved the P94.41 billion 2025 Bangsamoro Expenditure Program (BEP) and the Bangsamoro Indigenous Peoples' Act (BIPA) of 2024 in a special session held today, December 10.

The 2025 BEP, certified as urgent by Chief Minister Ahod Balawag Ebrahim, passed with strong support—55 votes in favor, 1 against, and no abstentions.

CFBM Chair Mary Ann Arnado said that the budget indicates the Bangsamoro government's commitment to reduce poverty, boost regional economic growth, and improve human welfare.

The bulk of the 2025 budget is allocated to key sectors such as education, healthcare, infrastructure, and social services.

It also allocated funds for Sulu, ensuring the continuation of ongoing projects in the province while national government departments work on a transition plan following the Supreme Court's decision.

Meanwhile, in a separate vote, the Bangsamoro Indigenous Peoples' Act (BIPA) of 2024 was approved unanimously, with 63 votes in favor and no opposition.

Committee on Indigenous Peoples’ Affairs Chair Ramon Piang said that the law will help ensure that IPs are better represented and their rights are protected.

JUST IN: The Bangsamoro Parliament has unanimously approved Parliament Bill No. 273, or the Bangsamoro Indigenous Peoples’ Act of 2024, on its third and final reading.

Voting 63-0-0, Bangsamoro lawmakers passed into law a priority code that would recognize, develop, and protect the Indigenous Peoples (IP) and their communities in the Bangsamoro Autonomous Region.

JUST IN: The Bangsamoro Parliament has passed on third and final reading the P94.41 billion budget of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) for the fiscal year 2025 on late Tuesday evening, December 10.

The BARMM budget was approved immediately after its second reading approval. This came after BARMM Chief Minister Ahod Balawag Ebrahim certified the bill urgent.

The Bangsamoro Parliament’s Finance, Budget, and Management Committee has approved the proposed 2025 Bangsamoro Expenditure Program (BEP) budget of P94.41 billion during a committee meeting held tonight, December 9.

The figure marks a decrease from the original proposal of P96.69 billion.

The approved budget will fund projects, programs, and activities of various ministries, agencies, and offices within the Bangsamoro Autonomous Region.

The committee allocated funds for Sulu, ensuring the continuation of ongoing projects in the province, while national government departments work on a transition plan following the Supreme Court's decision.

MANILA | The Bangsamoro Parliament approved two bills on second reading aimed at amending the plebiscite requirements for the creation of two new towns in Maguindanao del Norte in a special session held in Manila on Monday, December 9.

Parliament Bill Nos. 332 and 333 seek to amend Section 5 of Bangsamoro Autonomy Act Nos. 54 and 55, following a declaration from the Supreme Court on these provisions as unconstitutional.

Committee on Amendments, Revision, and Codification of Laws (CARCL) Chair Baileng Mantawil emphasized that the bills will include eligible voters from both Datu Odin Sinsuat (parent municipality) and Datu Sinsuat Balabaran and Sheik Datu Abad Hamza (newly established municipalities) in the plebiscite process.
