The Internal Audit Office (IAO) of OCM-BARMM attended the 5S Quality Workplace Reorientation Seminar and Cascading on September 1, 2026, at the Shariff Kabunsuan Cultural Complex (SKCC), represented by Mr. Marouf U. Midtimbang, 5S Focal Person, and Ms. Aliyah Faaiqa A. Lao, 5S Alternate Focal Person.

The activity revisited the 5S principlesโ€”Sort, Set in Order, Shine, Standardize, and Sustainโ€”and highlighted their application not only in maintaining an organized physical workplace but also in managing digital files and records.

Key discussions included proper file and document naming, folder organization, email filtering and labeling, and the digitalization of the 5S audit. These practices help make information easier to locate, improve records management, and promote a more efficient and organized workflow.

More than maintaining cleanliness and order, 5S promotes discipline, accountability, responsible use of government resources, and continuous improvement. By strengthening these practices, the IAO continues to support a workplace culture built on organization, efficiency, and quality public service.

The Internal Audit Office (IAO) of OCM-BARMM proudly joins the Outstanding Offices recognized during the Mid-Year Performance Review and Planning Conference (MPRPC) held on August 27, 2026, at the Shariff Kabunsuan Cultural Complex (SKCC).

This recognition reflects the collective dedication, professionalism, and commitment to excellence of the entire IAO team in fulfilling its mandate and contributing to effective and accountable governance.

Adding to this milestone, four IAO personnelโ€”Rowena M. Kamid, Internal Auditor IV; Nor-Ana B. Mama, Administrative Officer III; Farhana B. Alongan, Administrative Assistant I; and Marouf U. Midtimbang, Administrative Assistant Iโ€”were also recognized as Outstanding Individual Personnel.

Their exemplary performance, commitment to public service, and consistent demonstration of integrity and professionalism serve as an inspiration to their colleagues and the wider Bangsamoro Government workforce.

The Internal Audit Office (IAO) of the Office of the Chief Minister (OCM) participated in the inspection of unserviceable properties led by the Property and Supply Division (PSD) as part of the preparatory activities for their proper disposal.

The inspection focused on the physical condition, identification, and verification of properties that are no longer serviceable or economically useful to the Office. The activity aimed to ensure that properties identified for disposal are properly documented, assessed, and processed in accordance with applicable government rules and regulations on property and supply management.

Representing the IAO were Monso Z. Bdo, Internal Auditor II, and Marouf Midtimbang, Administrative Assistant I, who participated in the inspection and verification of the properties as part of the Officeโ€™s internal control and accountability mechanisms.

The activity also supported the preparation and validation of necessary documentation for the disposal of unserviceable government properties. Among the relevant documents is the Inventory and Inspection Report of Unserviceable Property (IIRUP), which serves as a basis for recording unserviceable properties and forms part of the requirements for disposal proceedings.

Through its participation, the IAO continues to support proper property management, accountability, and the efficient utilization of government resources. The inspection likewise reinforces the Officeโ€™s commitment to ensuring that unserviceable properties are properly documented, accounted for, and disposed of through appropriate and authorized procedures.

Pursuant to Bangsamoro Autonomy Act (BAA) No. 39, also known as the Bangsamoro Holidays Act of 2023, holidays identified in Presidential Decree No. 1083 that are not specifically determined as non-working under this Act shall be observed as special working holidays across the Bangsamoro region.

Same holiday is further supported by OCM Proclamation Order No. 0006, s. 2026.

The Internal Audit Office (IAO) of the Office of the Chief Minister (OCM) participated in the Ladderized Training on Gender and Development (GAD) โ€“ BWC Modules 1โ€“4 (Part 1) and Training-Workshop on GAD Planning and Budgeting, held on August 17โ€“21, 2026, in Davao City.

Representing the IAO were Bai Jaleyha M. Ong and Radzmia A. Mamalangkas, who took part in the sessions focused on strengthening participantsโ€™ understanding of GAD concepts, gender analysis tools, and the integration of gender perspectives into plans, programs, projects, activities, and budgets.

A key message shared by Sir Jamel Macacua, Chief of Staff, during the training was:

โ€œBut GAD is ultimately about people.โ€

The message emphasized that GAD goes beyond compliance and budget allocation. It calls for a deeper understanding of who benefits from government programs, who may be left behind, what barriers exist, and how government interventions can better respond to peopleโ€™s actual needs.

The workshop also highlighted the importance of connecting gender analysis, planning, budgeting, implementation, and accountability to ensure that identified gender issues are translated into concrete interventions and meaningful outcomes.

For the IAO, the activity provided an opportunity to further enhance its knowledge and appreciation of gender-responsive governance and strengthen the application of GAD principles in the workplace and in carrying out its audit responsibilities.

Through continuous learning and capacity-building, the IAO remains committed to supporting a workplace and governance environment that is inclusive, responsive, and attentive to the needs of all.

The Internal Audit Office (IAO) received a copy of the report on BARMM Fiscal Autonomy, a publication of the Congressional Policy and Budget Research Department (CPBRD) in partnership with the Institute for Autonomy and Governance (IAG).

The report provides an assessment of BARMMโ€™s fiscal governance, highlighting its progress, existing gaps, and key challenges in the implementation of fiscal autonomy. It also presents relevant insights on budgeting, revenue generation, financial management, accountability, and institutional capacity.

The publication serves as a valuable reference in understanding the fiscal governance landscape of the Bangsamoro Government and the continuing efforts toward strengthened financial management and accountability.

The IAO expresses its appreciation to IAG for providing the Office with a copy of this publication.

The Internal Audit Office (IAO) of the Office of the Chief Minister participated in a Fire Drill and Earthquake Preparedness Activity on August 13, 2026, at the Shariff Kabunsuan Cultural Complex (SKCC). The activity aimed to enhance personnel awareness, emergency preparedness, and response capabilities in the event of unforeseen and hazardous situations, particularly fire and earthquake emergencies.

The activity covered essential fire and earthquake safety protocols, proper evacuation procedures, techniques for assisting individuals requiring support, emergency response and support, Cardiopulmonary Resuscitation (CPR), and safe patient handling and carrying techniques. Participants were also trained in the proper use of fire extinguishers using the T.P.A.S.S. method: Twist, Pull, Aim, Squeeze, and Sweep.

For earthquake preparedness, participants were oriented on the โ€œDrop, Cover, and Hold Onโ€ procedure to minimize the risk of injury from falling objects and debris. An office-based emergency drill was subsequently conducted to reinforce the practical application of the procedures and assess personnel readiness during emergency situations.

The activity strengthened the emergency preparedness, safety awareness, and coordinated response capabilities of IAO personnel, contributing to a safer, more prepared, and resilient workplace.

IAO Joins OCM Strategic Plan 2023โ€“2028 Midterm Review and Assessment

The Internal Audit Office (IAO) participated in the Strategic Plan 2023โ€“2028 Midterm Review and Assessment of the Office of the Chief Minister (OCM), attended by the heads of offices under the OCM, including IAO Head of Office Hasmiene D. Ibrahim, IA V.

The activity reviewed the progress, accomplishments, and challenges in the implementation of the Strategic Plan from 2023 to 2025, while identifying key actions toward 2028.

The assessment reaffirmed the OCMโ€™s commitment to strengthening institutional performance and delivering meaningful outcomes for the Bangsamoro people.

Aiming to equip participants with the knowledge, values, and institutional understanding necessary to effectively carry out their responsibilities and contribute to the realization of the Bangsamoro Government's vision of responsive, ethical, and people-centered governance, newly hired and newly appointed personnel of the Office of the Chief Minister (OCM), together with participants from various Bangsamoro Ministries, Offices, and Agencies (BMOAs), attended the Three-Day Mandatory Onboarding Program from August 4โ€“6, 2026, at the Alnor Convention Center, Cotabato City.

The training brought together participants from various BMOAs, fostering a deeper appreciation of the region's historical journey, governance framework, and shared institutional values. It also provided a common platform for participants to better understand their role in advancing the aspirations of the Bangsamoro Government through effective, accountable, and people-centered public service.

Throughout the three-day program, participants attended comprehensive learning sessions on the Bangsamoro Situationer, which provided an overview of the region's current governance landscape and development priorities; Bangsamoro History, which explored the historical struggles, peace process, and significant milestones that paved the way for the establishment of the Bangsamoro Government; and the Values Transformation Training, which emphasized ethical leadership, professionalism, accountability, servant leadership, and values-based public service.

A highlight of the onboarding program was the Signing of the Commitment to Moral Governance, where participants formally pledged to uphold the principles of integrity, accountability, transparency, and ethical leadership in the performance of their duties. The ceremonial signing reaffirmed their collective commitment to embody the core values of the Bangsamoro Government and to promote a culture of honesty, excellence, and public trust in the delivery of government services.

Among the participants were personnel from the Internal Audit Office (IAO), including Bai Jaleyha M. Ong and Monso Z. Bdo, both serving as Internal Auditor II. Together with fellow participants from other BARMM offices, they actively engaged in lectures, workshops, and reflective learning activities aimed at strengthening their sense of purpose, professionalism, and commitment to serving the Bangsamoro.

The onboarding program was facilitated by the Development Academy of the Bangsamoro (DAB), the region's premier institution for capacity development, through interactive discussions and values-based learning approaches that reinforced the principles of good governance, institutional excellence, collaboration, and public accountability.

The successful completion of the onboarding program marks another significant step toward developing a competent, values-driven, and mission-oriented workforce capable of delivering responsive and effective public service. More than an orientation, the program laid a strong foundation for cultivating public servants who embody integrity, excellence, and a steadfast commitment to the vision of a peaceful, moral, progressive, and self-governing Bangsamoro.
