The National Commission on Muslim Filipinos SOCCSKSARGEN Regional Office, headed by Acting Regional Director Atty. Gapor G. Quituar, SCL, MAIS, and facilitated by Cultural Affairs Division Chief Annabelle T. Macarimpas, successfully conducted its 2026 Shari’ah Bar Operations to support regional examinees on May 24 and 27, 2026, at the Ateneo de Davao University Senior High School campus in Davao City.

The initiative opened with virtual "Last Minute Tips" review sessions via Zoom, organized in partnership with the IQRA Shari’ah Bar Review Center Institute, Inc. The first session, held on May 23, 2026, featured lectures on Persons, Family Relations, and Property by Atty. Zeny-Linda S. Nandu, SCL, and Jurisprudence and Customary Laws by Rohanisah M. Taha-Basa, JD, LPT, SCL, MAIS. The second session on May 26, 2026, covered Procedure in the Shari’ah Courts by Atty. Fahmie M. Otical, SCL, PhD, DPA, MAIS, MAED, and Succession, again led by Rohanisah M. Taha-Basa. These briefings effectively equipped candidates with essential legal doctrines right before their exam dates.

The on-site operations team, comprising Chief Annabelle T. Macarimpas, Atty. Momina T. Abdul-Mumbas, Johana M. Hadji Yassin, Mosmar C. Mamad, and Roslainie T. Ali, was mobilized at the campus during the examination days. To ease the physical demands on the candidates, NCMF-SOCCSKSARGEN provided complimentary lunch packs on both test days. Logistics were further bolstered on the first day when the Mindanao State University-Maguindanao Master of Arts in Islamic Studies Society, Inc. (MMMS), in collaboration with the Shari’ah Public Assistance Office (SPAO)-BARMM, distributed essential bar kits. On the final day, the Philippine Integrated Shari’ah Lawyers, Inc. (PISL) generously provided dinner for the examinees.

The entire initiative concluded with a traditional salubong at the campus gates, where families, friends, different organizations, and NCMF staff warmly welcomed the examinees upon completing their exams. This collaborative effort successfully minimized logistical burdens, boosted morale, and demonstrated strong institutional solidarity.

NCMF-SOCCSKSARGEN extends its deepest gratitude to NCMF Secretary Sabuddin N. Abdurahim for his guidance, and to the Supreme Court of the Philippines and Associate Justice Henry Jean Paul B. Inting as Chairperson of the 2026 Shari’ah Bar Examinations, for making this milestone possible.

Special appreciation is also given to the Mindanao State University-Maguindanao Master of Arts in Islamic Studies Society, Inc. (MMMS) led by President Usaimen Usman, and the Philippine Integrated Shari’ah Lawyers, Inc. (PISL) led by National President Suharto I. Ibay, for their vital support and generosity toward the examinees.

Finally, we commend the Safety and Security Cluster, under the supervision of the Public Safety and Security Office (PSSO)- Davao City, for ensuring a secure, orderly, and peaceful environment for all candidates and personnel throughout the examination period.

The National Commission on Muslim Filipinos SOCCSKSARGEN Regional Office, through the Cultural Affairs Division headed by Chief Annabelle T. Macarimpas, SCL, LPT, successfully conducted the Face-to-Face Shari’ah Pre-Bar Review Classes from March 30, 2026, to May 15, 2026 at the Nepomuceno Building, Notre Dame University, Cotabato City. A total of thirty-three (33) reviewees participated in the program, composed of sixteen (16) males and seventeen (17) females.

The activity aimed to prepare aspiring Shari’ah Counselors-at-Law for the upcoming Shari’ah Bar Examinations on May 24 and 27, 2026. Specially, it sought to strengthen the knowledge, skills and competencies of the reviewees.

The review classes commenced with Jurisprudence (Fiqh) and Customary Laws (Adat) lectured by SCL Nashrodin E. Calib, JD, MAIS, from March 30 to April 13. This was followed by Persons, Property, and Family Relations handled by Atty. Zeny-Linda S. Nandu, SCL, from April 15 to 22. Another core subject, Islamic Laws on Succession/Wills, and Settlement of Estate was facilitated by SCL Rohanisah M. Taha-Basa from April 23 to May 02. Lastly, the review on Shari’ah Court Procedure was conducted by NAPOLCOM Police Regional Appellate Board Chairperson, Atty. Fahmie M. Otical, MPA, MAEd, MAIS, SCL, PhD, from May 04 to 15.

Certificate of Appreciation were awarded to each lecturer on the final day of their respective sessions in recognition of their invaluable contribution and dedication throughout the 35-day face-to-face review program.

CLIMATE CHANGE AWARENESS WEBINAR

On May 15, 2026, the NCMF SOCCSKSARGEN, under the leadership of Acting Regional Director ATTY. GAPOR G. QUITUAR, SCL, MAIS, through the Settlement Division under the supervision of Chief Nashrodin E. Calib and facilitated by its OIC, Noraisa Marohom, DMO II, together with staff members Aieleen K. Manko, DMO I, and Yusoph G. Macarambon Jr., ADA IV, conducted a Climate Change Awareness Webinar in partnership with the Ministry of Environment and Natural Resources – BARMM.

This initiative forms part of the regional office’s Friday work-from-home program. The webinar was delivered by the resource speaker from MENRE-BARMM, Engr. Abdul Razak Masbod, Environmental Management Specialist I. His lecture covered the introduction to climate change, including its definition, causes, effects, adaptation and mitigation programs, as well as the Islamic perspective on the topic.

The webinar was attended by 31 NCMF SOX employees who actively participated during the open forum following the lecture. It was indeed a very insightful activity, as employees gained valuable knowledge on the importance of caring for the environment and the Earth as a whole, being guardians entrusted by Allah SWT.

From May 12 to 14, 2026, the Settlement Division of NCMF SOCCSKSARGEN, led by Chief Nashrodin E. Calib, JD, SCL, MAIS, directed its staff—Noraisa M. Marohom (DMO II, OIC), Aieleen K. Manko (DMO I), Yusoph G. Macarambon (ADA IV), and Abulkhair Marohom (ADA IV, Admin and Finance Division)—to conduct a series of coordination activities in the Local Government Units of Lebak, Kalamansig, Palimbang, Sen. Ninoy Aquino, and Bagumbayan in Sultan Kudarat Province, as well as in the Municipality of Polomolok in South Cotabato.

These efforts were part of preparations for the division’s upcoming 2nd quarter Advocacy Campaign and Local Mobile Registration activities. The SD team began by holding courtesy meetings with the respective Mayors and the Municipal Civil Registrars (MCRs) to discuss the proposed activities. Subsequently, they coordinated with the Municipal Planning and Development Office (MPDO) to gather data on the demographic profiles of Muslim communities within the area.
Additionally, the team collaborated with the Philippine Statistics Authority (PSA) Region XII in Koronadal City to discuss schedules for the Advocacy Campaign and Mobile Registration activities, in which PSA is a partner agency.

Overall, the joint activities were successful. The Settlement Division would like to extend its gratitude to NCMF Secretary Sabuddin N. Abdurahim and the management of NCMF SOCCSKSARGEN, under the leadership of Acting Regional Director Atty. Gapor G. Quituar, SCL, MAIS, for their unwavering support in this endeavor.

𝑯𝒂𝒋𝒋 𝑺𝒆𝒏𝒅-𝒐𝒇𝒇 𝑨𝒄𝒕𝒊𝒗𝒊𝒕𝒊𝒆𝒔

The NCMF-SOCCSKSARGEN Regional Office, headed by Acting Regional Director Atty. Gapor G. Quituar, SCL, MAIS, through its Hajj Registration Processing Center (HRPC) chaired by Chief Annabelle T. Macarimpas, LPT, SCL, successfully conducted the Hajj Send-off Activities for our pilgrims from May 2 to May 7, 2026. Send-off teams were deployed to Awang Airport, Davao International Airport, General Santos International Airport, and Laguindingan International Airport. By spreading our personnel across these locations, we were able to provide direct, hands-on assistance to 981 pilgrims.

The activities officially began with a formal opening program led by ARD Atty. Quituar on May 3 to bless the journey. This was followed by a major inter-agency ceremony led by the MOTC on May 4, which brought together all partner agencies to ensure a unified effort in supporting the pilgrims. These programs allowed us to personally meet with the departing pilgrims, offering collective prayers for their safety and the acceptance of their Hajj.

The success of these operations was made possible through the excellent collaboration and commitment of our partners, including the BARMM Ministry of Transportation and Communications (MOTC) and its attached sectors, the Bureau of Pilgrimage Authority (BPA), and the Ministry of Health (MOH). We also acknowledge the vital support of the Provincial Government of Maguindanao del Norte, the City Government of Cotabato, the Municipal Government of Datu Odin Sinsuat, the Philippine Air Force, the Philippine Army 6th Installation Management Battalion, the PNP Aviation Security Group, the AFP Military Police, and the Civil Aviation Authority of the Philippines (CAAP).

We extend our heartfelt gratitude to NCMF Secretary Sabuddin N. Abdurahim for his visionary leadership and to Bureau of Pilgrimage and Endowment Director Zainoden M. Usudan for his support and guidance throughout the pilgrimage preparations. Special thanks are also due to the management of Awang Airport, Davao International Airport, General Santos International Airport, and Laguindingan International Airport. Their collective dedication, along with the support of our partner agencies, ensured a smooth, orderly, and successful departure process for all our pilgrims.

By the afternoon of May 7, 2026, all scheduled pilgrims had successfully boarded their flights, concluding a week of dedicated service and teamwork.

"𝑶𝒏𝒆 𝒓𝒆𝒈𝒊𝒔𝒕𝒓𝒂𝒕𝒊𝒐𝒏, 𝒄𝒐𝒖𝒏𝒕𝒍𝒆𝒔𝒔 𝒐𝒑𝒑𝒐𝒓𝒕𝒖𝒏𝒊𝒕𝒊𝒆𝒔"

The Local Mobile Registration was successfully conducted on May 5, 2026, at Rizal Gym, Poblacion, Norala, South Cotabato, bringing essential government services closer to the Muslim community and ensuring easier access to civil registration, identification, and legal assistance.

A total of 232 members of the Muslim community benefited from the initiative through the various services offered by participating agencies. Of the total beneficiaries, 89 secured copies of their civil registry documents through the PSA Civil Registry System (CRS) Mobile Outlet; 48 individuals applied for late registration of their Civil Registration and Vital Statistics (CRVS) documents through the Municipal Civil Registrar’s Office; 60 individuals successfully acquired their National IDs through PhilSys registration; and 35 beneficiaries received free legal services from the National Commission on Muslim Filipinos (NCMF).

The activity was conducted under the leadership of NCMF SOCCSKSARGEN Acting Regional Director, Atty. Gapor G. Quituar, SCL, MAIS, through Koronadal Satellite Office Head, Fatima G. Luna, LPT, MPA. The successful implementation of the program was made possible through the collaborative efforts of the Philippine Statistics Authority (PSA) Region XII, PhilSys, and the Municipal Civil Registrar (MCR) and LGU Norala, South Cotabato.

The initiative also received strong support from the Local Government Unit of Norala under the leadership of Hon. Mayor Clemente B. Fedoc, who facilitated the provision of the venue and other logistical requirements necessary for the smooth conduct of the activity.

Likewise, the Norala Municipal Council for Elders (MCE), headed by Hon. Saydin Cabel, played a vital role in encouraging and mobilizing members of the Muslim community to participate and avail themselves of the services and benefits prepared by the NCMF and partner agencies.

Also in attendance were the ever-supportive members of the NCMF SOX team: Noraisa M. Marohom, DMO II, and Aieleen Manko, DMO II, from the Settlement Division; Sittie Soraya T. Bago, ADA IV, from the Legal Affairs Division; Abulkhair M. Marohom, ADA IV, from the Administrative and Finance Division; and Sittie Shainie B. Balt, DMO II, from the Koronadal Satellite Office.

The activity underscored the significance of inter-agency collaboration in addressing the documentation, identification, and legal needs of underserved communities. It also reaffirmed the commitment of NCMF SOCCSKSARGEN and its partner agencies to promote inclusivity and ensure the accessibility of government services, particularly for Muslim Filipinos residing in remote and marginalized areas.

The NCMF SOCCSKSARGEN Region, under the leadership of Acting Regional Director Atty. Gapor G. Quituar, SCL, MAIS, expresses its gratitude to Bureau of Muslim Settlement, for their invaluable support in the successful conduct of the activity and to Secretary Sheikh Sabuddin N. Abdurahim for his continued guidance and steadfast support in advancing programs that uplift the welfare of Muslim Filipinos in the region.
