The Special Development Fund- Project Management Office (SDF-PMO) was created in accordance with the Executive Order No. 003 series of 2021 to ensure the proper utilization of the Special Development Fund in pursuant to the Section 2, Article XIV of Republic Act No. 11054 or the Bangsamoro Organic Law (BOL) of the National Government. The Special Development Fund (SDF) was established to support t

he rehabilitation, rebuilding and development of conflict affected areas in BARMM geographical areas with total accumulated amount of 50,000,000,000.00 pesos for its operation for 10 years.

๐ƒ๐š๐ญ๐ฎ ๐Ž๐๐ข๐ง ๐’๐ข๐ง๐ฌ๐ฎ๐š๐ญ, ๐Œ๐š๐ ๐ฎ๐ข๐ง๐๐š๐ง๐š๐จ ๐๐ž๐ฅ ๐๐จ๐ซ๐ญ๐ž - The Bangsamoro Government, through the Special Development Fundโ€“Project Management Office (SDF-PMO), officially conducted the turnover ceremony for the completed 100-Unit Housing Resettlement Project and the groundbreaking ceremony for the construction of its support facilities in Mustapha Ala, Barangay Sapalan, on December 29, 2025.

The activity was attended by key government officials and stakeholders, including Member of Parliament Mohagher M. Iqbal; Hon. Abdulmain โ€œBabaโ€ Abas, Municipal Mayor of Datu Odin Sinsuat; Dir. Akmad A. Guinta, Deputy Project Manager for Administrative and Finance Services of SDF-PMO; Engr. Humshorie A. Mamulintao Jr., Project Coordinator of the Monitoring and Evaluation Unit of SDF-PMO; Barangay Captain Fahanie E. Guiamelon; Police Lieutenant Colonel Esmael Madin; Ms. Noraisa L. Aratuc, Planning Officer III of SDF-PMO; and representatives from Hausland Construction and ME Construction.

Barangay Captain Guiamelon opened the program and expressed her appreciation for the housing project, highlighting its positive impact on Barangay Sapalan. She congratulated the beneficiaries on receiving their new homes and thanked all partners who contributed to the projectโ€™s success.

Providing an overview, Engr. Mamulintao emphasized that the project goes beyond the construction of houses. โ€œThis project is about creating a livable community,โ€ he said. โ€œAlong with the 100 housing units, we are delivering support facilities that ensure long-term value and stability for residents.โ€ Each housing unit measures 49 square meters and features three bedrooms, two comfort rooms, a kitchen with sink, and tiled floor finishes.

The support facilities include a five-meter-wide road with lined canals, a perimeter fence with two gates, two water system units with ten tap stands, and solar-powered streetlights. These components aim to ensure accessibility, safety, and the provision of essential services for a stable living environment.

Mayor Abas highlighted the Bangsamoro Governmentโ€™s commitment to inclusive development, noting that all barangays in Datu Odin Sinsuat are now benefiting from programs that promote community welfare, local development, and the observance of Islam. โ€œThese projects reflect genuine care for the people and the progress of our region,โ€ he said.

Dir. Guinta underscored the critical role of the Special Development Fund in making the housing project possible. โ€œThrough SDF, we were able to implement housing projects with clear direction and long-term benefits,โ€ he said. He added that the project forms part of the Bangsamoro Governmentโ€™s broader peace-building initiatives, ensuring safe and decent homes for decommissioned combatants and their families.

Meanwhile, MP Iqbal, who is also the project proponent, encouraged the beneficiaries to strengthen their faith, value education, and work diligently. He reminded the community that government assistance should promote self-reliance rather than dependency. He emphasized that Islamic education and knowledge are vital to personal development and social unity. He also clarified that priority in the housing allocation is given to decommissioned combatants and reiterated that faith, responsibility, and education are key pillars in sustaining meaningful development programs.

The completion of this housing project and the commencement of the support facilities mark the culmination of the 2025 SDF-PMO initiatives, highlighting the Bangsamoro Governmentโ€™s continued commitment to providing not only shelter but also long-term stability, opportunity, and development for the people of Maguindanao del Norte.

๐‚๐จ๐ญ๐š๐›๐š๐ญ๐จ ๐‚๐ข๐ญ๐ฒ - Special Development Fund Technical Working Group (SDF-TWG) convened its 2nd Regular Meeting for Calendar Year 2025 on November 11, 2025, held at Badjau Hall, Office of the Chief Minister, Bangsamoro Government Center, Cotabato City.

Presided over by Chief Minister Hon. Abdulraof A. Macacua, the meeting focused on reviewing the financial and physical accomplishments of SDF-funded programs and projects from FY 2020 to 2024, deliberating on the proposed final list of programs and projects to be funded under the FY 2025 SDF, and discussing other key matters relevant to its implementation.

In his message, Chief Minister Macacua emphasized the importance of shared purpose and collective effort in ensuring that all SDF interventions remain strategic, sustainable, and rooted in peace, integrity, and unity. He underscored the TWGโ€™s vital mission to rebuild, rehabilitate, and transform conflict-affected communities across the Bangsamoro, noting that every decision made contributes to shaping a more inclusive, resilient, and peaceful region for future generations.

He further urged the members of the TWG to remain united, focused, and proactive in advancing their shared mission, expressing confidence that through collaboration and steadfast commitment, the group will continue to make meaningful progress toward a brighter and more developed Bangsamoro.

The meeting served as an important platform to evaluate progress, align priorities, and strengthen coordination among implementing partners, ensuring the effective and strategic implementation of SDF programs and projects throughout the region.

๐‚๐จ๐ญ๐š๐›๐š๐ญ๐จ ๐‚๐ข๐ญ๐ฒ โ€” The Bangsamoro Planning and Development Authority (BPDA), through its Special Development Fundโ€“Project Management Office (SDF-PMO), successfully concluded Phase I of the Foundational Monitoring and Evaluation (M&E) Training, held from October 27 to 29, 2025, at Paragon Hotel, Cotabato City.

This vital capacity-building initiative was undertaken in partnership with the United Nations Office for Project Services (UNOPS) Support to Bangsamoro Transition (SUBATRA) Programme. The training's primary objective is to build the technical capacity of the SDF-PMO staff in Monitoring and Evaluation (M&E), particularly in conducting actual field visits at different project sites, preparing reports, and utilizing documentation techniques that enhance project accountability, transparency, and the impact of programs and projects funded under SDF.

The initial phase focused intensively on establishing a foundation for results-based project management. Key theoretical and practical components included a comprehensive introduction to Results-Based Monitoring and Evaluation (RBM&E) and the development of a Theory of Change. Participants were also immersed in the technical skills required for integrating planning with ex*****on, such as linking Engineering Milestones with results articulated in a Logical Framework (LogFrame). Furthermore, the participants were provided with an introduction to the BARMM Regional Project Monitoring and Evaluation System (RPMES), ensuring future alignment with the region's overall development strategy.

This Foundational Training represents only the first phase of the three (3) planed strategic M&E Training developed in partnership with UNOPS to build progressive technical mastery of the SDF-PMO Staff. The program will continue with Track 2 that will be focused to MEAL Systems and Data Management particularly strengthening technical skills in M&E tool design, data collection, and managing data workflows. The final stage, Track 3 will be on Data Utilization and Adaptive Project Management which will then focus on enhancing the staff's capacity to analyze, visualize, and apply M&E data for more effective decision-making and adaptive project governance.

In her opening statement, Dir. Melanie M. Indar, BPDA Director for Planning and Policies Bureau and SDF-PMO Deputy Project Manager on Planning and Coordination, highlighted the strategic context of the training. "Monitoring and Evaluation is the critical bridge connecting our ambitious Bangsamoro Development Plan (BDP) with reality on the ground. By strengthening our M&E capacity, we are not just fulfilling a mandate; we are ensuring that every project funded by the Special Development Fund remains perfectly aligned with our regional goals and that public resources are maximized for lasting impact."

This focus on actionable results was echoed by Ms. Rohanisah N. Rashid, Head of the SDF-PMO Operations Unit, who stressed the importance of the capacity-building effort, stating, "Monitoring and Evaluation is not just about measuring progressโ€”it is about ensuring that every project truly responds to the needs of our communities." The three-day training aims to strengthen the knowledge and skills of SDF-PMO technical staff on monitoring and evaluation, particularly during field visits to project sites. Another key aspect of the training is the enhancement of report preparation and documentation, which promotes accountability, transparency, and measurable impact.

Most SDF initiatives are implemented in conflict-affected areas, and the training also highlights techniques for adapting monitoring and evaluation approaches, as well as documentation practices, to local conditions and development needs.

The Special Development Fund-Project Management Office (SDF-PMO) participated in the kick-off celebration of the 2025 Information and Communication Technology (ICT) Month, held on June 2, 2025, at the OCM Grounds, Bangsamoro Government Center, Cotabato City. The event was spearheaded and organized by the Bangsamoro Information and Communications Technology Office (BICTO).

The celebration also marked the ceremonial groundbreaking of the BARMM-Wide Connectivity Project, funded through the FY 2023 Special Development Fund (SDF). The project is designed to bridge the digital divide across the region. The project aims to bridge the digital divide across the region, promoting inclusive development, enhancing public service delivery, advancing digital literacy, and contributing to the long-term socio-economic transformation of BARMM.

๐‚๐จ๐ญ๐š๐›๐š๐ญ๐จ ๐‚๐ข๐ญ๐ฒโ€“The Bangsamoro government, through the Special Development Fund Project Management Office (SDF-PMO), headed by Engr. Kadil A. Sulaik, PME, participated in the graduation ceremony of 110 children of mujahideen under the Comprehensive Youth Transformation Program (CYTP) on August 12, 2025, at the Shariff Kabunsuan Cultural Complex (SKCC), Cotabato City.

The CYTP, funded under the 2023 Special Development Fund, is a flagship initiative aimed at empowering marginalized youth. It provides them with practical skills for employment, leadership, and emotional well-being, helping them build a sustainable future for themselves and their communities.

The program focused on empowering youth from the Moro Islamic Liberation Front (M**F) and Moro National Liberation Front (MNLF) camps by offering training in agriculture, construction, and technology. Additionally, it provided courses in entrepreneurship, peacebuilding, leadership, and mental health to help them overcome challenges in conflict-affected areas.

In his message, Interim Chief Minister Abdulraof A. Macacua called on the graduates, especially the children of mujahideen, to remain steadfast in pursuing their dreams. He encouraged them to equip themselves with the skills, discipline, and hope to make those dreams a reality.

"Kabataan, hindi naging madali ang daang tinahak ninyo. Maraming pagsubok at sakripisyo, pero ngayon hawak ninyo ang patunay na kaya ninyong abutin ang inyong pangarap. Ang hawak ninyong certificates ay hindi lamang papel, kundi simbolo ng inyong tagumpay," he said.

Meanwhile, Engr. Sulaik also expressed admiration for the graduatesโ€™ hard work and perseverance throughout the program, recognizing their dedication and the unwavering support of their families and mentors, which made this achievement possible.

This successful partnership, involving the Bangsamoro Youth Commission (BYC) and the Ministry of Basic, Higher, and Technical Education (MBHTE), along with the support of the SDF-PMO, reflects a collective commitment to unlock the potential of Bangsamoro youth. It highlights the determination of all those involved to create meaningful opportunities, strengthen communities, and inspire the next generation to drive lasting peace and progress in the region.

This activity serves as a platform to assess ongoing efforts and improve implementation strategies for SDF-supported initiatives.

๐‹๐š๐ฆ๐ข๐ญ๐š๐ง ๐‚๐ข๐ญ๐ฒ โ€“The Special Development Fundโ€“Project Management Office (SDF-PMO) attended the ceremonial groundbreaking for the rehabilitation of the Lamitan Water Supply System Level III in Barangay Malo-ong Canal, Lamitan City, on July 11, 2025. The project is funded under the FY 2024 SDF.

The new system will consist of three 250-cubic-meter water tanks, with water sourced from Barangay Arco. It is designed to serve six barangays: Balas, Calugusan, Luksumbang, Malo-ong Canal, Tumakid, and Tandung Ahas. The project will provide direct and reliable access to potable water for every household, eliminating dependence on communal sources and promoting improved sanitation and public health.

In his message, Engr. Kadil A. Sulaik Jr., PME, Project Manager of SDF-PMO, provided an overview of the project and emphasized its importance to the community. โ€œThis initiative will provide reliable access to clean water, significantly improving daily life and sanitation for the residents. The SDF-PMO is committed to driving peace and development, ensuring that no Bangsamoro is left behind,โ€ he said.

The project will directly benefit households that previously depended on shared water points. By connecting each home to the new system, the project will eliminate the burden of hauling water and contribute to better health and well-being. The system is designed with long-term sustainability in mind, ensuring a consistent water supply for the years ahead.

Lamitan City Mayor Roderick H. Furigay expressed his appreciation, saying: โ€œWe thank BARMM for their continued support. This project is more than infrastructure; itโ€™s about improving lives and providing lasting solutions for our communities.โ€

The meeting was led by Chief Minister Abdulraof A. Macacua, with Senior Minister Mohammad S. Yacob and other key officials and representatives of the TWG in attendance.

In his message, Chief Minister Macacua emphasized the significance of the meeting, stating that โ€œTodayโ€™s meeting provides us an opportunity to review the financial and physical accomplishments under the SDF for the past years, reflect on the implementation performance for CY 2024, and deliberate on the proposed programs, projects, and activities for funding under the FY 2025 Special Development Fund.โ€

The meeting's agenda centered on essential topics crucial to the continued implementation of the Special Development Fund (SDF), designed to support the rebuilding, rehabilitation, and development of conflict-affected communities in the Bangsamoro region. Key discussions included updates on the financial and physical progress of programs, projects, and activities (PPAs) funded by the SDF over the past five years, a review of the Year-End SDF Performance Implementation for CY 2024, and deliberations on proposed PPAs for potential funding under the FY 2025 SDF.

Additionally, the TWG reviewed updates on reverted SDF funds from previous fiscal years and examined strategies to ensure their effective utilization, moving forward. Engr. Mohajirin T. Ali, Director-General of BPDA, presented the meeting's agenda, while Atty. Ubaida Pacasem, Minister of MFBM, provided updates on the SDFโ€™s financial status, and BPDA Planning and Policies Bureau Director Melanie Indar shared the results of the CY 2024 Year-End SDF Program Implementation Review (PIR).

As the meeting concluded, the group agreed to consult with additional stakeholders to further refine the FY 2025 SDF proposals, ensuring the optimal allocation of funds to achieve the region's sustainable development. The project, funded under the FY 2024 SDF, is one of BARMMโ€™s priority energy initiatives. It aims to provide stable and sustainable electricity to off-grid communities, reduce reliance on fossil fuels, and support socio-economic development through renewable energy infrastructure.

In his message, Engr. Sulaik emphasized the projectโ€™s alignment with the Bangsamoro Governmentโ€™s goal of building resilient infrastructure in underserved areas. He stated that improving energy access is essential not only for powering communities but also for supporting broader development outcomes such as peacebuilding, environmental protection, and economic inclusion.

The event was also attended by key stakeholders, including representatives from the Ministry of Environment, Natural Resources, and Energy (MENRE), the Local Government Unit (LGU) of Calanogas, and project personnel.

Municipal Mayor Abdulhakim Benito expressed the local governmentโ€™s full support for the project, acknowledging its potential to address persistent electricity issues in the municipality and improve the quality of life for its residents. He affirmed the LGUโ€™s commitment to ensuring the successful implementation and long-term sustainability of the facility.

Engr. Zurhaiden Engga, representing MENRE Minister Akmad A. Brahim, conveyed MENREโ€™s continued institutional support for energy-related programs in BARMM. He emphasized the importance of advancing renewable energy infrastructure as a means to increase regional energy efficiency and reduce environmental impact.

The mini-hydroelectric power project is expected to enhance local energy security, enable more reliable access to essential services, and contribute to the overall sustainability targets of the Bangsamoro government.
