The Philippine Statistics Authorityโ€™s (PSA-BARMM) latest figures show that poverty incidence among families in BARMM declined from 26.0% in 2023 to 12.8% in 2025โ€”the most notable improvement among all regions in the Philippines.

The figure has also surpassed the 20โ€“25% poverty reduction target set for 2028 under the 2nd Bangsamoro Development Plan (BDP) 2023-2028. But beyond the numbers is a bigger question:

COTABATO CITY โ€” A three-day Programme Implementation Review (PIR) and Co-design Workshop for Sustainable Environment Community Upliftment and Resiliency (SECURE 2.0) was led by the Bangsamoro Planning and Development Authority (BPDA) from August 24 to 26, 2026, held at Acacia Hotel, Davao City.

The workshop, held in partnership with the United Nations World Food Programme (UN-WFP), reviewed the implementation of SECURE 1.0, identified operational gaps, and set priorities for SECURE 2.0, supporting the BPDA's role in strengthening policy and program coordination for the Bangsamoro's flagship food security initiative.

The activity brought together the Bangsamoro Food Security Task Force (BFSTF), the Ministry of Social Services and Development (MSSD), the Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), local government units, and development partners, and resulted in an action matrix and strengthened inter-agency commitments to advance government-led efforts toward a food- and nutrition-secure Bangsamoro. Aimed at fostering a culture of evidence-based decision-making, the BPDA facilitated the Project Cycle Management (PCM) Training and specialized phases of the MEAL Capacity Development Series. Poverty incidence among families continued to decline across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in 2025, with lower rates recorded in all provinces and Cotabato City, according to the latest official poverty statistics released by the Philippine Statistics Authority (PSA).

Based on the 2025 Full-Year Official Poverty Statistics, BARMMโ€™s poverty incidence among families dropped substantially from 26.0 percent in 2023 to 12.8 percent in 2025, representing a decline of 13.2 percentage points. From having the second-highest poverty incidence among families in 2023, BARMM now shares the fourth-highest poverty incidence among regions in 2025 with Eastern Visayas, which likewise recorded 12.8 percent.

The decline in poverty incidence was also reflected at the provincial and city levels.

Basilan recorded a decrease in family poverty incidence from 33.7 percent in 2023 to 10.4 percent in 2025, while Tawi-Tawi posted a decline from 32.3 percent to 11.6 percent. In Lanao del Sur, poverty incidence among families decreased from 12.1 percent to 3.2 percent.

The two Maguindanao provinces likewise recorded lower poverty incidence in 2025. Maguindanao del Norte registered 19.0 percent, down from 28.4 percent in 2023, while Maguindanao del Sur recorded 17.8 percent, compared with 32.1 percent in 2023.

In Cotabato City, family poverty incidence declined from 33.3 percent in 2023 to 16.7 percent in 2025.

The latest figures show that the reduction in poverty incidence in BARMM extends across its component provinces and Cotabato City, with each area recording a lower estimate in 2025 than in 2023.

The results provide an updated picture of the poverty situation across BARMM and will help inform regional and local development planning, policy formulation, and the continued monitoring of poverty reduction efforts in the region.

Technical Note: The PSA revised BARMMโ€™s 2023 poverty statistics for consistency with the transfer of Sulu from BARMM to Region IX in 2025. Accordingly, BARMMโ€™s poverty incidence among families for 2023 was revised from the previously published 23.5 percent to 26.0 percent.

Sulaik Jr., is currently at the Provincial Capitol of the Provincial Government of Agusan del Sur for a benchmarking visit on the Project Management Information System (PROMIS) and other management systems that support the provincial governmentโ€™s operations.

The benchmarking activity provides the BPDA an opportunity to learn from the Provincial Government of Agusan del Surโ€™s experience in developing and implementing PROMIS, including how the system supports information management and day-to-day government operations.
