Sa bawat pagkaing inihahain sa ating mesa, sa bawat negosyong umaasa sa kanilang ani at huli, at sa bawat pamilyang nabubusog araw-araw, naroon ang kanilang sipag, tiyaga, at sakripisyo. Bahagi sila ng mga bagay na ating pinahahalagahan at pinakikinabangan araw-araw.

| The South Upi Rubber Development Cooperative (SURDECO) met with the Department of Agriculture โ€“ Philippine Rural Development Project (DA-PRDP) PSO Mindanao to discuss compliance requirements for the proposed โ€œConsolidation of Quality Rubber Cup Lumps and Marketing Enterpriseโ€ subproject at PSO Mindanao Office on May 20, 2026.

The activity aimed to provide SURDECO officers and representatives the opportunity to clarify and discuss matters related to the cooperativeโ€™s financial, operational, and organizational management, as well as assess its readiness for the implementation of the proposed enterprise subproject.

The proposed intervention seeks to strengthen the local rubber industry by improving the consolidation and marketing of quality rubber cup lumps, enabling SURDECO members and local rubber farmers to gain better market access and improve the value of their produce. If funded under the PRDP Scale-Up, the subproject is expected to help enhance livelihood opportunities while supporting more sustainable and market-driven enterprise operations in the community.

PSO Mindanao Deputy Project Director Carlene C. Collado, CPA, on behalf of Project Director Macario D. Gonzaga, led the discussion and highlighted the importance of compliance, organizational preparedness, and sound management systems in ensuring the successful implementation of PRDP-funded subprojects.

The meeting also served as a venue for SURDECO and the Project team to collaboratively address concerns and align the requirements needed for the advancement of the proposed enterprise.

Matagumpay na isinagawa ang unang Coordination Meeting ng I-PLAN Mindanao Cluster mula Mayo 18 hanggang 22, 2026 na inorganisa ng RPCO-BARMM at dinaluhan ng PSO Mindanao I-PLAN at mga kinatawan mula sa ibaโ€™t ibang RPCO Mindanao Cluster.

Layunin ng aktibidad na mapalakas ang koordinasyon at mapahusay ang implementasyon ng mga programa at proyekto sa ilalim ng I-PLAN Component. Tinalakay sa pagpupulong ang accomplishments ng bawat cluster hanggang Mayo 15, 2026, kabilang ang updates sa mga proyekto, strategic plans, at iba pang mahahalagang gawain.

Naging bahagi rin ng coordination meeting ang pagtalakay sa mga hamon at suliraning kinakaharap ng mga RPCO sa implementasyon ng kanilang mga programa at field activities. Sa pamamagitan ng mga talakayan at workshops, nakapagbahagi ang mga kalahok ng mga rekomendasyon at posibleng solusyon upang higit pang mapabuti ang koordinasyon at pagpapatupad ng mga aktibidad sa bawat cluster.

Pinagtibay rin sa pagpupulong ang mga kinikilalang mabubuting gawi o good practices ng bawat cluster bilang bahagi ng pagpapalakas ng implementasyon ng mga programa at serbisyong nakatuon sa pagpapaunlad ng sektor ng agrikultura sa Mindanao.

Sa kabuuan, nagsilbing mahalagang hakbang ang nasabing coordination meeting sa pagpapatibay ng ugnayan, kooperasyon, at pagbabahagi ng kaalaman ng ibaโ€™t ibang cluster tungo sa mas episyente at sistematikong pagpapatupad ng mga programa ng I-PLAN Component.

Mula sa dating maputik at hirap na daanan, isa na ngayong konkretong simbolo ng pag-asa ang 10-kilometrong farm-to-market road na nag-uugnay sa Barangay Rempes at Barangay Darugao sa North Upi. Inaasahang magpapabilis ito ng transportasyon ng produkto, magpapalawak ng oportunidad sa kabuhayan, at magpapadali ng access sa mga pangunahing serbisyo ng komunidad.

Sa loob ng apat na dekada, tiniis ng mga residente ang mahirap na biyahe lalo na tuwing tag-ulan. Sa pamamagitan ng proyektong pinondohan ng World Bank at European Union sa ilalim ng PRDP, inaasahang mas magiging ligtas, mabilis, at mas maunlad ang araw-araw na pamumuhay ng mga mamamayan sa dalawang barangay.

Pinangunahan ng I-PLAN Component ng Regional Project Coordination Office sa Bangsamoro Autonomous Region in Muslim Mindanao (RPCO-BARMM) ang isang dalawang araw na online data gathering activity noong Mayo 12โ€“13, 2026 bilang bahagi ng Study on the Formulation of the National Value Chain Analysis for Yellow and White Corn. Isinasagawa ito ng Development Academy of the Philippines (DAP) sa ilalim ng Department of Agricultureโ€“Philippine Rural Development Project (DA-PRDP) upang makabuo ng komprehensibo at maka-ebidensyang pagsusuri sa value chain ng dilaw at puting mais sa bansa.

Layunin ng pag-aaral na matukoy ang mga pangunahing hamon at oportunidad sa produksyon, pagpoproseso, marketing, at pamamahala ng industriya ng mais. Mula sa mga datos na makakalap, inaasahang mabubuo ang mga rekomendasyong magsisilbing gabay sa pagbalangkas ng mga polisiya, programa, at pamumuhunan upang higit pang mapalakas ang sektor ng mais sa Pilipinas.

Bilang kinatawan ng BARMM, pinagsama-sama ng RPCO-BARMM ang ibaโ€™t ibang stakeholder mula sa sektor ng mais, kabilang ang mga supplier ng binhi at abono, processors, traders, retailers, kooperatiba, mga kinatawan ng pamahalaan, institutional buyers, at mga eksperto mula sa akademya.

Sa pamamagitan ng Focus Group Discussions (FGDs) at Key Informant Interviews (KIIs), ibinahagi ng mga kalahok ang kanilang mga karanasan, obserbasyon, at mungkahi hinggil sa produksyon, pagproseso, kalakalan, at mga suliraning kinakaharap ng industriya. Tinalakay rin ang ugnayan ng bawat aktor sa value chain upang higit na maunawaan ang daloy ng mais mula sa bukid hanggang sa merkado.

Sa pamamagitan ng aktibidad na ito, nabibigyang boses ang mga magsasaka, kooperatiba, at iba pang stakeholder ng BARMM upang maiparating ang kanilang aktuwal na kalagayan, pangangailangan, at rekomendasyon. Ang mga datos at pananaw na nakalap ay magsisilbing mahalagang batayan sa pagbuo ng mga programang tutugon sa mga bottleneck sa produksyon at marketing ng mais.

Para sa BARMM, inaasahang magbubukas ito ng mas maraming oportunidad para sa modernisasyon ng pagsasaka, pagpapalakas ng market linkages, at pagtaas ng kita ng mga lokal na corn farmers at agribusiness stakeholders. Makakatulong din ito upang matukoy ang mga imprastraktura at suportang kinakailangan upang higit pang mapaunlad ang industriya ng mais sa rehiyon.

Sa pambansang antas, ang pag-aaral na ito ay inaasahang mag-aambag sa pagbuo ng mas epektibong mga polisiya at estratehiya para sa sektor ng mais. Sa huli, makatutulong ito sa pagpapataas ng produktibidad, pagpapalawak ng access sa merkado, pagpapatatag ng food security, at pagpapabuti ng kabuhayan ng libu-libong pamilyang Pilipino na umaasa sa agrikultura.

The Department of Agriculture โ€“ Philippine Rural Development Project (DA-PRDP) Scale-Up is intensifying its efforts to ensure that the systems, tools, and innovations it developed over the years will continue serving Filipino farmers and fisherfolk as it moves closer toward the later stages of implementation.

For more than a decade, PRDP has introduced approaches that helped improve how agricultural and fisheries interventions are planned, implemented, and monitored across the country. These include enterprise development strategies, monitoring systems, digital tracking tools, planning templates, and facilitation processes that enabled faster coordination, more data-driven decision-making, and improved support for rural enterprises.

Recognizing the value of these innovations, the Department of Agriculture (DA) issued a memorandum directing the mainstreaming of PRDP-developed systems and practices into the Departmentโ€™s regular programs. The move aims to preserve institutional knowledge and prevent effective tools and lessons from being lost once the Project officially ends.

For the DA, mainstreaming is not simply about transferring documents or templates. It is about embedding tested and proven practices into the day-to-day operations of the Department to sustain the gains achieved through PRDP and continuously improve government services for rural communities.

To support this transition, the I-REAP Component of PRDP PSO Mindanao conducted a mainstreaming activity that gathered representatives from the Regional Project Coordination Offices (RPCOs), Agribusiness and Marketing Assistance Service (AMAS), and Agribusiness and Marketing Assistance Divisions (AMADs). The activity served as both a capacity-building and knowledge harmonization platform focused on the revised and newly developed I-REAP tools used in subproject development, evaluation, implementation, and monitoring under the PRDP Scale-Up.

During the activity, participants were oriented on the updated enterprise development framework and introduced to systems and tools designed to streamline subproject preparation and monitoring. The sessions also strengthened participantsโ€™ capacities in completing, validating, and interpreting technical templates and monitoring mechanisms that are critical in implementing enterprise subprojects in the field.

More importantly, the activity created a venue for aligning practices among national, regional, and field implementers to ensure that the transition of PRDP innovations into regular DA operations will be consistent and sustainable.

The initiative highlights a broader goal of the PRDP Scale-Upโ€”ensuring that successful innovations do not end with the Project itself. By institutionalizing these systems within the Departmentโ€™s regular programs, the DA hopes to sustain more responsive enterprise support services, strengthen local value chains, and help rural producers remain competitive in evolving markets.

As PRDP continues to deliver infrastructure, enterprise, and agricultural interventions nationwide, the mainstreaming effort ensures that the knowledge and innovations built through years of implementation will remain part of the Departmentโ€™s long-term strategy for rural development and food security. Isinagawa ang aktibidad bilang bahagi ng pagpapalawak ng implementasyon ng Philippine Rural Development Project (PRDP) Scale-Up, kung saan pinalawak ang dating provincial-based planning approach ng I-PLAN mula sa Provincial Commodity Investment Plan (PCIP) tungo sa mas malawak at mas integrated na regional investment framework na tinatawag na RAFIP. Sa ilalim ng dating PRDP implementation, pangunahing ginagamit ang PCIP bilang batayang dokumento sa pagtukoy ng mga prayoridad na commodity interventions kada lalawigan.

Sa ilalim naman ng PRDP Scale-Up, binuo ang RAFIP upang pagsama-samahin at iugnay ang mga investment priorities ng ibaโ€™t ibang lalawigan sa antas rehiyonal. Layunin nitong palakasin ang clustering, value chain integration, market connectivity, at mas malawakang agricultural at fishery development interventions upang mas maging episyente at mas mapalawak ang epekto ng mga proyekto sa rehiyon.

Kaugnay nito, tinalakay sa orientation ang mahahalagang planning tools gaya ng Provincial Commodity Investment Plan (PCIP), Value Chain Analysis (VCA), at Expanded Vulnerability and Suitability Assessment (eVSA) na ginagamit sa pagtukoy ng mga prayoridad na proyekto at investment interventions para sa sektor ng agrikultura at pangisdaan.

Ipinaliwanag din sa mga kalahok ang Institutional Strengthening Action Plan (ISAP), isang governance and accountability framework sa ilalim ng PRDP Scale-Up na nakatuon sa transparency, grievance redress mechanisms, risk management, at pagpapalakas ng institutional control systems. Layunin nitong matiyak ang maayos, accountable, at transparent na implementasyon ng mga proyekto alinsunod sa itinakdang standards ng Department of Agriculture at World Bank.

Guided by this yearโ€™s theme, โ€œPagbibigay-Pugay sa mga Magsasaka at Mangingisda sa Gitna ng Hamon at Krisis,โ€ we pay tribute to the strength, resilience, and hard work of the men and women who continue to feed our communities amid challenges and crises.
Through the DA-PRDP Scale-Up, PRDP Mindanao remains committed to supporting farming and fishing communities across Mindanao through investments that improve rural infrastructure, strengthen agri-fishery enterprises, expand market access, and help build more resilient livelihoods.
