Pursuant to the provisions of RA No. 9710 and of Memorandum Circular No. 2021-01 of the Bangsamoro Women Commission to establish and strengthen GAD Focal Point System (GADFPS), the Bangsamoro Transition Authority (BTA), on February 18, 2023, issued Memorandum Order No. 2022-171 creating its GADFPS to catalyze and accelerate gender mainstreaming in the BTA Parliament.

๐ˆ๐ญ'๐ฌ ๐š ๐ฐ๐ซ๐š๐ฉ!

The 2-day Gender Responsive Planning and Budgeting for Members of the Parliament for FY 2027 officially concluded today, the 20th of May 2026, in Marawi City. Day 2 was fully focused and intended for the workshop and to be presented in the plenary. Every GAD focal person worked side by side to formulate and refine the FY 2027 GAD Plan and Budget.

The activity was formally closed by Dir. Jaime M. Ayub, Ex Officio Member of the GFPS who commended the participants for their active engagement and commitment to making the BTAโ€™s plans more gender-responsive.

Grateful to everyone who took part in this initiative, shared insights, and pushed for stronger coordination across offices. The draft GPB produced today is a big step towards ensuring that the parliamentary programs truly respond to the needs of the Bangsamoro people.

Today, 19 May 2026, the Bangsamoro Transition Authority, through the Gender and Development Focal Point System, officially kicked off the 2-day Gender-Responsive Planning and Budgeting training for the Bangsamoro Transition Authority held at CHAMP, CTML
Pavilion, MSU Main, Marawi City, Lanao del Sur.

Todayโ€™s session was graced by Dir. Jonaina M. Macabando, Chairperson of the BTA-GFPS, who set the tone for the day. The rationale was delivered by Ms. Norhata D. Sarip, Chief of the Human Resource Management Division and concurrent member of the GFPS Executive Committee, highlighting why strengthening GAD capacity is crucial for the BTAโ€™s transition and beyond.

We were joined by two incredible resource speakers. Ms. Janette Rojas, an expert on Gender, guided the refresher on gender concepts and analysis
Ms. Samsiya Abdula of the Bangsamoro Women Commission, who walked us through the international and national frameworks shaping GAD in the Bangsamoro

The day wrapped up with the presentation of the draft GPB for FY 2027, a big step toward making the BTA gender plans more gender-responsive and compliant.

Grateful for the active participation of the MP GAD focal person. The activity will resume tomorrow for Day 2 to finalize the plan and push for stronger coordination across offices.

Yesterday, the BTA Gender and Development Focal Point System held its 2nd Regular Monthly Meeting at Kulintang Hall, Hashim Salamat Building, with a total of 22 GFPS Members present in a room full of purpose and momentum.

Presided by our GFPS Chairperson, Dir. Jonaina Macabando, the GFPS gathered as one team to reflect on where weโ€™ve been and align on where weโ€™re going.

The meeting started by revisiting the recently concluded GAD Annual Assembly led by the Head of the Support Staff, Ms. Janette Rojas. There was a lot to be proud of, but more importantly, the team talked openly about what we can do better next time. Because in every assembly, it is not just an event, but a chance to make sure womenโ€™s voices and concerns are truly heard in the halls of the BTA Parliament, and then share updates on GST Batch 3. Seeing more MP offices engage in gender sensitivity training reminds us that change is happening, one session at a time.

The conversation also shifted to the upcoming Q2 2026 activities, especially the GPB Workshop in Marawi City on May 19-20 were all preparations are now in full swing.

One of the most important parts of the discussion was the BTA GBV Mechanism. A step toward building a safer, more responsive institution where every Bangsamoro feels protected and supported.

This is what GAD looks like in practice, not just on paper, but in rooms where plans are made, gaps are identified, and commitments are renewed.

In shaa Allah, the BTA GFPS is moving forward together for a Parliament that truly works for every Bangsamoro people.

On May 5 and 6, 2026, marked another meaningful step in the Bangsamoro Transition Authorityโ€™s commitment to Gender and Development as we successfully concluded the 2-day Gender Sensitivity Training for BTA Employees for the third batch with a total number of 66 participants from different MP offices, 16 male and 50 female, 50 having the Gender Parity Index of 3.12.

The session was made insightful and engaging by our two resource speakers. Ms. Janette M. Rojas, the Senior GAD Specialist of the BTA GFPS, led the discussion on the GAD core concept, walking participants through the difference between s*x and gender and common workplace gender biases. Through interactive activities, BTA staff identified gender issues in their own offices and reflected on how gender-fair practices can improve public service delivery.

Complementing this was the powerful lecture of Ustadza Anisa Taha Arab from the Bangsamoro Women Commission. Ustadza Anisa grounded the discussion on gender justice in Islamic Teachings, emphasizing that the principle of justice aligned with GAD. She addressed common misconceptions and shared how Islam upholds the dignity, rights, and leadership of women.

Participants left the training with a clearer understanding that gender sensitivity is both a legal responsibility and a moral imperative. More than just compliance, it is about creating safe, respectful, and inclusive workplaces where all BTA employees, regardless of s*x and gender, can serve the Bangsamoro people with dignity and respect.

This morning, Dir. Jonaina Macabando, JD, Chairperson of the BTA Gender and Development Focal Point System, together with Ms. Johanah M. H. Omar, paid a courtesy visit to Hon. Speaker Mohammad S. Yacob at the Office of the Parliament Speaker.

The visit aimed to provide updates and present concerns relative to the implementation of Gender and Development (GAD) across the Bangsamoro Parliament and to seek the Speakerโ€™s guidance on conducting future GAD activities.

Speaker Yacob affirmed his support for strengthening institutional mechanisms for GAD, emphasizing that compliance with the mandated 5% GAD Budget and building permanent GAD structures are key to a gender-responsive Bangsamoro Parliament.

The GFPS extends gratitude to the Office of the Parliament Speaker for the continued commitment to mainstreaming GAD in the BTA.

64 faces filled the hall of the Alnor Convention Center 1 this 28 of April 2026. 9 men and 55 women with a gender parity index (GPI) of 6.11, all of the MP Designated GAD focal point persons and its alternate who left their offices and their daily deadlines to answer the one call, the BTA 2026 Annual GAD Assembly.

It all started with a warm welcome from Ms. Sandra Salidatan, a member of the BTA GFPS Technical Working Group, as she set the tone this morning, followed by the rationale and overview by Ms. Jehan Y. Mitmug-Umpa, EnP, head of the GFPS Technical Working Group, where she laid it out plainly.

The highlight of the event was the State of the GAD Address delivered by Atty. Bai Sittie Amira Nouf N. Lauban, Chief of Staff, on behalf of Parliament Speaker Mohammad S. Yacob, PhD. The SOGA clearly highlighted the implementation of GAD within the parliament for the current year 2026, quarter 1.

Following the SOGA, an open forum was conducted and facilitated by Ms. Bai Febraida Karon-Sulaiman, GAD Specialist III from the Bangamoro Women Commission. The discussion centered on pressing gender issues in MP offices. The open forum reinforced the assembly theme that women and men are partners for change and must be equipped with the tools and mechanisms to fulfill their GAD mandates under RA 9710 and PCW Memorandum 2024-01, including women-related laws such as RA 9262 and 11596, and the customary laws.

The assembly concluded with a pledge of commitment from BTA GAD Focals expressing their support to GAD implementation, moving from identification of activities to a measurable and gender responsive outcomes.

To strengthen institutional capacity for gender mainstreaming, members of the BTA Gender and Development Focal Point System (GFPS) Secretariat and Support Staff attended the Roll-Out of the Gender and Development Mainstreaming Evaluation System (GEMS) organized by the Bangsamoro Women Commission (BWC) in Davao City on 21-22 April 2026.

The GEMS is a tool for assessing how well agencies integrate a gender lens in their major programs. Through this training, the BTA GFPS personnel gained hands-on skills in using the system to assess and finalize the online submission of the GAD Plan and Budget and Accomplishment Report.

The participation of the BTA GFPS affirms the Parliamentโ€™s commitment to gender-responsive legislation.

Pursuant to Office of the Parliament Speaker (OPS) Memorandum No. 0426-095 dated March 31, 2026, issued by Speaker Mohammad S. Yacob, the Bangsamoro Transition Authority (BTA) has formally reconstituted its Gender and Development Focal Point System (GFPS), reinforcing its commitment to gender mainstreaming.

Anchored on PCW Memorandum Circular No. 2011-01 and the DBM-NEDA-PCW Joint Circular No. 2012-01, the reconstitution aims to strengthen institutional mechanisms for the planning, implementation, and monitoring of GAD programs, activities, and projects across all organic offices of the BTA Parliament and Members of Parliament offices.

This initiative ensures that the BTAโ€™s GAD efforts remain proactive, responsive, and aligned with national mandates, particularly the Magna Carta of Women, as well as the provisions of the Bangsamoro Organic Law.

The Bangsamoro Transition Authority (BTA), through its Gender and Development Focal Point System (GFPS), successfully conducted the second batch of its 2-Day Gender Sensitivity Training on April 15โ€“16, 2026, at D and M Function Hall, Cotabato City.

The 16-hour course brought together 62 GAD Focals from various organic offices of the BTA, composed of 20 male and 42 female participants, with a Gender Parity Index (GPI) of 2.1.

The training deepened participantsโ€™ understanding of gender concepts, including its manifestations and social constructs, while strengthening their capacity to champion gender and development (GAD) initiatives within their respective offices.

The sessions were facilitated by Ms. Raiza Abas, a certified member of the National GAD Resource Pool, who guided participants through interactive discussions and practical applications of gender-responsive approaches.

The activity formally opened with a message from the GFPS Executive Committee Chairperson Dir. Jonaina Macabando of the Parliamentary Committees Support Service, who underscored the critical role of GAD Coordinators in advancing gender mainstreaming efforts across the Bangsamoro Parliament.

Through this capacity-building initiative, the BTA reaffirms its commitment to fostering a gender-sensitive, inclusive, and responsive institution that upholds gender equality in governance and public service delivery.

The Gender and Development Focal Point System (GFPS) of the Bangsamoro Parliament convened for its first meeting following the recomposition of its members pursuant to Office of the Parliament Speaker Memorandum No. 0426-095 dated 31 March 2026.

The meeting marked the first time the newly recomposed GFPS members assembled to discuss priorities and align on their roles and responsibilities. The session covered the essential agenda and updates, including an orientation for new members on their respective roles and functions within the GFPS, ensuring alignment with the Parliament's organizational goals.

During the meeting, the newly hired GFPS Support Staff were also introduced, bringing fresh perspectives to the team.

Additionally, the Secretariat presented the GFPS Calendar of Activities for FY 2026, highlighting key initiatives and priority areas for the year. Members likewise discussed assignments and responsibilities in the implementation of activities to ensure effective and timely delivery.

The meeting fostered collaboration among members and reaffirmed the GFPSโ€™s commitment to advancing gender equality and strengthening gender-responsive governance within the organization.

The meeting was presided over by GFPS Executive Committee Chairperson Ms. Jonaina M. Macabando, Director II of the Parliamentary Committees Support Service.
