The HelpLink collected its team members to have their regular updating and feedbacking session.

The activity was conducted to refine tune its plans and to have learning sessions on the core humanitarian principles and the competencies, which are beneficial in delivering emergency response activities.

The team members are actually existing employees of the BTA Parliament, who are detailed to HelpLink. HelpLink employs the capacity building approach that is why, it didn't recruit external capacity except for the two technical advisers who work on voluntary services in the name of supporting the Bangsamoro.

SURPRISE MONITORING AT THE OFFICE OF THE CHIEF MINISTER - BANGSAMORO PARLIAMENT

One of the HelpLink teams made an on the spot visit at the Office of the BTA Interim Chief Minister Al-hadj Murad B. Ebrahim.

The purpose of the visit was to validate the results of the internal monitoring ensuring that the office is observing the essential control measures and protocols in preventing the spread of the COVID-19 in the workplace.

Our team acted as visitors looking for one of their staff members.

Good that they were able to do the first test effectively. They asked the HelpLink team members to log then have their temperature checked.

Upon meeting their Focal Person for Health and Safety Mr Razul Ezzedden Mohamad, the team introduced themselves formally. From there, they agreed to validate the results of the internal assessment conducted a week earlier.

HelpLink team found out that the Chief Minister Office is serious in implementing the control measures that were discussed to all the Focal Persons for Health and Safety.

HelpLink team learned that their staff members have arranged a flexible work schedule with a set of staff reporting everyday.

Their sitting arrangements comply with a safe distance guide. Anyone entering the office has to undergo a basic screening procedure and must observe measures such as hand hygiene, thermal scanning and logging in.

They are doing daily housekeeping measures. The cleaner knows well what to disinfect especially those surfaces often contaminated.

We at HelpLink will continue to work closely with each of the offices and units under BTA Parliament to ensure that we all contribute to lower the risks of spreading the virus among staff members, visitors and offices.

ON THE SPOT MONITORING

The HelpLink team made another on the spot visits to randomly selected offices under BTA Parliament.

This activity is part of the responsibilities of the HelpLink to ensure that the control measures are in place and being practiced.

So far, since the selection and orientation of 98 Focal Persons for Health Safety (FPHSs), there are lots of significant improvement.

We have seen visual cues, foot baths, thermal scanners being used, log books, designated temporary holding area, hand hygiene corner, sitting arrangements complying to safe physical distance, strict policy for visitors among others.

We will continue working with the FPHSs and their respective offices to ensure that everyone and all offices are complying with the control measures in cutting down the transmission chain of the virus.

For offices that are lacking in control measures, we are closely following up with their FPHSs to improve their practices.

SNAPSHOT OF OUR INTERNAL MONITORING

This is a sample of our internal monitoring output for office compliance to the preventive and control measures in every workplace of the 98 identified offices and units under BTA Parliament.

So far, there are those that are still in the process of making it 100% compliant to the protocols and measures based on the result of the risk analysis we conducted earlier considering the existing IATF protocols.

In this sample, one of our MPs has complied with our checklist of parameters.

We are also conducting random spot monitoring to ensure consistency of practices against what has been reported.

Base on our baseline report, we have lots of actions points for many offices.

Here are quick statistics taken from the report.

📊 Only 88% of the staff members are aware of the preventive measures to reduce the transmission risks of the virus. We are now working with the focal persons for health and safety to increase the awareness raising activities.

📊 97% of the offices and units have arranged their workplaces with at least 1 meter distancing of the seats. We are working closely with the rest of the 3% to ensure that the 1 meter apart distance is observed regardless of how small the office space is.

📊 Only 42% of the offices have identified a temporary Holding Area within those office for any suspected cases. Compliance is underway.

BTA Parliament HelpLink Conducts Coordination Meeting

A coordination meeting was conducted today by the HelpLink with relevant offices in the BARMM regional government and referral health care facilities.

The meeting was aimed to present to the participants the highlights of the HelpLink, as a response mechanism, with its objectives, activities, processes and achievements so far.

The meeting was participated by representatives from the Ministry of Health, BARMM READi, Bureau of Public Information, Ministry of Public Orders & Safety, Office of the Sergeant-at-Arms, Office of the BTA Parliament Speaker, Bureau of Fire Protection, Cotabato City Medical Center, Cotabato Sanitarium Hospital, Datu Blah T Sinsuat District Hospital and Office of the Chief Minister.

The participants appreciated the endeavor of the BTA Parliament of creating the HelpLink to ensure that the 98 offices under BTA Parliament are complying with the public health protocols and putting in place measures to prevent the spread of the COVID-19.

The HelpLink is also aiming at providing support once any BTA Parliament staff member experiences symptoms of the COVID-19 through its 24/7 HelDesk, which will be managed by its rapid response team.

The participants affirmed their support for this project. They also provided feedback to better enhance its process and operation especially with its referral pathway, coordination and collaboration and the compliance to infection prevention and control for every office.

The HelpLink is still on its early operation and in setting up its system.

A total of 98 Focal Persons for Health and Safety (FPHSs) have been identified representing 98 offices. A total of 88 FPHSs have undergone their orientation already.

These focal persons are conducting their internal monitoring in their respective offices to determine if their offices and staff members are strictly following the mitigating measures and complying with the protocols set by the government.

Induction of Staff Members

The at least 11 staff members out of the 19 identified have started their induction activities.

The induction helps to acquaint the staff members of their roles and responsibilities. This also makes them familiarize about the HelpLink process, objectives, activities and how each function relates to one another.

The induction activities are also tied up with the capacity building plan, which aims to hone their competencies.

ORIENTATION OF FOCAL PERSONS FOR HEALTH & SAFETY

The BTA Parliament COVID-19 HelpLink has started to give orientation to the Focal Persons for Health and Safety (FPHSs).

These FPHSs were earlier identified by more than 98 offices under the BTA Parliament, 76 have attended the three batches of orientation activities.

Part of the responsibilities of these individuals is to ensure that the protocols set by the IATF and relevant government agencies are observed in every office.

The FPHSs play a vital role to ensure the preventive and mitigating measures are in place to reduced the risks of spreading the COVID-19 among employees of the BTA Parliament.

In the coming days, these individuals will go a series of capacity building activities to enhance their competencies.

By virtue of the Memorandum Circular No.41, the BTA Parliament COVID-19 HelpLink was created.

There are around 98 offices and sub-offices under BTA Parliament to directly benefit from the different activities of thus endeavor.

It is supported by the Office of the BTA Parliament Speaker, Office of the Sergeant at Arms, BTA Secretary General, Majority Floor Leader, Minority Floor Leader and the Deputy Minority Floor Leader.
