STATEMENT

In various mediums and platforms, major stakeholders of the Mindanao peace process have manifested their support for the extension of the Bangsamoro transition period to 2025. The clamor stems from the necessity to provide enough room for the Moro Islamic Liberation Front (M**F) and the Government of the Republic of the Philippines (GRP) to fulfill their obligations under the signed peace agreements in light of the significant delays brought upon by the COVID-19 pandemic and other bureaucratic hurdles.

For this purpose, five bills were filed in the House of Representatives, while two bills were filed in the Senate seeking the amendment of Republic Act No. 11054 and extending the transition period of the Bangsamoro from 2022 to 2025. In support of the passage of these measures, the Civil Society Organization for Moral Governance (CSO-MMG) initiated an online petition urging the president to certify these measures as Urgent Bill. More than one million signed the petition and a copy of it was submitted to the Office of the President.

Unfortunately, Congress failed to pass the measure before their Sine Die Adjournment last June 4, 2021, as originally planned, and the President has yet to certify as Urgent Bill the proposed legislative measures. With less than forty-one session days before the filing of candidacy, it is apparent that the success of the peace process is once again at the hands of our legislators and the President.

With the present state of uncertainty caused by the COVID-19 pandemic and the delay in the progress of the peace process, especially on Normalization, we are calling both the Senate and the House of Representatives to give peace and stability a chance and expedite the passage of the pending bills seeking the extension of the Bangsamoro transition period to 2025.

We are also once again appealing to President Rodrigo Roa Duterte to CERTIFY AS URGENT BILL the pending legislative measures that would extend the Bangsamoro transition period to 2025. This is to protect and sustain your greatest legacy of finally bringing peace and development to Mindanao and correcting the historical injustices committed against the Bangsamoro.
