MOH-BARMM Strengthens Health System Accountability Through 2024 LGU Health Scorecard Validation

COTABATO CITY — The Ministry of Health of the Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) concluded a region-wide data validation and reconciliation exercise for the 2024 Local Government Unit (LGU) Health Scorecard, held from April 15 to 29, 2025.

The initiative, which brought together provincial, city, and municipal health officers, technical chiefs, public health nurses, and LGU representatives, aimed to ensure data accuracy, integrity, and transparency in the region’s healthcare delivery system.

The LGU Health Scorecard, a key monitoring tool developed by the Department of Health (DOH), evaluates local health system performance based on 13 key health indicators aligned with the DOH’s 8-Point Action Agenda and Universal Health Care (UHC) Law. It enables local leaders to identify health priorities, plan and strategize effective interventions,technical assistance, and recognition for exemplary performance.

Dr. Miriam Cecilia B. Sales, Medical Officer IV from DOH’s Bureau of Local Health Systems Development, guided participants on leveraging the Scorecard to strengthen local systems. She also presented the “Good Practices in Health” (GPH) Program, which documents replicable, evidence-based community health solutions addressing health problems including social determinants of health.

Participants were also oriented on the PuroKalusugan Primer, a new primary care initiative aimed at enhancing health service delivery in underserved areas. Spearheaded by Nurse Coordinator Mr. Asief Konsuan and supported by DOH Central Office’s Mr. Ray Justin Ventura, the program focuses on community-level interventions across eight health priority areas, including immunization, maternal and child care, nutrition, and chronic disease management.

The launch of PuroKalusugan is seen as a milestone in promoting equitable access to healthcare in the Bangsamoro region.

Most notably, spearheaded by Minister Dr. Kadil M. Sinolinding, Jr., DPBO, and through the collaborative efforts of the Planning Division and the Regional LGU Health Scorecard Team—headed by Ms. Anisa A. Matuan, MPA, Planning Officer V/LGU Health Scorecard Coordinator, and supported by team members Engr. Tohami B. Ibrahim, MPA, Ms. Nasimah O. Sinarimbo, RN, MPA, Ms. Sittie Fhayda G. Zainal, RN, MPA, Ms. Esmeline B. Glang, RN and Mr. Ken John Ramos—the MOH-BARMM successfully held its Local Health Systems Awards and Recognition. This event acknowledged the outstanding collaborative efforts and performance of various Rural Health Units and LGUs in the 2023 LGU Health Scorecard Implementation. The series of awarding was attended by the Regional Assistant Secretary of Health Dr. Abdulhalik M. Kasim, MDM, CESE and Director II of Admin and Finance Laxaman Bangcola, MPA, PhD.

As a result of this initiative, the Department of Health and the Ministry of Health recognized 68 top-performing local government units (LGUs) with awards for their outstanding achievement in meeting various key health indicators. This recognition highlights their dedication to enhancing local health outcomes and advancing the implementation of Universal Health Care within their communities.

MOH-BARMM Distributes 21 Ambulances and 3 Mobile Clinics Under TDIF 2024

Cotabato City, today - The Ministry of Health in the Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) distributed a total of twenty one (21) ambulances, two (3) mobile clinics, and forty (42) mobile phones in selected hospitals, Rural Health Unit (RHU) and Barangay Health Station (BHS) in the region under the Transitional Development Impact Fund (TDIF) Supplemental 2024 sponsored by various Members of the Parliament (MP). The turnover of ambulances occurs in the Minister Hall, MOH, Bangsamoro Government Center, Cotabato City.

The initiative benefited Cotabato General Sanitarium Hospital, Rosary Heights III BHS Cotabato City, Biniruan RHU Cotabato City, Barangay Dados BHS Datu Odin Sinsuat, Shariff Aguak RHU, Sultan sa Barongis RHU, Datu Montawal RHU, Mamasapano RHU, General S.K. Pendatun RHU, Pangutaran District Hospital, Bangkal BHS Sulu, Kabingi BHS Datu Saudi Ampatuan, Kadayangan RHU Special Geographic Areas, Office of the Chief Minister Clinic, Iranon District Hospital, Datu Blah T. Sinsuat District Hospital, and Parang RHU. Cotabato City Local Government Unit and Barira RHU received mobile clinics.

The beneficiaries also thanked the Ministry and the MPs for the medical transport and supplies they received, highlighting how this improved their ability to respond to medical situations and eased their financial burden.

Bangsamoro Transition Authority (BTA) Deputy Speaker MP Atty. Nabil A. Tan highlights the importance of fast and reliable transportation for patients needing transfer and also discusses the BTA's mission to help in the region's hard-to-reach areas: "We are grateful to help our Bangsamoro people, and we are fighting this health-related initiative in budget hearing to push this and make it happen." He stated.

MP Tan is the principal author of the first bill to upgrade and establish a hospital in Sulu province from 110 to 200 beds and an ICU (level 2). He is also the principal author of the establishment of the Maimbung District Hospital. "Since the Sulu province will be transferred outside of the jurisdiction of BARMM, I hope my colleagues in BTA will continue to assist the MOH," he added.

MP Hashemi N. Dilangalen, MD, one of the sponsors, stressed that this kind of initiative was one of his goals as a doctor: "Actually, these projects and programs in health were one of my dreams when I was a 12-year-old student. A dream that one day, the health services will be closer to the Bangsamoro people." He said.

In a statement, Planning Division Chief Anisa Matuan expressed her gratitude to Minister of Health MP Kadil "Jojo" M. Sinolinding, Jr., MD, DPBO, MP Atty. Sittie Fahanie S. Uy-Oyod, the other Members of the Parliament present, and the Bangsamoro Government for supporting the Ministry in providing practical, timely, high-quality healthcare services.

The turnover ceremony seeks to enhance and expedite patient transport. This initiative is part of the MOH-BARMM's broader vision to strengthen regional healthcare services.

Happening now at the Shariff Kabunsuan Cultural Complex, the Ministry of Health is conducting a ceremonial turnover and signing of a memorandum of understanding under the Transition Development Impact Fund (TDIF) for 2022-2024.

This significant event marks the delivery of 48 land ambulances, 2 mobile clinics, 2 sea ambulances, 8 patient transport vehicles, along with BHW incentives, medical scholarships, bemonc drugs, and essential medicines, aimed at strengthening healthcare services in the Bangsamoro region.
