The Ministry of Transportation and Communications (MOTC) is strengthening its procurement and payment processes through the adoption of the Government Purchase Card (GPC) Program in partnership with the Land Bank of the Philippines (LBP).

The initiative is in line with the directive of Chief Minister Abdulraof Macacua to ensure the timely processing of government payments and avoid unnecessary delays to suppliers.

It also reflects the commitment of Minister Ted Masahud to improve MOTC’s procurement and payment processes through more efficient and transparent systems.

The GPC serves as an alternative government payment mechanism, similar to a government-issued credit card, which may be used for authorized purchases and payments in accordance with applicable procurement laws, rules, and regulations. For transactions where direct acquisition or other authorized methods are allowed, the GPC can facilitate payment directly to the supplier. It may also be used to settle payments for procured goods and services once the required procurement and payment processes have been completed.

Through the program, MOTC aims to minimize payment delays, streamline transactions, and strengthen transparency and accountability in the use of public funds.

COTABATO CITY — The Ministry of Transportation and Communications (MOTC), through its Procurement Division, held its first Suppliers Forum at Pragon Hotel, Rosary Heights, Cotabato City, bringing together Ministry officials and suppliers for an open dialogue on procurement processes, requirements, and concerns.

Held in line with the directive of Minister Termizie Masahud to strengthen transparency, communication, and stakeholder engagement, the forum tackled the Annual Procurement Plan, modes of procurement, documentary requirements, and payment processing. Director General Atty. Roslaine Macao Maniri emphasized the importance of open communication and professionalism in building stronger working relationships with suppliers, while Atty. Lady Hanifah Mindalano Alonto, Director II of the Administrative and Finance Services, highlighted mutual understanding as key to more responsive public service.

Technical discussions were led by Atty. Bai Sandra U. Sandialan, Chief Procurement Officer Designate, who explained MOTC’s procurement priorities and procedures, and Ameer-Hussain, CPA, Accountant II, who discussed payment requirements and processing steps. An open forum followed, allowing suppliers to raise concerns and seek clarification directly from Ministry officials.

In his closing remarks, Air Services Director II Razulden Mangelen reaffirmed MOTC’s commitment to fairness, transparency, and professionalism, stressing that strong partnerships with suppliers are essential to responsible use of public funds and timely service delivery. The activity concluded with the presentation of Plaques of Appreciation to individuals and partners who contributed to its success.

Recognizing the value of sustained dialogue, MOTC expressed its intention to make the Suppliers Forum an annual activity, providing a regular space for consultation, clarification, and constructive engagement. The initiative reflects the Ministry’s continuing efforts to build a more transparent, collaborative, and efficient procurement system in support of better public service for the Bangsamoro people.

𝗕𝗢𝗡𝗚𝗔𝗢, 𝗧𝗮𝘄𝗶-𝗧𝗮𝘄𝗶, 𝗔𝘂𝗴𝘂𝘀𝘁 𝟱, 𝟮𝟬𝟮𝟲 — The Bangsamoro Maritime Industry Authority (BMARINA) Board convened its 12th Board Meeting on August 4–5, 2026, at Yalus Beach Resort in Bongao, Tawi-Tawi, where members deliberated on policy measures aimed at improving maritime transportation services, strengthening regulatory oversight, and promoting the safety of passengers and vessels operating within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Recognizing the vital role of maritime transport in connecting the island provinces and coastal communities of the region, the Board discussed several proposed policies to address current operational challenges and establish a more responsive and consistent regulatory framework for the maritime sector.

Among the key measures presented was the proposed regulation on passenger fare adjustments during periods of significant fuel price increases. The policy seeks to provide a fair and transparent mechanism for adjusting fares, balancing the interests of transport operators facing rising operational costs with the need to protect passengers from unreasonable fare increases.

The Board also reviewed the proposed Guidelines and Procedures for the issuance of Certificates of Public Convenience (CPC), which are expected to streamline the application process for maritime operators while ensuring compliance with existing safety, operational, and service standards. Once adopted, the guidelines will promote greater transparency, accountability, and efficiency in the regulation of maritime transport services across the region.

Another significant agenda item was the proposed Code for Safe Practice for Cargo Storage applicable to wooden-hulled vessels. Considering that wooden vessels continue to serve many island and coastal communities in BARMM, the proposed code establishes safety measures for the proper loading, handling, and storage of cargo to reduce operational risks and enhance the protection of passengers, crew members, and goods during sea travel.

To strengthen vessel identification and regulatory monitoring, the Board likewise discussed adopting the issuance of Official Vessel Numbers, which will provide a standardized system for vessel registration and identification. Complementing this initiative is the proposed BMARINA Maritime License Identification Card, designed to establish a secure and verifiable identification system for licensed maritime personnel, improve record management, and facilitate the efficient delivery of regulatory services.

Collectively, these policy initiatives demonstrate BMARINA's continuing efforts to build a modern and well-regulated maritime transport system that responds to the evolving needs of the Bangsamoro region. By enhancing safety standards, strengthening regulatory mechanisms, and improving service delivery, the Authority aims to foster greater public confidence in maritime transportation while supporting economic activity and regional connectivity.

The 12th Board Meeting also underscored BMARINA's commitment to collaborative governance, bringing together Board members and key officials to discuss policies for the sustainable development of the region's maritime industry. Through continuous policy development and institutional reforms, BMARINA remains steadfast in its mandate to ensure that maritime transportation in BARMM is safe, reliable, accessible, and responsive to the needs of the Bangsamoro people.

Bongao, Tawi-Tawi | August 3, 2026 — The Bangsamoro Airport Authority (BAA), a sectoral office under the Ministry of Transportation and Communications (MOTC-BARMM), marked another milestone in regional airport development with the turnover of the Passenger Terminal Building (PTB) Phase I and Security Fence and the groundbreaking of PTB Phase II, a Waiting Area, Storage Facility, Perimeter Fence, and One (1) Integrated Provincial Office at Sanga-Sanga Airport.

The ceremony was led by MOTC Minister Termizie G. Masahud, together with ATS Director Razulden A. Mangelen, BAA Director Atty. Ranibai D. Dilangalen, Tawi-Tawi Governor Yshmael "Mang" I. Sali, and MTIT Minister Farseniya Mohammad, representing the Office of the Chief Minister. Provincial and municipal officials, partner agencies, stakeholders, and community representatives also attended the event.

The completed facilities are expected to improve passenger convenience, airport security, and operational efficiency. At the same time, the Phase II development will further expand the airport's capacity and enhance the delivery of government services within the airport complex.

Officials highlighted that these projects reflect the Bangsamoro Government's commitment to modernizing regional airports, improving connectivity, and supporting economic growth. As a key gateway to the region, the continued development of Sanga-Sanga Airport is expected to boost tourism, trade, and investment, while providing safer, more efficient air travel for the people of Tawi-Tawi and the Bangsamoro region.

MAGUINDANAO DEL NORTE, July 22, 2026 — The Ministry of Transportation and Communications (MOTC-BARMM), led by Minister Termizie G. Masahud, joined the National Government–Bangsamoro Government Convergence Program and reaffirmed its commitment to improving mobility and supporting Bangsamoro transport workers through the Pantawid Pasada Program.

The convergence program was graced by President Ferdinand R. Marcos Jr. and Bangsamoro Chief Minister Abdulraof A. Macacua, who reaffirmed their shared commitment to strengthening public service delivery and expanding opportunities for Bangsamoro communities. President Marcos emphasized that no community should be left behind, while Chief Minister Macacua urged Bangsamoro institutions to serve with purpose, compassion, and a steadfast commitment to the welfare of the Bangsamoro people.

As part of the ceremonial awarding, Minister Masahud distributed LandBank Cash Cards to beneficiaries of the Pantawid Pasada Program, providing fuel subsidy assistance to eligible public utility vehicle (PUV) operators and drivers. The initiative forms part of the Ministry's continuing efforts to strengthen the transport sector, protect the livelihood of transport workers, and ensure uninterrupted public transportation services throughout the Bangsamoro Region.

Held under the theme "Mas Matatag na Bangsamoro Tungo sa Bagong Pilipinas," the convergence program highlighted the power of collaboration in advancing inclusive development and improving the delivery of public services. The Ministry of Transportation and Communications (MOTC) on Saturday, July 18, laid out transport reforms, service expansion initiatives, and infrastructure updates before the Bangsamoro Parliament's Committee on Transportation and Communications, as lawmakers reviewed the sector's performance and identified policy areas requiring legislative support.

Overseeing seven sectoral offices responsible for land transport, maritime services, ports, aviation, and telecommunications in the Bangsamoro, the MOTC highlighted developments from its attached offices, including the Bangsamoro Land Transportation Office (BLTO), Bangsamoro Land Transportation Franchising and Regulatory Board (BLTFRB), Bangsamoro Maritime Industry Authority (BMARINA), Bangsamoro Ports Management Authority (BPMA), Bangsamoro Airport Authority (BAA), Civil Aeronautics Board of the Bangsamoro (CABB), and Bangsamoro Telecommunications Commission (BTC).

Among the major developments presented were the nationwide recognition of BLTO issuances, the expansion of the ministry's district offices to improve public access to services, and the continuing rehabilitation of airport facilities in the Bangsamoro.

BLTO Director Razul Gayak said the LTO Central Office now recognizes all BLTO issuances, including driver's licenses, motor vehicle registrations, and miscellaneous transactions.

He added that the office has adopted QR-code-based verification for driver's licenses to strengthen authentication and is working to extend the validity of BLTO-issued licenses to 10 years.

MOTC Minister Termizie Masahud said the ministry has opened a district office in Datu Unsay to serve Maguindanao del Sur and nearby areas, with another planned in the Special Geographic Area through the proposed One-MOTC Integrated Provincial Office, which will serve as a one-stop center for transportation and communications services.

Meanwhile, BAA Director Ranibai Dilangalen said rehabilitation work at Awang Airport has reached 90 percent completion, while the first phase of rehabilitation at Sanga-Sanga Airport is expected to be completed and turned over in September.

She said funding has also been secured for the procurement of generators to ensure continuous airport operations during power interruptions.

Resource persons recommended strengthening information campaigns on traffic rules and road safety and proposed measures to improve compliance with maritime laws, vessel registration, passenger insurance, and local public transport route planning.

The two-day conference provided a platform to assess the Ministry's first-semester performance by presenting physical accomplishments, financial utilization, implementation challenges, and catch-up plans. It also fostered evidence-based discussions to identify operational gaps, recalibrate strategies, strengthen inter-office coordination, and enhance the effective delivery of programs and services.

This mid-year assessment is our opportunity to confront our gaps with honesty, recalibrate our strategies with urgency, and move forward with one purpose—to deliver faster, better, and more responsive public service, said Minister Termizie G. Masahud.

On the second day, the Ministry convened its Joint Executive–Management Committee Conference to deliberate on key governance matters, including the adoption of previous resolutions, reconstitution of the Executive and Expanded Management Committees, designation of official representatives to various boards and technical bodies, and other policy and operational concerns requiring executive action.

The conference underscored the Ministry's commitment to strengthening institutional governance, accountability, and collaboration across all offices. By reviewing performance, identifying implementation bottlenecks, and aligning priorities with organizational goals, MOTC continues to reinforce a culture of continuous improvement and responsive public service.

The outcomes of the conference will guide the Ministry's implementation strategies for the remainder of 2026, ensuring more efficient resource utilization, stronger inter-office coordination, and accelerated delivery of transport and communications programs that support the development agenda of the Bangsamoro Autonomous Region.

The Bangsamoro Land Transportation Office (BLTO), led by Regional Director Engr. Razul D. Gayak, successfully conducted a series of courtesy visits and information drives across seven major traffic management offices in Metro Manila to strengthen inter-agency coordination and safeguard the rights of Bangsamoro motorists.

The initiative focused on reaffirming the nationwide validity of BARMM-issued driver's licenses and vehicle registrations, presenting authentic document specimens for proper identification, and addressing operational concerns that may lead to the wrongful apprehension or confiscation of legitimate transport documents. Productive discussions were held with traffic management offices in Manila, Pasay, Makati, Mandaluyong, Pasig, Taguig, and Quezon City from June 16-18,2026.

The activity resulted in the immediate commitment of participating traffic management offices to cascade the BLTO's orientation and guidance to their frontline enforcers through official communication channels, promoting uniform recognition of valid BARMM-issued documents and ensuring fair, lawful, and consistent enforcement.

Regional Director Engr. Gayak emphasized that the initiative reflects the BLTO's commitment to protecting the rights of Bangsamoro motorists while fostering stronger partnerships with transport authorities nationwide to deliver more responsive and people-centered public service.
