From January to June 2026, the Office for Settler Communities (OSC) continued its commitment to strengthening inclusive governance, empowering communities, and delivering responsive services across the Bangsamoro.

Under the leadership of MP Dr. Susana Salvador Anayatin, Member of the Bangsamoro Parliament and Executive Director of OSC, the Office implemented programs focused on community empowerment, economic development, social services, advocacy, coordination, and social cohesion.

This First Semester Accomplishment Report for Fiscal Year 2026 highlights the programs, initiatives, and milestones of OSC during the first half of the year.

The Office for Settler Communities (OSC) conducted the Organization of Settler Communities: Multi-Stakeholders’ Forum on Inclusive Governance and Community Empowerment in BARMM at the Barangay Covered Court, Rosary Heights IV, Cotabato City, on September 1, 2026, with the support of the Barangay Local Government Unit (BLGU).

The forum provided a venue for community representatives and local stakeholders to gain a deeper understanding of the upcoming First BARMM Parliamentary Elections on September 14, 2026, while discussing the importance of informed participation in the electoral process.

As part of the activity, Atty. Edwin P. Matura, Technical Division Head of OSC, conducted a voters’ education session focusing on the right to vote and the electoral process, helping participants become more informed and prepared for the forthcoming elections.

The activity forms part of OSC’s continuing efforts to promote informed, responsible, and meaningful participation among communities in the Bangsamoro.

Rev. Father Gamaliel Gerry S. Delos Reyes, OMI, Provincial Superior of the Oblates of Mary Immaculate – Philippine Province, shares a message with the people of the Bangsamoro ahead of the First BARMM Parliamentary Elections on September 14, 2026.

In his message, he emphasizes the importance of the first parliamentary elections as a significant milestone in the Bangsamoro peace process and calls on Moro, Indigenous Peoples, and Christian settler communities to participate and help ensure a peaceful, clean, transparent, and credible election.

He reminds voters that β€œnasa ating mga boto ang ating kinabukasan” and encourages everyone to use their vote wisely, responsibly, and with love for the future of the Bangsamoro and the generations to come.

The Office for Settler Communities (OSC), under the leadership of MP Dr. Susana Salvador Anayatin member of the BTA PArliamnet and executive director of OSC, joins the nation in observing National Peace Consciousness Month this September 2026, with the theme β€œKapayapaan Pagtibayin, Kaunlaran Paigtingin.”

As an office committed to serving communities in the Bangsamoro, OSC continues to support efforts that promote peace, understanding, unity, and inclusive development across the region.

Sa Knowing the OSC, tututukan natin ang Program 2: Community Empowerment and Policy Formulation at kung paano nito pinalalakas ang boses, partisipasyon, at kakayahan ng ating mga Settler communities.

Para naman sa Settler Rights ED:ucation, magbabalik-tanaw tayo sa mahahalagang bahagi ng electoral process at mga dapat malaman ng ating mga botante bilang paghahanda sa First BARMM Parliamentary Elections.

The Office for Settler Communities (OSC) conducted the Organization of Settler Communities: Multi-Stakeholders' Forum on Inclusive Governance and Community Empowerment in BARMM at the Lamitan City Gymnasium, with participants from 11 invited barangays within the area.

The forum provided a venue for community representatives and local stakeholders to engage in discussions on inclusive governance, community participation, and the upcoming First BARMM Parliamentary Elections.

Joel R. CadeliΓ±a, Planning Officer II of OSC, presented the rationale of the activity and the accomplishments and continuing initiatives of the Office for Settler Communities.

Meanwhile, Atty. Edwin P. Matura, Technical Division Head of OSC, conducted a discussion on voters' education, equipping participants with relevant information and greater preparedness for the forthcoming elections.

The activity was conducted with the support of the Lamitan City LGU, City Social Welfare and Development Office (CSWD), and Lamitan Youth Development Office, whose support helped facilitate the meaningful participation of the community and local stakeholders.

The Office for Settler Communities (OSC), under the leadership of MP Dr. Susana Salvador-Anayatin, Member of the Bangsamoro Parliament and Executive Director of OSC, has once again been recognized as an Outstanding Attached Office of the Office of the Chief Minister, marking its fifth consecutive semester of outstanding performance and public service delivery.

The recognition was conferred during the Office of the Chief Minister Strategic Performance Management Review Team (SPMRT) Mid-Year Performance Review and Planning Conference 2026 at the Shariff Kabunsuan Cultural Complex, Bangsamoro Government Center, Cotabato City, on August 27, 2026.

OSC received an overall rating of 4.78 for the January–June 2026 rating period, recognizing its exemplary public service delivery, performance, commitment, and contributions.

The OSC-Technical Division was likewise recognized as an Outstanding Division Office, receiving an overall rating of 4.70 for the same period.

Also recognized as Outstanding Employees for the 1st Semester of 2026 were Sawadjaan J. Manulon, Gerald T. Derama, Erika Era Y. Alim, Daniel Anthony B. Lu, Alma Luz Jackilou A. Lozano, and Joel R. CadeliΓ±a.

This recognition reflects the continued dedication of the OSC team to excellence, responsive public service, and meaningful service to the settler communities of the Bangsamoro.
