July 28, 2025 | The Bangsamoro Rapid Emergency Action on Disaster Incidence (READi) Rescue Team was deployed in the afternoon of July 28, 2025, following a distress call from a concerned citizen in Barangay Tamontaka, Cotabato City, reporting a case of a drowning incident in the Tamontaka River.

Upon receiving the report, the Bangsamoro READi immediately mobilized its rescue personnel and water search and rescue assets, including a sea ambulance, rubber boats, and other life-saving equipment, to the incident site.

The search and rescue operation became a joint effort, with the Cotabato City Disaster Risk Reduction and Management Office (CDRRMO), and the Philippine Coast Guard also responding to the call. Together, the responders coordinated efforts to scour the river in hopes of locating the missing child.

The unified command team decided to temporarily cease operations at around 6:00 PM. The teams resolved to resume the search and rescue early the following morning, July 29, 2025, under improved visibility and safer working conditions.

The Bangsamoro READi and the local officials remind the public to practice heightened safety, especially in areas near bodies of water, and encourage immediate reporting of any emergencies to the local authorities.

Cotabato City, July 28, 2025 — The Bangsamoro READi serving as the Bangsamoro DRRM Council's executing arm, celebrated the culmination of the National Resiliency Month 2025 with the rest of the BARMM Ministries, Offices, and Agencies (MOAs) in the Convention hall of City Mall in Cotabato City. Under the leadership of BDRRMC Chairperson and BARMM Government Interim Chief Minister Abdulraof Macacua, the BDRRMC renews its commitment with all DRRM partners and stakeholders in ensuring that DRRM implementation in the Bangsamoro benefits the most vulnerable communities.

BDRRMC Chairman Macacua in his inspirational message delivered by his representative Atty. Faizal Sendad, encouraged continued cooperation: “Let us carry forward the spirit of unity and preparedness. Sa bawat hakbang ng kahandaan, sama-sama tayong maging mas matatag bilang isang komunidad. Rest assured, disaster resilience remains one of the top priorities of the Bangsamoro Government.”

The ceremony, organized by the Office of Civil Defense BAR, brought together various MOAs and Local Government Units (LGUs) across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to highlight collaborative efforts in disaster risk reduction and management (DRRM). The event aimed to recognize the unwavering support and contributions of partner agencies in building a disaster-resilient Bangsamoro. With the theme “Kumikilos para sa Kahandaan, Kaligtasan, at Katatagan,” the culmination emphasized the importance of unity, preparedness, and resilience.

OCD-BAR Regional Director Joel Q. Mamon stated in his opening message, “May this program serve as a celebration of our collective achievement and a catalyst for deeper collaboration to protect every Bangsamoro community.”

Bangsamoro READi was also joined by the Council’s four key pillars—MOST, MILG, MSSD, and BPDA—as well as other member ministries, offices, and agencies, reflecting a strong, unified commitment to DRRM initiatives in the region.

The Bangsamoro READi facilitated the Meeting for Pre-Disaster Risk Assessment (PDRA) – Scenario Building held on July 25, 2025, at the Conference Room, Bangsamoro READi, Bangsamoro Government Center, Cotabato City, in compliance with the National Disaster Risk Reduction and Management Council (NDRRMC) Memorandum Circular No. 04, s. 2025 re Revised Guidelines on the Pre-Disaster Risk Assessment – Scenario Building.

Presided over by Director General Khalid U. Dumagay of the Ministry of the Interior and Local Government (MILG), represented by BLGA Muhammad Farzieh B. Abutazil, the meeting focused on establishing the BARMM PDRA-Scenario Building Team and finalizing representation arrangements. Deliberations also included addressing key issues and concerns to ensure the team’s operational readiness and strategic alignment.

Attended by representatives from MILG, MSSD, MOST, MENRE, MOH, MAFAR, BPDA, OCD BAR, PNP PRO BAR, BFP BARMM, PCG BARMM, BIO, 6ID, and OCD Central Office, the meeting aimed to be the first step toward efficient and proactive identification/assessment of potential risks and impacts crucial in the formulation of effective disaster preparedness and response strategies.

The Bangsamoro Rapid Emergency Action on Disaster Incidence (READi) served as key resource persons during the two-day Training for the Safety and Welfare of Employees of the Maguindanao Electric Cooperative, Inc. (MAGELCO) at the MAGELCO Headquarters on July 17-18, 2025

A total of 100 employees actively participated in the training, which aimed to strengthen workplace preparedness and response capacity during emergencies.

The training covered critical topics including: Safety Orientation for Earthquake and Tsunami, Introduction to Basic Life Support (BLS), and Orientation to Basic First Aid.

As part of the hands-on approach, participants also took part in an earthquake simulation drill as well as practical first aid demonstrations, helping them to internalize response protocols and life-saving techniques.

Bangsamoro READi’s involvement reinforced the importance of proactive disaster preparedness in the workplace, especially for critical service providers like MAGELCO. The technical guidance provided by the Bangsamoro READi was aimed to enhance the knowledge and skills of MAGELCO personnel in emergency situations.

This initiative reflects the continued collaboration between BARMM agencies and local institutions in promoting community resilience and public safety.

Family food packs were distributed to affected residents in the barangays of Malidegao and Ligawasan, Special Geographic Area (SGA), following the recent flooding incident.

In response, the Bangsamoro READi, upon the directive of MILG Minister Atty. Sha Elijah B. Dumama-Alba, spearheaded the relief distribution activity on 11 July 2025, in coordination with the Barangay Officials and the Municipal DRRMOs of Malidegao and Ligawasan.

This humanitarian response was made possible through the strong partnership with the Local Government Units and the Bangsamoro DRRM Operations Center, ensuring timely assistance to the affected families.

The Municipal Mayor of Ligawasan expressed deep gratitude to Minister Atty. Sha Elijah Dumama-Alba and the Bangsamoro Government for extending immediate support to their flood-affected constituents, stating, “We are very thankful to the Minister.”

Meanwhile, the MDRRMO of Malidegao, on behalf of the Municipal Mayor, also extended appreciation to the Minister and Bangsamoro READi Head, recognizing the significant impact of the assistance on their constituents whose homes and livelihoods were affected. They expressed hope for continued support in the future.

𝑳𝑶𝑶𝑲 | PAGASA forecasted 11 to 19 Tropical Cyclones are expected this July to December 2025

During the 2nd Joint BARMM-Mindanao Humanitarian Team (MHT) Meeting held last July 1, the PAGASA Cotabato Synoptic Station provided an updated weather outlook to support the ongoing coordination efforts of humanitarian actors in BARMM.

In its presentation, PAGASA forecasted that between 11 to 19 tropical cyclones are expected to enter or develop within the Philippine Area of Responsibility from July to December 2025. At the time of the meeting, no gale warnings had been issued. The agency emphasized the importance of continuous monitoring, early warning dissemination, and localized risk communication, stressing that weather patterns remain fluid and subject to rapid changes.

The weather outlook added valuable insight to the broader BARMM-MHT agenda, which focused on aligning response efforts across agencies ahead of the National Disaster Resilience Month 2025.

With timely data and strengthened coordination, Bangsamoro READi reaffirms its commitment to the core principles of “Kahandaan, Kaligtasan, at Katatagan”.

𝑳𝑶𝑶𝑲 | Bangsamoro READi convenes with MHT, inter agency collaboration for disaster response revisited

In response to the devastating effects of successive weather disturbances across the Bangsamoro region, Bangsamoro READi presented a comprehensive situational overview during the 2nd Mindanao Humanitarian Team (MHT) Meeting held on July 1, 2025, at the Bangsamoro READi Conference Room, Cotabato City.

The presentation detailed the widespread impacts of multiple weather systems, including the Intertropical Convergence Zone (ITCZ), the Southwest Monsoon (Habagat), and Easterlies, which triggered flash floods, crop damage, lifeline disruptions, and displacement across various parts of BARMM.

This MHT meeting underscored the importance of collaborative disaster governance. As climate-related threats intensify, situational awareness and coordinated response protocols are essential to mitigate suffering and support the recovery of affected communities.

The Bangsamoro READi, together with security sectors, humanitarian partner agencies, PAGASA-Cotabato Synoptic Station, and the Ministry of Social Services and Development (MSSD), convened the 2nd Mindanao Humanitarian Team (MHT) Meeting on July 01, 2025.

Bangsamoro READi facilitated the discussions among key agencies on election-related incidents, humanitarian actions across the region, and updated weather forecasts. The meeting also provided a venue for partners to align operational efforts.

In observance of the National Disaster Resilience Month 2025, this MHT meeting stands as a timely example of “Para sa Kahandaan, Kaligtasan at Katatagan.” Through sustained coordination and shared responsibility, Bangsamoro READi and their partners continue to lead the way in building a prepared, resilient, and united BARMM.
