The Development Academy of the Bangsamoro (DAB) successfully conducted a three-day 𝐒𝐩𝐞𝐜𝐢𝐚𝐥𝐢𝐳𝐞𝐝 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 (𝐒𝐓𝐏) for selected Tawi-Tawi-based BARMM employees who are recipients of Article 305, particularly Mujahideen and Mujahidat, in Bongao, Tawi-Tawi on May 18–22, 2026. The program was designed to support their transition into the formal civil service by strengthening their competencies and reinforcing the values needed for effective public service delivery.

The program covered Basic Protocol and Customer Service, Conflict Negotiation and Management, and Technical and Business Correspondence. Through lectures, workshops, and interactive activities, participants were equipped with practical knowledge and workplace skills necessary for effective public service.

More than a training activity, the program reflects DAB’s commitment to developing a competent, disciplined, and people-centered BARMM workforce. By empowering the recipients of Article 305, DAB continues to support the professional growth of government employees while promoting accountable public service in the Bangsamoro.

The Development Academy of the Bangsamoro successfully conducted the 𝐌𝐚𝐧𝐝𝐚𝐭𝐨𝐫𝐲 𝐎𝐧𝐛𝐨𝐚𝐫𝐝𝐢𝐧𝐠 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 (𝐌𝐎𝐓) – 𝐓𝐚𝐰𝐢-𝐓𝐚𝐰𝐢 𝐄𝐝𝐢𝐭𝐢𝐨𝐧 on May 19–21, 2026, at Dahuwan Tampeh Resort. The three-day activity gathered employees from the Ministry of Trade, Investments and Tourism, Ministry of Agriculture, Fisheries and Agrarian Reform, and Ministry of Public Works in Tawi-Tawi to strengthen their understanding of the Bangsamoro Government’s values, principles, and workplace culture.

The training covered four core modules: Bangsamoro Situationer, which provided an overview of the region’s historical, political, and socio-economic landscape; Moral Governance, which highlighted the guiding principles of leadership and public service in the Bangsamoro Government; Values Transformation and Professional Development, which focused on promoting ethical conduct, discipline, and personal growth among public servants; and Basic Office Skills, which aimed to enhance participants’ administrative competencies and workplace efficiency.

Through this activity, the Development Academy of the Bangsamoro reaffirmed its commitment to developing a competent, values-driven, and service-oriented Bangsamoro bureaucracy anchored on the principles of Moral Governance.

The Office of MP Abdulraof A. Macacua conducted a two-day Training on Customer Service Excellence on May 7-8, 2026, at Jade Hall, KDT Manor, Cotabato City in collaboration with the Development Academy of the Bangsamoro. The activity aimed to strengthen the capability of personnel in delivering quality, responsive, and people-centered public service to communities across the Bangsamoro Region.

During the training, the DAB Training Team introduced the contextualized S.M.I.L.E. Framework, which served as the core guide for every session. The framework stands for Service Mindset and Customer-Centered Thinking, Mastering Customer Service Skills, Interaction Excellence and Customer Experience, Leading Service and Loyalty Building, and Embedding Service Excellence in Government Systems. The framework was specifically tailored to address the needs of various MP Offices in BARMM that cater to diverse clients and communities in the region. Through interactive discussions, workshops, and practical activities, participants learned effective communication, rapport building, professionalism, and proper handling of clients in different situations.

The activity highlighted the importance of professionalism, empathy, teamwork, and cultural sensitivity in public service. Participants expressed appreciation for the practical lessons and strategies shared during the training, which they can apply in their daily work. Through this initiative, the Office of MP Abdulraof A. Macacua continues to support programs that promote service excellence and strengthen efficient and compassionate public service delivery in the Bangsamoro.

The Development Academy of the Bangsamoro (DAB) continues to set another block on the bar for organizational excellence with the successful implementation of the Foundational Certification Course on Executive Coaching which happened last April 27 to May 03, 2026 at General Santos City. This third series of the executive coaching represents another height of institutionalizing a professional coaching culture within the Bangsamoro Government, aligning public sector leadership with global corporate standards.

In today's fast-paced environment, the transition from traditional management to executive coaching is a critical driver of a human capital development. By moving into this certification phase, the DAB has provided BARMM's top-tier management with the tools to foster high-performance teams. The program was led by Mr. Miguel Martin Bermundo of Dream Big Pilipinas, which focused on performance-feedback, and the psychological frameworks of coaching to ensure that the participant-executives can effectively bridge the gap between organizational goals and individual employee growth.

This executive course underscores DAB's commitment to cultivating a responsive, empowering, and people-centered leadership culture anchored on the principles of Moral Governance within the Bangsamoro Government.

In its continued commitment to advancing moral governance at the local level, the 𝐒𝐮𝐩𝐩𝐨𝐫𝐭 𝐭𝐨 𝐋𝐨𝐜𝐚𝐥 𝐌𝐨𝐫𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 - 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐡𝐢𝐞𝐟 𝐌𝐢𝐧𝐢𝐬𝐭𝐞𝐫 (𝐒𝐋𝐌𝐆-𝐎𝐂𝐌), in collaboration with the 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐀𝐜𝐚𝐝𝐞𝐦𝐲 𝐨𝐟 𝐭𝐡𝐞 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 (𝐃𝐀𝐁), successfully conducted a four-day training on Workplace Ethics and Compliance and Completed Staff Work (CSW) on April 27-30, 2026, at Villa Miranda, Cotabato City. The activity aimed to reinforce ethical standards, strengthen compliance mechanisms, and enhance the decision-making capabilities of participating personnel.

The Workplace Ethics and Compliance component highlighted the importance of integrity, accountability, and professionalism in public service. Participants were equipped with a deeper understanding of ethical principles, adherence to policies, and their role in upholding transparency and trust within government institutions. Through interactive discussions and case-based activities, the training emphasized the practical application of ethical decision-making in everyday work situations.

Meanwhile, the Completed Staff Work (CSW) training focused on building participants’ competencies in systematic analysis and sound decision-making. Utilizing the 𝐒𝐀𝐏𝐀𝐃𝐀𝐏𝐏𝐀 framework, 𝙎𝙞𝙩𝙪𝙖𝙩𝙞𝙤𝙣𝙖𝙡 𝘼𝙣𝙖𝙡𝙮𝙨𝙞𝙨, 𝙋𝙧𝙤𝙗𝙡𝙚𝙢 𝘼𝙣𝙖𝙡𝙮𝙨𝙞𝙨, 𝘿𝙚𝙘𝙞𝙨𝙞𝙤𝙣 𝘼𝙣𝙖𝙡𝙮𝙨𝙞𝙨, 𝙖𝙣𝙙 𝙋𝙤𝙩𝙚𝙣𝙩𝙞𝙖𝙡 𝙋𝙧𝙤𝙗𝙡𝙚𝙢 𝘼𝙣𝙖𝙡𝙮𝙨𝙞𝙨 participants engaged in workshops that enhanced their technical writing, critical thinking, and problem-solving skills. The Development Academy of the Bangsamoro conducted the Mandatory Executive Coaching - School Head Onboarding Program at Microtel by Wyndham, General Santos from April 20 to 24, 2026, inclusive of travel dates. The activity was attended by school heads from the School’s Division of Cotabato City, Special Geographic Area (SGA), Maguindanao del Sur, and Maguindanao del Norte. The program aimed to strengthen leadership skills and prepare school heads to effectively perform their roles and responsibilities.

The program opened with sessions led by Director Johnny G. Balawag, who highlighted the personal, organizational, and leadership roles of school heads, emphasizing their responsibilities in effectively managing schools and leading their teams. Discussions on legal and social responsibility were also conducted, as Atty. Sheryl Lea A. Batitao-Bacani presented Republic Act No. 11313, also known as the “Bawal Bastos Law,” promoting safe and respectful school environments. Complementing these sessions, Sir Datuan M. Magon, Jr. delivered the Bangsamoro Situationer, providing participants with valuable insights into the historical foundation of BARMM. Strengthening the ethical dimension of leadership, Sir Hashim B. Manticayan facilitated a session on Moral Governance, emphasizing integrity, accountability, and ethical leadership as essential principles in public service.

The Mandatory Executive Coaching - School Head Onboarding Program provided a meaningful platform for professional growth and collaboration among school heads across the Bangsamoro region. Through comprehensive discussions, practical coaching, and shared experiences, participants were empowered to lead with competence, integrity, and a strong sense of responsibility toward delivering quality education in their respective schools.

The Development Academy of the Bangsamoro (DAB), through its Center of Education and Extension (CEE), has successfully developed the Bangsamoro Autonomous Region in Muslim Mindanao’s (BARMM) first-ever Women, Peace, and Security (WPS) Leadership Short-Term Course Program for the Bangsamoro officials and employees. This pioneering initiative represents a critical milestone in advancing gender-responsive governance and peacebuilding efforts in the region.

The program’s development was marked by a focused writeshop on module writing and instructional technology held from April 11 to 14, 2026, at Dolores Tropicana Resort, General Santos City. This collaborative event brought together experts and stakeholders to developed a modules and Instructional Technologies aimed at enhancing the knowledge, skills, and competencies of BARMM personnel in promoting the WPS agenda.

Designed to empower women’s meaningful participation in leadership and decision-making, the course also seeks to strengthen institutional capacity by integrating gender sensitivity, inclusivity, and human rights-based approaches into governance and public service delivery.
In alignment with global Women, Peace, and Security priorities, the program addresses critical issues such as protecting women’s rights, preventing gender-based violence, and increasing women’s roles in peacebuilding and governance processes.

The course was developed through a consultative and participatory process involving key stakeholders from the BARMM government, academe, and development partners, ensuring its relevance and responsiveness to the unique socio-political context of the Bangsamoro . It also supports the wider dissemination and popularization of the BARMM Regional Action Plan on Women, Peace, and Security (RAP-WPS), championed by the Bangsamoro Women Commission (BWC).

Through this initiative, DAB reinforces its commitment to nurturing a pool of competent leaders and public servants who will champion women participation, sustainable peace, and inclusive governance, thereby strengthening the implementation of WPS frameworks throughout BARMM Region.

The 𝐌𝐢𝐧𝐢𝐬𝐭𝐫𝐲 𝐨𝐟 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞, 𝐅𝐢𝐬𝐡𝐞𝐫𝐢𝐞𝐬, 𝐚𝐧𝐝 𝐀𝐠𝐫𝐚𝐫𝐢𝐚𝐧 𝐑𝐞𝐟𝐨𝐫𝐦 (𝐌𝐀𝐅𝐀𝐑) conducted a two-day 𝐭𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐨𝐧 𝟓𝐒 𝐢𝐧 𝐭𝐡𝐞 𝐰𝐨𝐫𝐤𝐩𝐥𝐚𝐜𝐞 on April 15–16, 2026, at Soleya Hall, Alnor Hotel and Convention Center in Cotabato City, in collaboration with the 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐀𝐜𝐚𝐝𝐞𝐦𝐲 𝐨𝐟 𝐭𝐡𝐞 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 (𝐃𝐀𝐁). The activity gathered MAFAR’s technical staff and aimed to improve workplace organization, safety, teamwork, and overall efficiency, while promoting a culture of continuous improvement.

The training covered the 5S principles; Sort, Set in Order, Shine, Standardize, and Sustain along with the additional 2S: Safety and Spirit, and the concept of Kaizen or continuous improvement. Through lectures, discussions, and hands-on activities, participants learned practical ways to organize their workspaces, ensure safety, and strengthen teamwork. The sessions also highlighted the value of discipline and small, consistent improvements in achieving better results.

Participants actively took part in workshops where they assessed current practices and identified areas for improvement. By the end of the training, they gained a better understanding of how organization, safety, and a positive work mindset contribute to higher productivity and better service delivery. This initiative reflects MAFAR’s continued commitment to efficiency, professionalism, and improved public service in the Bangsamoro region.

This activity forms part of DAB’s continuing effort to orient, equip and inspire the newly appointed personnel of Bangsamoro Parliament with the knowledge, skills, and values necessary for effective public service.
