The Development Academy of the Bangsamoro (DAB) successfully conducted Mandatory Onboarding Training (MOT) for the workforce of the Ministry of Interior and Local Government (MILG) from March 30 to April 1, 2026, at Jehan Hall, Alnor Convention Center, Sinsuat Avenue, Cotabato City. The three-day activity aimed to help participants better understand their roles and responsibilities as public servants in the Bangsamoro Government.

The training covered important topics such as the Bangsamoro Situationer, Moral Governance, Civil Service Commission (CSC) matters, Values Transformation, and Professional Development. These sessions were designed to strengthen the participants’ understanding of the Bangsamoro context, ethical leadership, workplace values, and career growth.

Through the successful conduct of the training, DAB continues to strengthen a competent, values-driven, and service-oriented workforce in the Bangsamoro region. The MOT remains one of the Academy’s flagship programs in helping government employees become more effective and committed in delivering quality public service.

The Development Academy of the Bangsamoro (DAB) successfully conducted a three-day Specialized Training Program on March 24–26, 2026, at Nursalam Hall, Alnor Convention Center for recipients of Article 305, composed of Mujahideen and Mujahidat integrated into the civil service, including participants from the Ministry of Environment, Natural Resources, and Energy (MENRE). The activity aimed to support their transition into government roles and strengthen their capacity as public servants.

During the training, participants engaged in sessions on basic protocol and customer service, conflict negotiation and management, and occupational safety and health. These sessions enhanced their understanding of workplace responsibilities and equipped them with essential skills aligned with the standards of government service.

The program also emphasized the values of unity, inclusivity, and peacebuilding in the Bangsamoro. It provided a meaningful platform for participants to reflect, share experiences, and grow together as part of the civil service—contributing to a more effective, responsive, and people-centered government.

The Development Academy of the Bangsamoro (DAB) successfully conducted a three-day mandatory onboarding training, bringing together ISAL teachers and personnel from the Ministry of Basic, Higher and Technical Education - Directorate General for Madaris Education (MBHTE-DGME). The event took place on March 24-26, 2026, at Surya Hall, Mall of Alnor in Cotabato City, aimed at preparing participants for effective public service in the Bangsamoro Government.

The activity is part of DAB’s effort to orient, equip, and inspire newly appointed personnel in the Bangsamoro Government. The training included key topics such as the Bangsamoro Situationer, Moral Governance, the BARMM Employee Handbook including Republic Act 6713, Values Transformation and Professional Development, and Basic Office Skills.

Through this onboarding program, participants gained important knowledge, skills, and values that will help them perform their duties effectively and serve their communities with integrity and professionalism.

Ministry of Finance, Budget and Management successfully conducted a Training on Completed Staff Work (CSW) in collaboration with Development Academy of the Bangsamoro on February 23–26, 2026 at Sardonyx Plaza, Cotabato City. The activity aimed to strengthen participants’ skills in structured analysis and decision-making.

During the four-day training, participants learned and applied key CSW frameworks such as Situational Analysis, Problem Analysis, Decision Analysis, and Potential Problem Analysis. These tools helped them clearly define issues, identify root causes, evaluate options, and anticipate possible risks. By the end of the training, they were able to craft a complete staff work output.

Participants remained highly active, engaged, and collaborative throughout the four-day sessions. Their meaningful contributions during workshops, group exercises, and plenary discussions demonstrated a strong commitment to applying structured analysis in their respective offices. The quality and depth of their completed staff work outputs reflected not only their understanding of the CSW frameworks but also their dedication to strengthening professional competence and improving decision-making processes within the Ministry.

The activity forms part of DAB’s continuing effort to orient, equip and inspire the newly appointed personnel of Bangsamoro Parliament with the knowledge, skills, and values necessary for effective public service.

The training brought together MTIT employees from the Regional Office, Provincial Offices, and attached bureaus fostering collaboration across offices and functional units

The program introduced the 5S methodology; Sort, Set in Order, Shine, Standardize, and Sustain with the addition of Safety and Spirit, emphasizing both an organized and safe work environment and a positive, values-driven workplace culture. This framework equipped participants with practical tools to improve office systems, efficiency, and professionalism, ultimately supporting more effective public service delivery.

Complementing the 5S sessions, the training also covered Effective Workteam concepts anchored on The 7 Habits of Highly Effective People by Stephen R. Covey, focusing on Private Victory and Public Victory. The sessions emphasized how personal discipline, responsibility, and self-mastery contribute to effective teamwork, while habits that promote trust, communication, and synergy strengthen collaboration within teams. Through interactive discussions and group activities, participants strengthened personal accountability, trust, communication, and teamwork, reinforcing MTIT-BARMM’s commitment to building cohesive and high-performing teams across the organization.

The Office of the Cabinet Secretary (OCS) under the Office of the Chief Minister held its Annual Assessment and Direction Setting last December 15–19, 2025, in Dapitan City, Zamboanga del Norte. The activity provided an opportunity to review accomplishments, identify challenges, and set strategic priorities for the coming year. The sessions were facilitated by Doc. Lo Ivan R. Castillo and Ma’am Theresa Ebol from the Technical Management Service of OCM.

To complement the assessment, the OCS collaborated with the Development Academy of the Bangsamoro (DAB) to facilitate a session on Skills Building and Growth, which also included participation from staff of Ayudang Medikal Mula sa Bangsamoro Government (AMBAG). The activities were designed to enhance collaboration, problem-solving, and communication skills, enabling both OCS and AMBAG personnel to further develop their professional abilities while fostering a more effective and united workforce.

The collaboration emphasized the Bangsamoro Government’s commitment to investing in human resource development and improving public service delivery. By integrating planning with capacity-building initiatives, the Office of Cabinet Secretary reinforced its dedication to organizational excellence while fostering continuous learning and growth among its staff.

𝗕𝗼𝗻𝗴𝗮𝗼, 𝗧𝗮𝘄𝗶-𝗧𝗮𝘄𝗶– In a significant move to ensure inclusive and context-sensitive governance, the Center of Research and Policy Development (CRPD) of the Development Academy of the Bangsamoro (DAB) successfully conducted a two-day Data Gathering and Validation Activity on December 16–17, 2025, in Bihing Tahik, Bongao, Tawi-Tawi.

The activity brought together employees from various provincial offices, agencies, and ministries of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government. Its primary aim was to ensure the geographic inclusivity and contextual comprehensiveness of the 𝗗𝗔𝗕 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗔𝗴𝗲𝗻𝗱𝗮 (𝗗𝗔𝗕𝗥𝗘𝗔) and to roll out the results of the Policy Study on the Provisions of Article 305 (Special Provisions for Mujahideen/Mujahidat).

CRPD Chief 𝗙𝗮𝗶𝗿𝗼𝗱𝘇 𝗣. 𝗧𝗮𝗮𝗹𝗶𝗺, 𝗟𝗣𝗧, 𝗠𝗕𝗔, emphasized the necessity of the activity, stating that extending the consultation to the island provinces is essential to capture unique operational challenges and human capacity development gaps that may not be evident in mainland data.

Over the two days, participants engaged in workshops, presentations, and structured forums designed to identify localized research needs and validate regional priorities. The agenda included the presentation of the DAB Research Agenda, breakout sessions for prioritizing research areas, and an open forum for the Article 305 policy study results.

The second day featured a detailed presentation of the 𝗣𝗼𝗹𝗶𝗰𝘆 𝗦𝘁𝘂𝗱𝘆 𝗼𝗻 𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟯𝟬𝟱, followed by a participatory workshop titled “Mujahideen/Mujahidat Journey,” where stakeholders provided grounded feedback and recommendations.

By the conclusion of the activity, the CRPD successfully gathered localized insights, validated research priorities with island-based stakeholders, and collected actionable feedback on a key policy study—all contributing to a more evidence-based, inclusive, and responsive BARMM government.

The activity underscores DAB-CRPD’s commitment to fulfilling its mandate as the central human capital development and research arm of the Bangsamoro Government, ensuring no segment of the BARMM workforce is overlooked in the pursuit of developmental excellence.

The Development Academy of the Bangsamoro (DAB) successfully conducted another batch of Mandatory Onboarding Training for BARMM Employees from the legislative and infrastructure sectors of the Bangsamoro Government, held last December 10-12, 2025, at Hall 2, Mall of Al Nor, Cotabato City. This essential training was contextualized for employees from the Bangsamoro Transition Authority (BTA) and the Ministry of Public Works (MPW).

The onboarding training was designed to empower participants with critical knowledge and competencies necessary for the government workforce. The topics included the Bangsamoro Situationer, Moral Governance, Values Transformation and Professional Development, and Basic Office Skills. Through engaging lectures, hands-on workshops, and group collaboration, the program fostered a strong sense of collaboration and shared purpose among the participants.

Aimed at enhancing employee performance and collaboration, the assessment reviewed the commission’s accomplishments for the year while identifying strategies to improve service delivery in the coming year.

Participants were equipped with practical tools to manage workplace stress, resolve conflicts constructively, and collaborate effectively across offices. The Development Academy of the Bangsamoro – Center for Knowledge Management (DAB-CKM) brought together dedicated public servants, educators, and partner institutions for a three-day workshop to co-create the Bangsamoro Government’s 𝐊𝐧𝐨𝐰𝐥𝐞𝐝𝐠𝐞 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐅𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤 𝐚𝐧𝐝 𝐭𝐡𝐞 𝟐𝟎𝟐𝟔–𝟐𝟎𝟑𝟎 𝐊𝐌 𝐑𝐨𝐚𝐝𝐦𝐚𝐩.

In this activity, participants openly shared experiences, challenges, and hopes for a better way of managing knowledge across BARMM.

Together, they assessed where we stand today, identified what needs to be strengthened, and designed a unified system that preserves BARMM’s institutional memory, supports wiser decision-making, and improves the way we serve the Bangsamoro people.

This collaborative effort reflects shared commitment to building a government that learns continuously, remembers its lessons, and acts with integrity.
