The establishment of the BHRC, BARMM affirms the Bangsamoro's right to promote human rights and to prevent and address human rights violations.

The Bangsamoro Autonomy Act No. 4, also known as "Bangsamoro Human Rights Commission", an act operationalizing the establishment of the BHRC, providing for its mandate, powers, and functions, appropriating funds therefor, and for other purposes. The Bangsamoro Human Rights Commission , BARMM (BHRC, BARMM) is the sole bangsamoro human rights state agency in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), created by virtue of Section 7 of Republic Act No. 11054 (Bangsamoro Organic Law) and operationalized by the BARMM Cabinet Bill No. 35 or Bangsamoro Human Rights Act of 2019 and now the Bangsamoro Autonomy Act No. 4. The BHRC, BARMM is an independent office that has the same powers and mandate as the national Commission on Human Rights Philippines (CHRP). It has primary and original jurisdiction to investigate, on complaint or on its own initiative, cases of human rights violations within the Bangsamoro Region, to include civil, political, economic, social and cultural rights.

𝐖𝐀𝐓𝐂𝐇 | 2𝐍𝐃 𝐄𝐗𝐄𝐂𝐔𝐓𝐈𝐕𝐄 𝐂𝐎𝐌𝐌𝐈𝐓𝐓𝐄𝐄 𝐌𝐄𝐄𝐓𝐈𝐍𝐆

The Bangsamoro Human Rights Commission (𝐁𝐇𝐑𝐂), under the leadership of its Chairperson, 𝑨𝒕𝒕𝒚. 𝑨𝒃𝒅𝒖𝒍 𝑹𝒂𝒔𝒉𝒊𝒅 𝑷. 𝑲𝒂𝒍𝒊𝒎, successfully held its 2nd Executive Committee Meeting on September 22-25, 2026.

The meeting featured a fruitful discourse between the Chairperson and the Heads of all Divisions, Sections and Committees of the BHRC as a means to scrutinize the performance—both physical and financial—of the Commission. As Chairperson 𝑨𝒕𝒕𝒚. 𝑨𝒃𝒅𝒖𝒍 𝑹𝒂𝒔𝒉𝒊𝒅 𝑷. 𝑲𝒂𝒍𝒊𝒎 emphasized, physical and financial performance should always go hand-in-hand, physical accomplishment is no accomplishment at all if the financial aspect is leagues behind. He further expressed that even if the Commission accounts for a small portion of BARMM’s overall performance, at least at the end of the transition period, the BHRC’s impact is on the positive side.

On October 5, 2026, the Bangsamoro Human Rights Commission (BHRC) convened its 19𝐭𝐡 𝐑𝐞𝐠𝐮𝐥𝐚𝐫 𝐄𝐧 𝐁𝐚𝐧𝐜 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 at the BHRC Regional Office Conference Room, Bangsamoro Government Center, Cotabato City.

The meeting focuses on various matters aimed at refining and strengthening the Commission’s case management and legal processes. Discussions included the deputization of lawyers to strengthen legal support for cases, enhancing appropriate actions and interventions, finalizing the TJ write-up, and preparing and focusing on the recruitment and hiring process for vacant positions.

These initiatives are intended to ensure that the Commission’s management processes are properly handled, adequately supported, and effectively implemented in accordance with the Commission’s mandate and established procedures.

Under Section 22 of the 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐀𝐮𝐭𝐨𝐧𝐨𝐦𝐲 𝐀𝐜𝐭 (𝐁𝐀𝐀) 𝐍𝐨. 4, the Commission, without prior call, shall conduct regular meetings every first and third Monday of the month at its principal office or at any other place as it may determine. If a meeting falls on a non-working day, it shall be held on the following working day without the need for a call.

By holding its regular En Banc meetings, the Commission continues to uphold effectiveness, transparency, and accountability—principles that are essential to fulfilling its mission of safeguarding and upholding the rights of every Bangsamoro.

Ang 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐇𝐮𝐦𝐚𝐧 𝐑𝐢𝐠𝐡𝐭𝐬 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 (𝐁𝐇𝐑𝐂) ay taos-pusong nagpupugay at bumabati ng Maligayang Araw ng mga G**o sa lahat ng G**o! Ang inyong walang-sawang dedikasyon, sakripisyo, at wagas na pagmamahal sa paghubog ng kaisipan ay isang dakilang gawaing hindi matatawaran ng anumang materyal na bagay o salapi.

Ang edukasyon ay isang pangunahing karapatang pantao. 𝐖𝐀𝐓𝐂𝐇 | 18𝐓𝐇 𝐑𝐄𝐆𝐔𝐋𝐀𝐑 𝐄𝐍 𝐁𝐀𝐍𝐂 𝐌𝐄𝐄𝐓𝐈𝐍𝐆

On 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 21, 2026, the Commission En Banc of the Bangsamoro Human Rights Commission (BHRC), led by its Chairperson 𝑨𝒕𝒕𝒚. 𝑨𝒃𝒅𝒖𝒍 𝑹𝒂𝒔𝒉𝒊𝒅 𝑷. 𝑲𝒂𝒍𝒊𝒎, convened for its 18th Regular En Banc Meeting at the BHRC Conference Room, Cotabato City.

Among the agenda that were discussed was the Jail Detention and Facility Monitoring of the Human Rights Protection Division of the BHRC to Camp Bagong Diwa and New Bilibid Prison. Under the leadership of Chairperson Atty. Abdul Rashid P. Kalim, the Commission undertakes to exercise its powers to advise the Government as conferred to it by BAA No. 4, to propose a Bill to promote, protect, and fulfill the human rights of Bangsamoro PDLs.

𝐖𝐀𝐓𝐂𝐇 | 𝐇𝐮𝐦𝐚𝐧 𝐑𝐢𝐠𝐡𝐭𝐬 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 (𝐇𝐑𝐄) 𝐨𝐧 𝐒𝐞𝐧𝐢𝐨𝐫 𝐂𝐢𝐭𝐢𝐳𝐞𝐧𝐬' 𝐇𝐞𝐚𝐥𝐭𝐡 𝐚𝐧𝐝 𝐏𝐫𝐢𝐯𝐢𝐥𝐞𝐠𝐞𝐬

On 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 10, 2026, the Bangsamoro Human Rights Commission (𝐁𝐇𝐑𝐂) conducted a Human Rights Education (𝐇𝐑𝐄) session for healthcare professionals and workers at the Cotabato Sanitarium and General Hospital (𝐂𝐨𝐭𝐒𝐚𝐧𝐆𝐞𝐧) in Sultan Kudarat, Maguindanao del Norte.

The 𝐇𝐑𝐄 session sought to strengthen and highlight the critical importance of human rights education in building a community of knowledgeable, informed rights-holders and duty-bearers. By raising awareness, building knowledge, and fostering collaboration, the session aimed to ensure the active participation of all individuals in society—empowering everyone to uphold Kawagib (Rights) for All.

By enabling healthcare professionals to understand basic human rights and the laws binding citizens' social duties and responsibilities, the Commission aims to create a multiplier effect, increasing the number of communities actively promoting and protecting human rights.

The Commission also extends its gratitude to the Cotabato Sanitarium and General Hospital (𝐂𝐨𝐭𝐒𝐚𝐧𝐆𝐞𝐧) officials and employees for their support and active participation throughout the activity.

Today, 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 24, we remember the victims and survivors of the 𝑷𝒂𝒍𝒊𝒎𝒃𝒂𝒏𝒈/𝑻𝒂𝒄𝒃𝒊𝒍 (𝑴𝒂𝒍𝒊𝒔𝒃𝒐𝒏𝒈) 𝑴𝒂𝒔𝒔𝒂𝒄𝒓𝒆 𝒐𝒇 1974—a painful chapter in the history of the Bangsamoro that must never be forgotten.

For the 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐇𝐮𝐦𝐚𝐧 𝐑𝐢𝐠𝐡𝐭𝐬 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 (𝐁𝐇𝐑𝐂), remembering is more than looking back. It is an affirmation of our commitment to truth, human dignity, justice, accountability, and the protection of human rights.

As the human rights institution of the Bangsamoro, the 𝐁𝐇𝐑𝐂 recognizes the importance of documenting historical human rights violations, honoring the experiences of victims and survivors, and advancing transitional justice and reconciliation. We remember so that history may be acknowledged. We remember so that the dignity of victims may be upheld. We remember so that future generations may learn. And we remember so that such violations may never be repeated.

May the memory of those who suffered continue to remind us of our shared responsibility to protect human rights, promote peace, and build a Bangsamoro where every person’s dignity and rights are respected.

Under the directive of Chairperson 𝑨𝒕𝒕𝒚. 𝑨𝒃𝒅𝒖𝒍 𝑹𝒂𝒔𝒉𝒊𝒅 𝑷. 𝑲𝒂𝒍𝒊𝒎, the Bangsamoro Human Rights Commission (𝐁𝐇𝐑𝐂) continues to strengthen its commitment to advancing human rights and child protection in schools through the 𝐒𝐜𝐡𝐨𝐨𝐥-𝐁𝐚𝐬𝐞𝐝 𝐇𝐮𝐦𝐚𝐧 𝐑𝐢𝐠𝐡𝐭𝐬 𝐚𝐧𝐝 𝐂𝐡𝐢𝐥𝐝 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠.

The initiative aims to assess and monitor the human rights environment within schools, strengthen existing child protection mechanisms, promote awareness of children’s rights, and identify areas where appropriate support, intervention, and recommendations may be provided within the mandate of the Commission.

Through meaningful engagement with school administrators, teachers, learners, and other stakeholders, the 𝐁𝐇𝐑𝐂 seeks to contribute to the development of safe, inclusive, child-sensitive, and rights-respecting learning environments for every Bangsamoro child.

The 𝐁𝐇𝐑𝐂 extends its heartfelt gratitude to the selected public and private schools, as well as the Schools Division Offices of the Special Geographic Area (SGA) and Cotabato City, for their active participation, cooperation, and warm accommodation throughout the assessment and monitoring activities.
