In its continuing pursuit of organizational excellence and quality public service, the Human Resource Management Division (HRMD) of the Bangsamoro Parliament successfully conducted the Performance Management System Training (PMST) on 25โ26 July 2026 in Davao City.
The two-day capability-building program brought together Parliament Speaker Mohammad S. Yacob, PhD, members of the Performance Management Team (PMT), Directors and Chiefs, PMT Secretariat, and PMT Focal Persons to reinforce the effective implementation of the Strategic Performance Management System (SPMS) across the Bangsamoro Parliament.
Facilitated by Director Dominador E. Gonzales Jr. of the Civil Service Commission for the Bangsamoro Autonomous Region in Muslim Mindanao (CSC-BARMM), the training equipped participants with enhanced knowledge and practical competencies in performance planning, target setting, monitoring, coaching, evaluation, and performance assessment. Through interactive discussions and collaborative workshops, participants strengthened their understanding of aligning individual and office performance with the Parliamentโs strategic objectives while fostering a culture of accountability, collaboration, innovation, and continuous improvement.
In his keynote message, Speaker Mohammad S. Yacob, PhD emphasized that performance management is not merely a compliance requirement but a vital leadership responsibility that promotes accountability, operational efficiency, and excellence in public service. He challenged all officials and personnel to uphold the highest standards of professionalism, integrity, and commitment in fulfilling the Parliamentโs mandate and delivering meaningful services to the Bangsamoro people.
The activity also provided an avenue for participants to exchange best practices, clarify policy provisions under the Strategic Performance Management System, and strengthen the role of the Performance Management Team in driving organizational performance. By enhancing the capacities of leaders and performance focal persons, the Bangsamoro Parliament continues to build a workforce that is competent, results-driven, and responsive to the evolving needs of the institution and the people it serves.
The successful conduct of the Performance Management System Training reflects the Bangsamoro Parliamentโs unwavering commitment to strengthening institutional performance, cultivating a high-performing organization, and delivering responsive, efficient, and people-centered governance. Anchored on the enduring principles of Moral Governance, the Parliament remains steadfast in its mission to foster a culture of excellence, accountability, and continuous learning in the service of the Bangsamoro.
