The Municipal Government of Daanbantayan, through its Bids and Awards Committee (BAC), invites interested Farmers and Fisherfolk Cooperatives and Enterprises (FFCE) to participate in the Negotiated Procurement under SAGIP-SAKA Program.

Delivery shall be made 10 days after the receipt of Notice to Proceed, in accordance with the approved delivery schedule. Each tranche shall be completed within ten (10) calendar days from receipt of the corresponding Notice to Proceed (NTP) or Purchase Order (PO)/Contract.
All deliveries shall be made in coordination with the End-User Unit. Any adjustments shall be subject to prior approval by the Procuring Entity.

Item Description: 1 bag of 5 kilos Whole Grain Rice (Well-milled white; whole long grain free from abnormal discoloration, mold flavors, odors, insects and mites; packed and machine sealed)
Estimated Unit Cost: 300.00
Total Estimated Cost: 3,000,000.00
The project involves the procurement of rice directly from qualified Farmers' and Fisherfolk Cooperatives and Enterprises (FFCE) to support local farmers and fisherfolk while ensuring food security in the community.
The following eligibility criteria and documentary requirements shall be required by the BAC from the accredited FFCE:
1. ๐๐ก๐๐๐๐๐๐ก๐๐ฉ๐ฎ ๐พ๐ง๐๐ฉ๐๐ง๐๐
a) Must be registered in the FFEDIS. However, the submission of any of the following accreditation or registration documents, as the case may be,
shall likewise be allowed and deemed compliant with the FFEDIS registration, unless otherwise provided in the applicable issuance of DA:
i) Accreditation as Civil Society Organization (CSO);
ii) Registration in the Registry System for Basic Sector in Agriculture (RSBSA);
iii) Registration in the Fishery Registry (FishR) System;
iv) Registration in the National Coconut Farmers Registry System (NCFRS); or
v) Registration or accreditation in any other DA-approved registry or
accreditation system.
b) Must have the necessary capacity to timely deliver the agricultural and fishery products required under the Procurement Project in accordance with the specifications, quality standards, and quantities determined by the PE.
2. ๐ฟ๐ค๐๐ช๐ข๐๐ฃ๐ฉ๐๐ง๐ฎ ๐๐๐ฆ๐ช๐๐ง๐๐ข๐๐ฃ๐ฉ๐จ
a) Written proposal or offer;
b) FFEDIS Certificate of Registration or an equivalent certificate/document issued by the DA pursuant to Section 11 of the IRR of RA No. 11321, or any amendments thereto, subject to Section 5.4.1 (a) above; and
c) Omnibus Sworn Statement (OSS) executed by the accredited FFCES.

Proposals must be duly received by the Office of the Bids and Awards Committee (BAC) Secretariat through manual submission at the BAC Office, Daanbantayan Government Center, Poblacion, Daanbantayan, Cebu from 8:00AM to 5:00PM. Late submission of proposals shall not be accepted.

The Municipal Government of Daanbantayan, Cebu reserves the right to accept or reject any proposal, to declare failure of bidding, or not award the contract in accordance with Section 70 IRR of RA 12009, without thereby incurring any liability to the affected bidder.
