Daet, Camarines Norte — August 19, 2026. The Minding Milk and Play Space (MIMIPS) at the University of Camarines Norte warmly welcomed the DEBESMSCAT Delegation during their campus tour, offering a meaningful opportunity to discover the facility’s role in fostering care, inclusion, and community.

The visit allowed delegates to learn more about MIMIPS as a supportive and inclusive space for nursing mothers and young children. Beyond its function, the center became a venue for sharing experiences, building connections, and exchanging insights on promoting family-friendly and gender-responsive initiatives within academic institutions.

University officials expressed hope that the collaboration sparked by this visit will inspire continued partnerships and innovative programs that advance inclusivity and well-being across campuses.

The event underscored UCN’s commitment to nurturing safe and welcoming environments, aligning with broader goals of community care and educational support.

Taguig City, August 13, 2026 — The Philippine Commission on Women (PCW) successfully convened the first-ever CODI Summit 2026 under the banner “Tindig Babaylan, Pang-aabuso’y Wakasan!” at the SMX Aura Convention Center, Taguig. This landmark gathering united national leaders, advocates, and institutional representatives to strengthen mechanisms against sexual harassment and gender-based offenses.

PCW Chairperson Ermelita Valdeavilla, Supreme Court Associate Justice Maria Filomena Singh, SM CARES Senior AVP Pearl Joan Turley, and PNOC’s Maria Terrisa Tripulca and Reymart Santos delivered powerful insights on cultural grounding, preventive education, collaborative action, and operational reforms. Their collective voices underscored the urgency of building safer, more inclusive environments across workplaces, schools, and communities.

Representing the University of Camarines Norte (UCN), Dr. Delma Jean V. Abad (CEID Director/GAD Focal) and Atty. Imee M. Fernandez (Legal Affairs Office) proudly joined the summit, reinforcing UCN’s commitment to uphold the Safe Spaces Act and the Magna Carta of Women. Their participation highlighted the university’s dedication to fostering gender-responsive spaces and advancing a culture of respect and equality.
The CODI Summit 2026 marks a historic milestone in the country’s continuing advocacy for women’s empowerment and protection, setting the stage for stronger institutional collaboration against harassment and abuse. 🌸

The Center for Equity, Inclusivity, and Diversity (CEID) of University of Camarines Norte (UCN) successfully conducted “Rainbow Roads Phase 2: A Pride Month Inclusive Driving Workshop (Shift Gears, Break Barriers)” as part of the Pride Month 2026 celebration.

This initiative empowered participants by promoting road safety, driving knowledge, and equal access to practical life skills, while reaffirming the University's commitment to gender equality, inclusivity, and diversity.

Through this meaningful activity, participants gained confidence, learned essential driving concepts, and embraced the message that everyone deserves the opportunity to learn, grow, and move forward—regardless of gender identity or expression.

Together, we continue to shift gears toward a more inclusive, empowered, and equitable community.

As the culminating event of Pride Month, the Center for Equity, Inclusivity and Diversity (CEID) Gender and Development (GAD) unit of the University of Camarines Norte rolled out a two-day celebration on June 29-30, 2026, titled “Rainbow Roads: A Pride Month Driving Workshop”. The initiative reinforced the values of inclusivity, equality, and lifelong learning showing that empowerment must be both symbolic and practical.

With the theme “Shift Gears, Break Barriers: Pride Driving Workshop”, the program highlighted how driving skills go beyond technical know-how. They symbolize freedom, independence, and equal access to opportunities. CEID GAD emphasized that empowerment must be accessible to all genders, including women and members of the LGBTQIA+ community.

Dr. Delma Jean V. Abad, CEID Director, set the tone by reminding participants that Pride Month is a celebration of inclusion and empowerment. In the workplace, she stressed, it is also a call for continuous respect and recognition of all genders.
On the first day, participants attended a series of sessions that provided both technical knowledge and practical guidance:

• Licensing Opportunities and requirements were discussed by Ms. Maylyn Q. Banal, LPT, Admin Aide IV/Acting Supply Officer, Lady Law Enforcement Officer, and District Drivers Education Center Lecturer of the Land Transportation Office (Labo, Camarines Norte). She guided participants through the processes of securing driver’s licenses, emphasizing licensing as a pathway to empowerment and mobility.

• Basic Driving Course was conducted by Mr. Joel Valera, Assistant Professor II and Program Coordinator of BIndTech Automotive Technology at UCN–College of Trades and Technology (COTT). His session covered defensive driving techniques, driver responsibilities, and basic driving skills.

• Road Safety was delivered by Mr. Ryan Berdin, Instructor I of UCN–COTT, who focused on traffic rules, safety practices, and the importance of understanding road signs and markings. An LTO-deputized traffic enforcer reminded participants that “Road safety is a shared responsibility.”

The second day shifted gears into hands-on driving practice, where 50 LGBTQIA+ , women, and men teaching and non-teaching employees of UCN took the wheel. The workshop embodied the spirit of Pride Month by breaking stereotypes and ensuring that inclusivity in the academe is lived, not just spoken.

One participant captured the joy of the experience, saying: “I was so happy—being able to move a vehicle forward and backward was already an achievement.”

This initiative continues CEID GAD’s tradition of practical, inclusive trainings following flower arrangement and table skirting last year, and bangus deboning the year before. With driving skills now added, CEID GAD reaffirms its commitment to lifelong learning and UCN’s culture of care for its employees.

CEID GAD concretizes empowerment through skills enhancement. Each training whether in crafts, livelihood, or driving translates empowerment into tangible abilities that show equity, equality, and a workplace that truly cares.

This Pride Month, UCN drives forward with a clear message: inclusivity empowers everyone, and lifelong learning keeps the community moving ahead together.

Fatherhood is more than a title—it is a daily act of care, responsibility, and love. At Camarines Norte State College (CNSC), men are celebrated not only as professionals but as partners who share the joys and challenges of family life. In advance celebration for Father’s Day, the institution honored its male employees through the seminar “Shared Strength: Men as Equal Partners in Parenting – Building Positive Masculinity,” held last June 11, 2026. The event emphasized that men in CNSC are deeply valued, whether as fathers, sons, brothers, or colleagues, and that their role in nurturing relationships is vital in building stronger families and a more inclusive workplace.

The seminar opened with a solemn invocation and the singing of the National Anthem, followed by the warm welcome remarks of CANR Campus Director, Dr. Arden Peejay L. Ezaki. This was followed by a message of support from CNSC President Atty. Ryan Estevez, DPA, represented by Dr. Eduardo M. Abad, OIC President. In her Statement of Purpose: “Parenting Without Boundaries,” CEID Director Dr. Delma Jean V. Abad emphasized the importance of shared parenting as a cornerstone of gender equality. An inspirational message was then delivered by Dr. Rosalie A. Almadrones, Vice President for Research and Extension, represented by Dr. Adrian C. Guinto, OVPRE OIC, who underscored the role of parent-leaders in modeling inclusive family dynamics.

The morning session featured legal insights from Atty. Kristine Sanchez of LGU Mercedes, while the afternoon began with a discussion led by Atty. Ryan Daves Quiñones of CNSC Faculty. Key laws supporting gender equality and family welfare were discussed, including the Magna Carta of Women (RA 9710), the Anti-VAWC Act (RA 9262), the Expanded Maternity Leave Law (RA 11210), the Paternity Leave Act (RA 8187), and the Responsible Parenthood Act (RA 10354).

In the afternoon, participants engaged in the Parenting Circle, exchanging strategies for balancing work and family life, and presenting advocacy slogans for equitable parenting. The Creative Advocacy Showcase followed, highlighted by the election and oathtaking of officers for ALAGAD (Alyansa ng mga Lalaking Aalalay sa GAD), a newly established alliance of male GAD advocates.

The seminar concluded with a synthesis of learnings, the signing of the symbolic “Shared Strength Wall” as a Commitment Pledge, and closing remarks by Mr. Claro Ramon A. Duero, GAD Focal Person. The event ended with evaluation and a group photo, capturing the spirit of unity and advocacy.

By integrating the outcomes of this seminar into its institutional GAD Plan and Budget, CNSC reaffirms its commitment to a gender-responsive workplace culture that values work-life balance, mental well-being, and inclusive family dynamics.

CEID proudly celebrates this historic milestone: CNSC has officially been confirmed as the University of Camarines Norte!

𝐂𝐍𝐒𝐂 𝐧𝐨𝐰 𝐚𝐬 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐨𝐟 𝐂𝐚𝐦𝐚𝐫𝐢𝐧𝐞𝐬 𝐍𝐨𝐫𝐭𝐞

A historic milestone now unfolds for higher education in the Province of Camarines Norte as Camarines Norte State College (CNSC) officially advances toward its new identity as the University of Camarines Norte, pursuant to Republic Act No. 11399 and following the favorable decision of the Commission on Higher Education (CHED) En Banc, as per CEB Resolution no. 309-2026 dated May 25, 2026 to be confirmed by the UCN Board of Regents on a special board meeting called for the purpose.

The transition marks the realization of a long-standing aspiration of the institution, its stakeholders, alumni, faculty members, students, local government partners, and the people of Camarines Norte for a stronger, more responsive, and globally competitive state university.

Republic Act No. 11399, enacted on August 22, 2019 institutionalized the conversion of CNSC into a university and laid the legal foundation for this transformative development. Following the comprehensive evaluation process conducted by CHED, the institution successfully demonstrated its compliance with the requirements and standards necessary for university status in all key areas, as required by law.

Leading this new chapter is the appointment of Atty. Ryan L. Estevez, DPA, as the First University President of the University of Camarines Norte closing the chapter in the life of CNSC as the 7th and last College President. Under his leadership, the institution will continue to strengthen academic excellence, research productivity, extension services, internationalization initiatives, and digital transformation programs aligned with provincial, regional, national and global educational standards.

The entire academic community as well as the province of Camarines Norte are extremely grateful to the Commission on Higher Education led by the Chairperson, Dr. Shirley C. Agrupis for the Commission's steadfast commitment to promote accessible and quality higher education for the Filipino students, as well as its invaluable guidance and support to make this dream of CamNortenos a reality. In a message, the Chair-Designate of the University of Camarines Norte Board of Regents, Dr. Michelle Aguilar-Ong, expressed her support and felicitations to the entire academic community for this very important milestone. Dr. Aguilar-Ong is expected to lead the University as its Chair-Designate of the now, University of Camarines Norte.

This period of transition will witness the approval of the Implementing Rules and Regulations of the RA 11399, the new University Code, the new University Hymn and Logo, and all other necessary policies applicable to a State University. The University of Camarines Norte is expected to further expand its academic offerings, strengthen research and innovation ecosystems, foster stronger community engagement, and create wider opportunities for students and professionals across the Bicol Region and beyond.

As the institution enters a new era, it carries with it the enduring legacy of Camarines Norte State College — a legacy built through decades of resilience, service, and excellence.
