MOTIVATIONAL MONDAY| Rooted in a deep, lifelong connection to farming, Ismael S. Talento from Camarines Norte-IMO was recognized as the Best Institutional Development Field Personnel for CY 2025 during the National Irrigation Administration (NIA) Region V Anniversary Celebration.

Before joining NIA, Talento dedicated decades to public and community service in local government and agriculture, serving for nearly 16 years as Barangay Captain and later as a topnotcher Barangay Kagawad. He also worked with the Municipal Agriculture Office of Daet, where he built a strong foundation in grassroots community service and support.

Adapting to NIA’s mandate came naturally to Talento, whose childhood was spent in the fields alongside his parents, who were farmers. Growing up learning how to plow, harrow, and prepare land for rice cultivation gave him firsthand knowledge of the agricultural sector.

“During my time as Barangay Captain, I saw how essential agriculture is and how vital NIA’s irrigation services are to our local farmers,” Talento shared.

Talento uses his role at NIA to empower Irrigators Associations by fostering collaboration, encouraging their participation in capacity-building programs, and expanding economic and technological opportunities for farmers.

“To honor our farmers is to honor our survival. They are the heroes who put food on the tables of every family, every single day.”

This initiative was led by the Administrative Section headed by Mr. Jesus Y. Magana. According to him, it aims to leverage modern technology and make the office's daily workflow smoother, faster, and more efficient.

WATER WEDNESDAY| TARUM COMMUNAL IRRIGATION SYSTEM
