Protecting communities goes beyond providing safe and reliable water, it also means safeguarding lives through health education and preventive care.

As part of its unwavering commitment to women's empowerment under its Gender and Development (GAD) Program, the Dagupan City Water District (DCWD), headed by General Manager Gretchen G. Buena, in partnership with Inner Wheel Club Philippines, Inc., District 379, led by District Chairperson Julie Lim, successfully conducted the Cervical Awareness Project themed "Kaalaman, Bakuna, at Maagang Pagsusuri: Laban sa Cervical Cancer" on August 1, 2026, at the Pangasinan Medical Society Building, Dagupan City.

The initiative was spearheaded by PDC Arlene G. Sanchez, Chairperson of the DCWD Board of Directors, who also served as Chairperson of the Cervical Awareness Project, underscoring her steadfast commitment to advancing women's health and preventive healthcare in the community.

The activity was further strengthened through the collaboration of the Local Government Unit of Dagupan City, headed by Hon. City Mayor Belen T. Fernandez; the Pangasinan Medical Society, led by President Dr. Rosario V. Pitargue, MD; and Dagupan Doctors Villaflor Medical Hospital. The convergence of government, healthcare professionals, and civic organizations exemplified a shared commitment to promoting cervical cancer awareness and improving access to preventive health services.

One of the highlights of the activity was the administration of the second dose of the Human Papillomavirus (HPV) vaccine to the ten (10) young recipients, aged 9 to 14 years old, completing another important milestone in the continuing vaccination program. Complementing the vaccination program, 22 participants availed themselves of the free cervical cancer screening, providing women with the opportunity to detect possible health concerns at an early stage when intervention is most effective and lives can be saved.

Participants also attended an informative and empowering lecture on cervical cancer awareness delivered by Dr. Ryan Joseph Lirazan, who emphasized the importance of HPV vaccination, regular cervical screening, early detection, and informed health decisions. Through science-based discussions and practical guidance, attendees gained valuable knowledge that encourages proactive healthcare and dispels misconceptions surrounding cervical cancer.

The Cervical Awareness Project stands as another testament to DCWD's continuing efforts to promote gender-responsive programs that place people at the center of development. By creating opportunities for women and young girls to access life-saving information and preventive healthcare, the initiative transforms awareness into action and compassion into lasting impact.

For nearly four decades, the Dagupan City Water District (DCWD) has done more than deliver water: it has fueled homes, empowered businesses, supported communities, and sustained the everyday lives of thousands of Dagupeños. This year, as it marked its 39th Anniversary yesterday (July 28), the agency celebrated not just another year in its history, but another chapter in its continuing journey of service, innovation, and excellence.

Anchored on the theme "Daloy ng Pangarap, Daloy ng Pag-asa," the anniversary celebration brought together the DCWD workforce and some PAMANA employees, whose collective dedication continues to keep the lifeblood of the City flowing.

The occasion was graced by distinguished guests, including Hon. Vice Mayor Dean Bryan "BK" Kua, Hon. Councilor Karlos Reyna, Hon. Councilor Jose Netu Tamayo, the DCWD Board of Directors headed by Chairperson Dr. Arlene G. Sanchez, DCWD General Manager Gretchen G. Buena, PAMANA Dagupan City Branch Manager Glenn Gomez, and the Commission on Audit Team 4, led by Audit Team Leader Airiz Ocampo. Their presence underscored the strong partnership among local government, oversight agencies, and the Joint Venture in advancing responsive and sustainable public service.

One of the highlights of the event was the blessing and inauguration of DCWD's newly-installed solar power system and new generator set. More than ceremonial additions, these investments symbolize the water district's readiness for tomorrow, embracing renewable energy, enhancing operational resilience, and ensuring uninterrupted water service even during power interruptions and emergencies. The initiative also reinforces DCWD's commitment to energy efficiency, environmental stewardship, and sustainable public service for generations to come.

Through the DCWD Enhanced Program on Awards and Incentives for Service Excellence (Enhanced PRAISE), exemplary employees were honored for their outstanding performance, unwavering integrity, innovation, teamwork, and commitment to public service. Their recognition served as a reminder that every successful project, every customer served, every pipeline laid, and every challenge overcome begins with dedicated individuals who choose excellence every single day.

As the program concluded, one message resonated throughout the hall: the anniversary is not merely a celebration of how far DCWD has come, but a commitment to how much farther it is determined to go. For 39 years, DCWD has remained true to its mandate of serving the people of Dagupan with dedication and integrity.
