To enhance the capacity of its personnel in processing and implementing public land applications, the Provincial Environment and Natural Resources Office Pangasinan held a Re-orientation and Workshop at Lingayen, Pangasinan.

PENR Officer Mary Ann N. Escoto opened the event, highlighting the importance of keeping field implementers informed about land-related policies to ensure transparency and accountability.

A series of technical lectures followed, led by resource speakers from the DENR-1 Regional Office. Atty. Aira Grazle A. Dela Cruz discussed the salient provisions of public land laws and related issuances, while Atty. Santiago A. Paggadut Jr., OIC-Chief of the Legal Division, tackled administrative cases concerning irregular land dispositions. Atty. Gemmalyn B. Piza provided insights on the role of notaries public and false testimony in land-related processes.

Meanwhile, Ms. Christine A. Azarcon, OIC-Chief of the Licenses, Patents, and Deeds Division (LPDD), highlighted the implementation of Republic Acts 11573 and 10023 and their implementing rules and regulations. Complementing this, Ms. Daisy Ryne B. Mandap, Project Evaluation Officer III and Chief of the Monitoring and Enforcement Section, shared recurring validations and findings in the processing and issuance of patents.

In his closing remarks, Engr. Ronnie M. Jacinto, Chief of the Technical Services Division, expressed appreciation for the active engagement of the participants and stressed that the learnings gained from the workshop would contribute to more efficient land administration services in Pangasinan.

The re-orientation and workshop form part of DENR-Pangasinan’s continuing commitment to capacitate its personnel and uphold good governance in public land management, in line with the directives of DENR-Region 1 under the leadership of Regional Executive Director Atty. Crizaldy M. Barcelo, CESO III.

The Department of Environment and Natural Resources Region 1, under the leadership of Regional Executive Director Atty. Crizaldy M. Barcelo, CESO III, successfully held the Culminating Program for the 125th Anniversary of the Philippine Civil Service, highlighting the invaluable contributions of its personnel through an awarding ceremony.

The event, graced by ARD for Technical Services For. Felix Taguba and OIC-ARD for Management Services For. Raymond River, paid tribute to outstanding employees across Region 1, recognizing their dedication and exemplary performance in the fields of environmental protection, land management, enforcement, and public service.

In a proud moment for the province, the Provincial Environment and Natural Resources Office Pangasinan bagged several awards, bringing honor not only to the office but also to the men and women who have devoted their service to environmental governance. PENRO Pangasinan was awarded a Plaque of Recognition for its Quick Response Team (QRT), a testament to the office’s commitment to swift and effective action in environmental emergencies.

Individual recognitions were also conferred to deserving personnel of PENRO Pangasinan. Forest Ranger Raquel T. Simon was hailed as Best Environmental Enforcer, a recognition of her steadfast commitment and courage in safeguarding the province’s natural resources. Meanwhile, Forest Technician I Jeannet L. Babera and Forest Technician I Alexis P. Alcaide were recognized as Client Service Champions, embodying the values of public service through efficiency, professionalism, and compassion in attending to clients’ needs.

The awards serve as an inspiration to DENR employees to continue embodying the values of competence, integrity, and commitment, in line with this year’s Civil Service theme. They also underscore PENRO Pangasinan’s active role in advancing the Department’s mission of protecting, conserving, and managing the environment and natural resources for the benefit of present and future generations.

The Provincial Environment and Natural Resources Office - Pangasinan, in partnership with the Community Environment and Natural Resources Office - Central Pangasinan, led a bamboo planting activity along the banks of Bayaoas River in Barangay Buer, Aguilar on September 18, 2025, in celebration of Philippine Bamboo Month 2025 with the theme “Kawayan: Kalikasan, Kabuhayan, Kaunlaran sa Kinabukasan Para sa Bagong Pilipinas.”

The initiative, spearheaded by CENRO Central Pangasinan under the leadership of CENR Officer Engr. Noriel G. Nisperos, sought to promote bamboo as a sustainable resource and an effective measure in riverbank stabilization and erosion control.

A total of 400 bamboo propagules were planted during the activity, with the support of various stakeholders, including the Municipal Disaster Risk Reduction and Management Office of Aguilar, Pangasinan, the Local Government Unit of Aguilar, barangay LGUs of Laoag, Buer, Bayaoas, and Pogonsili, as well as representatives from CS First Green and CENRO Central Pangasinan personnel.

The bamboo planting activity forms part of DENR’s continuing campaign to strengthen community-based environmental initiatives and rehabilitate degraded areas in Pangasinan.

The Philippine Coast Guard Station Pangasinan headed by LCDR Erwin Rommel S. Bartolome, PCG, paid a courtesy call to the Provincial Environment and Natural Resources Office - Pangasinan on September 16, 2025 to discuss areas of partnership and collaboration.

The visit was formally received by PENR Officer Mary Ann N. Escoto at the PENRO Pangasinan Office in Dagupan City. The activity aimed to foster closer cooperation between the two agencies in the fields of real estate management of Coast Guard properties, legal matters on titling, and strengthening environmental protection initiatives in the province.

Joining LCDR Bartolome were LTJG Kristan N. Dacimos, PCG (Deputy Commander, CGS Pangasinan); PO2 Christopher Coriano, PCG (Deputy Commander, CGS Dagupan); PO3 Kimberly Castillo, PCG (POIC, CREMO, CGS Pangasinan); PO3 Jayvee R. Osorio, PCG (POIC, Maritime Safety Service, CGS Pangasinan); and ASN RJ A. Bumyi, PCG (Member, CGS Dagupan).

PENR Officer Escoto welcomed the initiative of the Coast Guard and expressed PENRO Pangasinan’s readiness to provide technical assistance within the scope of its mandate. She underscored that protecting both land and maritime resources is a shared responsibility that directly contributes to the welfare of Pangasinenses.

The courtesy call concluded with an exchange of commitments to sustain closer coordination, explore avenues for joint activities, and continue promoting the safety of lives and properties at sea while safeguarding Pangasinan’s natural resources.
