Protecting Our Children, Empowering Our Women

Displacement during emergencies is tough on everyone, but it’s often hardest on our mothers and little ones. That’s why our social workers and staff from the City Social Welfare and Development Office (CSWDO) are on the ground in evacuation centers across Dagupan City—working around the clock to ensure our evacuees have a safe, supportive place to heal.
Spearheaded by Mayor Belen T. Fernandez, our CSWDO team has set up dedicated Child-Friendly Spaces (CFS) and Women-Friendly Spaces (WFS) right where our families need them most. Driven by a commitment to uplifting children’s rights, our social workers, together with our dedicated Child Development Workers and Barangay Librarians, bring the CFS to life with interactive games, creative learning workshops, and storytelling sessions to help kids regain joy and routine. Side by side, our team provides mothers and women with a safe, private environment for professional psychosocial counseling and psychological first aid—delivering the emotional care and support they need to stay strong for their families.
Supported by initiatives like the Dagupan City SAFENet Program, our CSWDO family remains steadfast in our duty to the people of Dagupan. When disaster strikes, our team willingly steps away from the comfort and safety of our own homes to stand on the frontlines. Rain or shine, day or night, we are fully committed to serving with compassion, protecting our most vulnerable, and helping every family regain their strength until everyone is safely home.
