Strengthening Agrarian Reform Enterprises Through Product Development Skills

A Skills Training on Product Design, Proper Labeling, and Product Packaging was conducted in Labuan, San Quintin, Pangasinan on May 26, 2026 for the members of the Magandang Buhay Farmers Agrarian Reform Cooperative.

The activity supports the Village Level Farm-Focused Enterprise Development (VLFED) Program of the Department of Agrarian Reform (DAR), which aims to strengthen agrarian reform beneficiaries by enhancing their capacity to develop competitive and market-ready products.

The Department of Trade and Industry through the Comprehensive Agrarian Reform Program (DTI-CARP) served as resource speaker, providing technical inputs on product design principles, proper labeling standards, and effective packaging techniques.

Participants were oriented on improving product presentation, ensuring label accuracy, and using appropriate packaging materials to enhance product quality and market competitiveness. They also identified areas for improvement based on their current practices.

The activity concluded successfully with active participation and commitment from the members to apply the learnings in strengthening their livelihood and enterprise development.

📌 Building Stronger Teams, Stronger Cooperatives!

On May 21, 2026, the Department of Trade and Industry through the Comprehensive Agrarian Reform Program (DTI-CARP) conducted a Team Building and Conflict Management activity for the members of Maresma Multi-Purpose Cooperative in San Andres, Balungao, Pangasinan.

The activity, facilitated by trainer Mr. Genesis Aubrian Bicera, focused on strengthening teamwork, effective communication, and conflict management within the organization. He emphasized the importance of unity, mutual understanding, and resolving conflicts constructively to maintain a healthy and productive cooperative environment.

Participants actively engaged in interactive team-building exercises designed to build trust, improve coordination, and strengthen collaboration toward shared goals.

Strong Teams Build Strong Cooperatives!

On May 20, 2026, the Department of Trade and Industry through the Comprehensive Agrarian Reform Program (DTI-CARP) conducted a Team Building and Conflict Management activity for the members of the Calapugan Agrarian Reform Cooperative in San Andres, Balungao, Pangasinan.

Led by trainer Mr. Genesis Aubrian Bicera, the session focused on strengthening teamwork, improving communication, and promoting effective conflict management within the organization. Members learned the value of unity, trust, and resolving differences in a constructive way to maintain harmony and productivity.

Paving the Way: The Nation’s First CARP Tindahan Goes Digital

History meets innovation in Bantog, Asingan. On May 13–14, the Department of Trade and Industry through the CARP Program, in partnership with the Don Mariano Marcos Memorial State University (DMMMSU) College of Information Systems (CIS) and the Department of Agrarian Reform (DAR), successfully conducted the deployment and user orientation for the MPC Management System of the country’s first-ever CARP Tindahan.

Launched on January 14, this landmark retail hub—operated by the Bantog Samahang Nayon Multi-Purpose Cooperative—now takes a significant step toward digital transformation through a customized inventory and management system designed to enhance operational efficiency and streamline store processes.

The two-day Comprehensive User Orientation and Training equipped cooperative members with the knowledge and skills needed for the effective utilization of the system, reinforcing the vision of a more modern, organized, and resilient cooperative enterprise.

The activity was graced by Assistant Regional Director and Concurrent Provincial Director Natalia B. Dalaten, whose presence highlighted the continuing commitment to empowering agrarian reform beneficiaries and strengthening cooperatives through innovation and technology.

With the expertise and support of the DMMMSU CIS Team, the first CARP Tindahan in the Philippines continues to serve not only as a pioneering retail initiative, but also as a model for digital transformation in the cooperative sector.

Strengthening convergence for inclusive rural development.

On April 29, 2026, the Department of Trade and Industry – Comprehensive Agrarian Reform Program (DTI-CARP) participated in the DAR-DTI-DOST-TESDA-LGU-ARBO Synchronization of Physical Targets and Financial Allocation for CY 2026 under the VLFED Project, held in Nancayasan, Urdaneta City.

Initiated by the Department of Agrarian Reform (DAR), the activity brought together partner agencies to align plans, targets, and financial allocations to ensure a more coordinated and efficient delivery of programs for Agrarian Reform Beneficiary Organizations (ARBOs).

DTI-CARP joined the activity together with one of the latest VLFED project beneficiaries, the Magandang Buhay Farmers Agrarian Reform Cooperative, highlighting the government’s continued commitment to strengthening farmer organizations through enterprise development and value chain support.

Through this convergence effort, partner agencies reaffirm their shared goal of promoting sustainable livelihoods and inclusive economic growth in agrarian communities.

DTI-CARP's capacity-building programs have turned women into confident community leaders, equipped with the knowledge and skills to grow their cooperatives and uplift their households. Ms. Anabel U. Meneses of the Women's Unity for Progress and Farmers Multi-Purpose Cooperative in Mapandan, Pangasinan, stands as a living proof of what beneficiaries can achieve when given access to meaningful training and institutional guidance. Through her cooperative's homegrown product, Primicias Best Pickled Papaya, Ms. Meneses now carries the voice of her community in spaces she once never imagined stepping into. This is the fruit of the program, where knowledge transforms lives and ordinary farmers rise as pillars of progress.

The Department of Trade and Industry (DTI), through its Comprehensive Agrarian Reform Program (CARP), successfully conducted a Seminar-Workshop on Effective Content Marketing and Copywriting on April 23, 2026, in Primicias, Mapandan, Pangasinan.

The activity was attended by the members of the Women’s Unity for Progress and Farmers Multi-Purpose Cooperative (MPC), aimed at enhancing their knowledge and skills in creating engaging and strategic content to promote their products and enterprises.

Ms. Dawn Mariel Amelie Untalan served as the Resource Speaker, sharing valuable insights on content marketing strategies and effective copywriting techniques. In addition, a representative from the DTI Consumer Protection Division facilitated a session on Consumer Awareness, equipping participants with essential knowledge on consumer rights and responsibilities.

The Department of Agrarian Reform (DAR) spearheaded the conduct of a Training on Product Market Matching, in partnership with the Department of Trade and Industry – Comprehensive Agrarian Reform Program (DTI-CARP), on April 22, 2026, in Catuday, Bolinao, Pangasinan.

The activity was held at the newly constructed production and processing area of the Farmers Agricultural Development Association, an infrastructure support established under the Village Level Farm-Focused Enterprise Development (VLFED) Program of DAR.

The training aimed to enhance the market readiness of Agrarian Reform Beneficiary Organizations (ARBOs) by strengthening their capacity to align products with market requirements, improve competitiveness, and comply with applicable standards and regulations.

Featured in this activity is the newly constructed processing area of the Association, which serves as a vital facility in advancing value-adding activities and promoting sustainable enterprise development among farmer-members.

This initiative reflects the continued commitment of DAR and DTI to foster inclusive growth, empower farmer organizations, and create greater market opportunities for the agrarian sector.

The Pigmented Rice Brew Product Launching, Testing, and Awarding of PhilGAP Certificates was successfully conducted on April 21, 2026 at St. Vincent Ferrer Pavilion I.

This activity was spearheaded by the Philippine Rice Research Institute, an agency under the Department of Agriculture, in partnership with the Department of Trade and Industry, with the support of the Local Government Unit of Bayambang.

The event gathered members of the RiceBIS Bayambang Agriculture Cooperative and other farmer-beneficiaries who were awarded PhilGAP Certificates in recognition of their compliance with Good Agricultural Practices and commitment to producing safe and quality rice products.

The program featured the product launching, tasting, and sensory evaluation of pigmented rice brew, highlighting value-adding innovations in the rice industry.

A Consumer Awareness Seminar was also conducted by the Consumer Protection Division of DTI, strengthening participants’ understanding of consumer rights and responsible purchasing practices.

This initiative reflects the government’s continued commitment to empowering farmers, promoting agri-based enterprises, ensuring food safety, and enhancing product quality.
