The public hearing is about on the proposed Draft Ordinance No. 044-2026 titled “AN ORDINANCE AMENDING SECTION 8 OF ORDINANCE NO. 2026-18-273 OTHERWISE KNOWN AS AN ORDINANCE REQUIRING BUSINESS PERMIT AND LICENSING OFFICE (BPLO) TO ENSURE THAT TOURISM-RELATED ENTERPRISES SECURE DEPARTMENT OF TOURISM (DOT) ACCREDITATION PRIOR TO THE ISSUANCE OR RENEWAL OF BUSINESS PERMITS IN THE LOCAL GOVERNMENT UNIT OF DANAO CITY IN COMPLIANCE WITH CEBU PROVINCIAL BOARD RESOLUTION NO. 1510-2026.”

The hearing provided an opportunity for concerned offices, tourism-related establishments, and other stakeholders to discuss and clarify the proposed amendment, particularly the requirement for DOT accreditation as a prerequisite for the issuance or renewal of business permits. The discussions also aimed to ensure that the proposed local policy is consistent with the directives of the Cebu Provincial Board Resolution No. 1510-2026, while considering its implementation and possible implications for tourism-related enterprises operating within Danao City.

Draft Ordinance No. 042-2025 “AN ORDINANCE REPEALING IN TOTO ORDINANCE NO. 21, SERIES OF 2017, GOVERNING JOINT VENTURES BETWEEN DANAO CITY AND PRIVATE SECTOR PARTNERS IN COMPLIANCE WITH REPUBLIC ACT NO. 11966 (PUBLIC-PRIVATE PARTNERSHIP CODE OF THE PHILIPPINES), PROVIDING FOR THE UPDATED PROCEDURES FOR IDENTIFYING JOINT VENTURE PROJECTS AND SELECTING JOINT VENTURE PARTNERS, CREATING A PPP PRE-QUALIFICATION, BIDS AND AWARDS COMMITTEE, INSTITUTING ACCOUNTABILITY MECHANISMS, AND FOR OTHER PURPOSES.”

The discussions particularly focused on the updated procedures for identifying and developing joint venture projects, the selection of qualified private sector partners, and the establishment of a PPP Pre-Qualification, Bids and Awards Committee. The proposed ordinance also provides mechanisms intended to promote transparency, accountability, competitiveness, and proper oversight in the implementation of joint venture projects.

City Mayor office requests for authority to enter into an Implementing Agreement with G-Xchange, Inc. (GXI) for the implementation of a Pay Bills feature for Danao City through the GCash platform.

The public hearing focused on the proposed partnership between the City Government of Danao and GXI, which aims to provide the public with a more convenient, accessible, and seamless option for paying city government bills and charges through the GCash platform. The proposed system is intended to complement existing payment channels and make transactions more accessible to consumers, particularly those who prefer digital and cashless payment methods.

The three public hearings provided an opportunity for the Sangguniang Panlungsod, concerned offices, and stakeholders to discuss and clarify important proposed measures affecting tourism-related businesses, public-private partnerships, and digital payment services in Danao City. The discussions allowed stakeholders to raise concerns, provide recommendations, and offer relevant inputs to help ensure that the proposed ordinances and agreements are responsive, transparent, legally compliant, and beneficial to the public. The matters discussed may be further reviewed and considered by the Sangguniang Panlungsod in determining the appropriate action and finalizing the proposed measures.

During the 51st Regular Session of the 18th Sangguniang Panlungsod of Danao City, the Honorable Members of the Council duly approved various legislative measures addressing matters on local governance, infrastructure and development, environmental protection, tourism, public safety, digital connectivity, public health, peace and order, food security, and social welfare, as well as strengthening coordination with national and provincial government agencies. The following legislative measures were duly approved, to wit:

Resolution No. 312-2026 titled “A Resolution Granting Authority to the Honorable City Mayor to renew the consultancy contract of Mr. Sinforiano O. Calderon Jr. as Consultant on Barangay Affairs (CMO)” (Author: Hon. Roland M. Perez)

Resolution No. 313-2026 titled “A Resolution Granting Authority to the Honorable City Mayor to renew the consultancy contract of Mr. Jay Emanuel Q. Alegarbes as Consultant on City Information Education Communication Program (CMO)” (Author: Hon. Roland M. Perez)
