In line with strengthening emergency preparedness and ensuring community safety, the Rizal Memorial Institute of Dapitan City Inc. (RMIDCI) successfully participated in the National Simultaneous School Safety Drill today, September 3, 2026.

The activity aimed to enhance the crisis response capabilities of school personnel, students, and emergency responders. By simulating a live scenario, the drill allowed participants to execute established safety protocols in real time, equipping the school community with critical skills to navigate active threat situations effectively.

Under the leadership of School Principal Angelita V. Elumba, participants navigated a realistic, controlled simulation to test the schoolโ€™s Contingency Plan. The exercise demonstrated the practical ex*****on of emergency procedures while reinforcing core safety principles. Key takeaways from the drill emphasized maintaining calm under pressure, strictly adhering to safety protocols, ensuring clear communication channels, and coordinating seamlessly with first responders.

Furthermore, the simulation provided a valuable opportunity to identify operational gaps and reinforce multi-agency collaboration. By actively involving the City Disaster Risk Reduction and Management Office (CDRRMO) and the Dapitan City Police Station, the drill strengthened inter-agency coordination and significantly elevated the school's overall emergency posture.

Disaster preparedness remains a shared responsibility. Through continuous training, regular safety drills, and the active support and leadership of the City Government of Dapitan, RMIDCI remains committed to partnering with local authorities to foster a safe, secure, and resilient learning environment for its students, faculty, and the entire community.

Giving concerned sectors a meaningful voice in matters that directly affect the community, the Sangguniang Panlungsod ng Dapitan City conducted a public hearing on a proposed 5-peso increase in tricycle fares on September 2, 2026, at the Bagting Covered Court, Barangay Bagting, Dapitan City.

The public hearing was jointly spearheaded by the Committee on Rules and Revision of Ordinances and the Committee on Public Utilities to discuss Committee Referral No. 257-2026. This referral seeks to amend City Ordinance No. 2022-483, entitled โ€œAn Ordinance Prescribing the Rules and Regulations in the Operation of Motorized Tricycles and Granting of Franchise for the Operation Thereof Within the Territorial Jurisdiction of the City of Dapitan,โ€ particularly Article VIII on Fares and Freight.

The consultation was led by City Councilor Jeneth N. Baje, Chairperson of the Committee on Rules and Revision of Ordinances, and Councilor John D. Empeynado, Vice Chairperson of the Committee on Public Utilities. They were joined by fellow members of the Sangguniang Panlungsod, including Councilors Alexandra Judith P. Meily, Dennis Tan, Erasmo Bayron, Bienvenido T. Diniay and Ruel Nadela.

A wide range of stakeholders participated in the hearing, particularly tricycle drivers and operators, who presented their views regarding the proposed fare adjustment. Also represented were the City Administrator's Ofdice, Dapitan City Traffic Aide Unit (DCTAU), Persons with Disabilities (PWD) sector, Office for Senior Citizens Affairs (OSCA), Philippine National Police (PNP), Department of the Interior and Local Government (DILG), City Livelihood Office, City Licensing Office, and City Legal Office.

Representatives from the education sector, including students from Dapitan City High School and Jose Rizal Memorial State University (JRMSU), also attended to witness and take part in discussions on the local policy.

The open discussion provided a transparent venue to balance the needs of both sides. Tricycle drivers and operators emphasized that the fare adjustment is necessary due to persistently high fuel prices, which directly impact their daily operating expenses. Concurrently, regular commuters and sectoral representatives highlighted the financial impact this added cost would have on daily passengers, particularly students, senior citizens, PWDs, and workers.

Alongside the fare discussions, local officials strongly urged and reminded tricycle drivers to strictly refrain from smoking while operating their units, especially when transporting passengers, to ensure public health and comfort.

The firsthand information and recommendations gathered during the hearing will be thoroughly reviewed in the succeeding deliberations of the Sangguniang Panlungsod before any final action is taken on the proposed rate.

This public consultation reflects the City Government of Dapitanโ€™s commitment to inclusive governance and transparency. By encouraging open dialogue, the city ensures that the final transportation policy will effectively balance the welfare of both transport operators and the riding public.

In line with efforts to promote safe, orderly, and accessible public spaces, the Sangguniang Panlungsod (SP) of Dapitan City conducted a public hearing on September 1, 2026, to discuss a proposed ordinance seeking to strengthen the regulation of public streets, roads, sidewalks, and other public spaces across the city.

Specifically, the hearing focused on Committee Referral No. 234-2026, which originated from a formal request submitted by City Mayor Evelyn T. Uy. The executive request calls for the enactment of a new measure entitled โ€œThe Public Space Obstruction Ordinance of 2026,โ€ which aims to update the local government's regulatory framework and ensure that local regulations remain aligned with applicable national directives.

To ensure a thorough review, the proceedings were jointly facilitated by the Committee on Rules and Revision of Ordinances, the Committee on Peace and Order, and the Committee on Public Utilities.
