Mula noon pa man, ang akademiya ay siyang lundayan ng kamulatan at kritikal na pag-iisip. Ito ay santuwaryo ng kalayaan na hindi dapat binabahiran ng takot at kalupitan.

Ngunit sa nagdaang ika-10 ng Setyembre, alinsabay sa mga indak at ritmo ng ika-21 anibersaryo ng pagkakatatag sa kolehiyo, ay ang mga yabag mula sa pagpasok ng mga โ€˜di imbitadong panauhin. Naka-unipormeโ€™t armado, ilang miyembro ng kapulisan ang pumasok nang walang maayos na awtorisasyon, nag-ikot, at habang nagkukubli sa abalang kumpol ng mga tao ay walang pahintulot na kumuha ng larawan sa mga mag-aaral na naroon lamang upang magdiwang. Sa mga panahong ito na mas higit na kailangan ang malayang ekspresyon, panawagan, at pagpuna sa mga tiwali, ay siya ring pagpapatuloy sa pambubusal sa mga institusyong nananahan sa mga kabataang ang tanging hangad ay makapagpunla ng pagbabago sa pamamagitan ng sining at pagtatanghal. Itoโ€™y malinaw na pahayag na ang nagsasalita ay nais nilang patahimikin.

Ngayon at higit kailanman ay kinakailangan ng mga mag-aaral ang pagpapaigting ng seguridad mula sa pamantasang kanilang ginagalawan. Dahil kung ganoon na lamang kadaling markahan ang kanilang pangalan o kuhanan ng larawan ang mga estudyante sa loob ng kampus, saan na lulugar ang kritikal na mga diskusyon sa ating sosyedad? Ang mga polisiya ay dapat na pinagtitibay ng kaukulang aksiyon at implementasyon. Walang dapat kinikilingang posiyon o katayuan ang mga protokol, mula sa maliliit na detalye gaya ng simpleng paglagda sa talaan ng entrada, hanggang sa mas malalaking aktibidad na may kinalaman sa pamantasan.

Ang nangyaring paniniil sa mga inosenteng mag-aaral ay hindi lamang malaking paglabag sa mga panuntunan ng institusyon kundi isa ring malinaw na panghahamak sa seguridad at karapatan sa akademikong kalayaan ng mga estudyante na pinangangalagaan ng konstitusyon. Kung patuloy ang panghahamak ng mga unipormadong tauhan na dapat nagpoprotekta sa mga sibilyan, at parehong tao na lumalabag sa kanilang sinumpaan; hindi lamang kalayaan sa akademiya ang inililibing nila sa hukay, kundi karapatang pantao sa kabuuan.

Hindi kailanman itinuring na kaaway ng akademiya ang estado, ngunit kailangan nitong alalahanin na hindi baril o intimidasyon ang dapat na iharap sa mga iskolar na nananawagan ng pagbabago, kundi pananagutan. Walang lugar ang baril sa loob ng akademiya, dapat nilang muling bisitahin ang likas na karapatan sa malayang talastasan at pagtawag ng pananagutan na protektado ng parehong saligang batas na nagbigay sa kanila ng kapangyarihan.

Ang pamantasan ay dapat na manatiling malaya at mapag-usisaโ€” nararapat lamang na itoโ€™y manatiling ganoon.

Several unauthorized police trainees entered the Bicol University College of Social Sciences and Philosophy (BUCSSP) - Daraga Campus, intimidating student participants and college sports players during the institutionโ€™s 21st Founding Anniversary on the afternoon of September 10.

The College Student Council (CSC) and student-led organizations are demanding better security protocols within the institution to prevent any forms of harassment and external surveillance to the stakeholders of the university.

โ€œTheyโ€™re uniformed personnel. Complete set of a police uniform from top to their shoes, and some of them have patches on their arm stating trainees,โ€ a CSSP student who preferred to remain anonymous confirmed.

โ€œThe first time I saw them, they entered at gate 6 since I saw them walking from Mahogany building to CSSP grounds, in front of the SoWo (Social Work) building. I noticed that theyโ€™re glancing at the game where basketball is ongoing,โ€ another event participant said.

According to one of the guards stationed on gate 6, the trainees were allowed to enter the collegeโ€™s premises only because of the assumption of using the comfort room. The police trainees were then seen buying coffees by the roaming guard, which reminded them that these are restricted.

Moreover, the trainees who were unfazed by the initial warning used the second possible entry point in the Daraga campus.

When the guards stationed on gate 7 were also asked by the CSSP CSC, they said that the questioned individuals were permitted simply because they are the police.

Neither of the two entry points ushered the police trainees to write on the logbook system provided.

โ€œAs the CSC, we believe that this is already an issue of security within the campus. Kasi parehong guard house ay walang nagpa-log book sa kanila,โ€ Mx. Jane Claire Martinez, the 20th CSSP CSC President, asserted.

It was also noted through reports that these involved personnel were also seen taking unsolicited photographs of the students.

Grievances of most concerned constituents are anchored to the inherent lack of their consent and authorization.

This prompted some BU College-Based Organizations (CBO), University-Based Organizations (UBO), and publications to release their solidarity statements to collectively address the unauthorized state forcesโ€™ intrusion.

โ€œThese incidents share a common pattern of uncoordinated entry, unauthorized photography, and covert surveillance within academic spaces. Such acts create an atmosphere of intimidation that disrupts student activities and undermines the universityโ€™s role as a sanctuary of free thought and critical discourse,โ€ the BU University Student Council (USC) said in their statement.

โ€œThe targeting of student councils, leaders, and even ordinary students is not new. For years, state forces have hounded campuses, using intimidation, vilification, and baseless accusations to stifle the voice of the youth,โ€ Rise for Education - Bicol University (R4E-BU) also remarked.

As multiple calls for proper accountability and studentsโ€™ safety measures emerge, student organizations grounded their claim with citations of the student welfare rights emphasized by academic freedom, institutionsโ€™ regulations, 2019 Revised BU Student Handbook, and even constitutional and statutory laws.

Another eye witness, who wanted to affirm her anonymity, also shared her personal insights regarding the overall issue.

โ€œAs a student, I feel that it is unsafe to have them inside the campus, especially since the college did not invite them or give permission for their presence. Their [appearance of] being there created an uncomfortable environment for students,โ€ the witness stated.

In the incident report spearheaded by the CSSP CSC, they also explicitly mentioned that at the time of entry, no prior notice was served to any of the University administration.

As of writing, both the CSCโ€™s of CSSP and College of Business, Economics and Management (CBEM) are in the process of acquiring the only available official record of the unauthorized movement through the campusโ€™ CCTV cameras installed on BU Daraga premises.

Student councils who took cognizance of the issue are continuously using their appropriate channels in the pursuit of collective student welfare.

Some years pass quietly, but this was not one of them. This year was alive with voices, ideas, and action. From the hum of planning rooms to the cheers after a successful event, every moment added a new thread to our shared story.
