Inatasan ng Department of the Interior and Local Government (DILG) ang mga barangay official sa (Negros Occidental) na isauli ang P20,000 scholarship na natanggap ng kanilang kamag-anak sa ilalim ng Bawat Barangay Makikinabang (BBM) program.

Ito ay matapos makatanggap ng mga reklamo ang DILG tungkol sa pagpapapasok ng ilang mga opisyal ng kanilang anak o kamag-anak sa naturang programa.

Kung kaya’t pinayuhan ng kagawaran na mas mabuting isauli nalang ang perang natanggap upang maiwasan ang anumang problema.

Ayon sa DILG, hindi dapat isinasama ng mga barangay official ang kanilang pamilya o kamag-anak sa listahan ng mga makakatanggap ng scholarship dahil maaari itong pumasok sa nepotism.

Samantala, as of July 31, nakatanggap ang 601 barangay sa Negros Occidental ng tig-P200,000 na tulong kung saan hinati ito sa scholarship grant at pondo ng barangay.

Tinatayang 3,005 estudyante naman ang makikinabang sa programa.

The timing of the activity further fueled public suspicion.

Not long before Co’s visit, government forces clashed with NPA members in Licuan-Baay, Abra, in an encounter involving units under the 5th Infantry Division and alleged remnants of the Ilocos-Cordillera Regional Committee. Shortly after the clash, Anakbayan, a convening organization of Kabataan Partylist, publicly honored those killed as martyrs.

Against this backdrop, the decision of Co to hold a campus consultation in another Cordillera province inevitably attracted attention. For residents still processing the latest violence in the region, the presence of a Kabataan representative soon after a related youth organization honored those killed in an armed encounter heightened existing distrust.
