HOW TO FUND YOUR E-WALLET

PS-DBM VIRTUAL STORE

There are three (3) available modes of payment for funding your agency’s e-Wallet:

1. ADA (Advice to Debit Account)

After depositing your payment to the designated PS-DBM LandBank account, please email a copy of the received/validated deposit slip or payment document to our office for validation.

Payment validation is processed by the PS-DBM Central Office.

Validation usually takes 2–3 working days.

Once the payment has been validated, an Official Receipt (OR) will be issued.

The validated amount will then be credited to your agency’s e-Wallet.

2. CHECK PAYMENT

Payee: Procurement Service

Check payments may be made directly at the PS-DBM Davao Depot.

Please bring either:

Advice of Checks Issued and Cancelled (ACIC); or

Latest Statement of Account (SOA) issued within the last one (1) week.

Once the payment has been validated and an Official Receipt (OR) has been issued, the amount will be topped up to the agency’s e-Wallet in real time.

3. CASH PAYMENT

Cash payments may be made directly at the PS-DBM Davao Depot.

📌 IMPORTANT

For ADA payments: Please email us to request the designated PS-DBM LandBank account details before making your deposit.

After depositing, kindly email us a copy of your received/validated deposit slip or payment document for verification.

Please allow 2–3 working days for Central Office validation before the ADA payment is credited to your e-Wallet.

For Check and Cash payments: The amount will be credited to the agency’s e-Wallet in real time upon payment validation and issuance of the Official Receipt (OR).

HOW TO USE THE PS-DBM VIRTUAL STORE

Follow these steps to purchase Common-Use Supplies and Equipment (CSE) through the PS-DBM Virtual Store:

STEP 1 — ACCESS THE PS-DBM WEBSITE

Open the PS-DBM website:
https://ps-philgeps.gov.ph

Click “PhilGEPS Website” to proceed to the mPhilGEPS platform.

STEP 2 — LOG IN TO YOUR mPhilGEPS ACCOUNT

Log in using your agency's registered mPhilGEPS account credentials.

STEP 3 — ACCESS THE VIRTUAL STORE

Click the Menu, then select “Virtual Store – Go to Virtual Store.”

STEP 4 — SEARCH AND SELECT YOUR ITEMS

Search for the items you need and click “View Details.”

You may check the available stock and the quantity allocated to your agency based on your submitted APP-CSE.

IMPORTANT: You may only check out quantities covered by your submitted APP-CSE for CY 2026. If you need to purchase quantities beyond your approved/encoded APP-CSE allocation, you must first submit an Supplemental APP-CSE before proceeding with the additional quantity.

STEP 5 — PROCEED TO THE CART

After selecting and encoding all the items you need, proceed to the Cart.

Before checking out, please ensure that your agency has sufficient e-Wallet funds to cover the total amount of your order.

STEP 6 — INDICATE REMARKS

Under the Delivery or Pick-up section, please indicate:

“N/A”

in the Remarks field.

STEP 7 — CHECK OUT AND SEND THE ORDER CONFIRMATION

Once you have reviewed your order details, proceed with Check Out.

After successful check-out, an Order Confirmation will be generated.

Advancing the agency’s strategic commitment to digital transformation in public procurement, the Procurement Service-Department of Budget and Management (PS-DBM) held an alignment meeting with Amazon Web Services (AWS) on August 26, 2026, to facilitate the integration of cloud computing services (CCS) into the eMarketplace, the government’s official e-commerce platform for common-use supplies and equipment (CSE).

The meeting primarily focused on coordinating the project timeline for onboarding and subsequent launching of CCS on the platform. Subject to the submission, finalization, and formal ex*****on of the requisite documentation, AWS CCS is expected to become available on the eMarketplace by October 2026.

The discussions also covered enhanced eMarketplace functionalities designed to better support government agencies and procurement entities. In particular, PEs will be able to conduct market scoping through the platform, providing an essential baseline reference for strategic planning and budget preparation.

PS-DBM also underscored that procurement through the eMarketplace is designed to generate savings, reinforcing the primary objective of onboarding these offerings—to secure the most advantageous pricing for the whole government.

The meeting was attended by Executive Director Genmaries Entredicho-Caong, Procurement Office Director April Flor Borlagdatan-Vejano, AWS officials Ms. Emy Lou Saguinsin and Ms. Yen Arzadon, Atty. Kathleen Taniñas, and members of the eMarketplace Merchant Registration Committee(EMRC)-ICT Ms. Sharon Baile, Mr. Karl Michael Espejo, Engr. Niña Bautista, Mr. Karlou Borja, Mr. Jade Edwin Apin, Engr. Monica Andrea Albyalde, and Ms. Marian Brigette Balin.

This initiative marks a step toward advancing President Ferdinand Marcos Jr.’s administrative efforts to strengthen global partnerships with technology providers and reinforces the commitment of the Department of Budget and Management, led by Acting Secretary Kim Robert de Leon, to establishing a more responsive, efficient, and future-ready public procurement ecosystem.

Nakipagpulong ang Procurement Service-Department of Budget and Management (PS-DBM) sa Naga City Government bilang bahagi ng paghahanda para sa mas pinalawak na paghahatid ng abot-kayang 𝙥rodukto at abot-kamay na 𝙨erbisyo sa lungsod.

Pinangunahan ni Regional Operations Office Director Paul David Hector Corpus, kasama sina Richard Supat, Reygienald Nacario, at Clarito Bautista ng PS-DBM, ang pakikipag-ugnayan sa mga kinatawan ng Naga City LGU na sina Dave Bercasio , Kayne Reynes at Renne Gumba upang talakayin ang mga kinakailangang paghahanda, koordinasyon, at iba pang mahahalagang hakbang para sa mas maayos na paghahatid ng serbisyo at produkto ng PS-DBM.

Hatid ng PS-DBM hindi lamang ang mas episyente, accessible, at mas maaasahang serbisyo publiko, kundi pati na rin ang mas pinalawak na kaalaman sa modernized procurement process sa ilalim ng New Government Procurement Act (NGPA) para sa ating mga kababayang oragon.
