NAPOLCOM REGIONAL HIGHLIGHTS | NAPOLCOM XI Formally Turns-Over Manual on Media Relations to PRO 11

NAPOLCOM XI formally turned over the Manual on the “Philippine National Police Rule on Media Relations, Safety of Journalists and Media Practitioners, and Enhancing of Freedom of Expression and Access to Public Information” to the Regional Community Affairs and Development Division (RCADD) of Police Regional Office 11 on May 6, 2026.

Regional Director Ma. Teresa Tuburan-Pacudan of NAPOLCOM 11, duly represented by Atty. Ralph C. Mendoza, Acting Assistant Regional Director, officialy turned-over the “Manual on the Philippine National Police Rule on Media Relations, Safety of Journalists and Media Practitioners, and Enhancing of Freedom of Expression and Access to Public Information” to reinforce the Commission’s commitment to promoting responsible media engagement, safeguarding journalists, and upholding the public’s right to information.

The manual was received on behalf of RCADD and the PIO of PRO 11 by PLTCOL Melanie Hermosisima, representing PCOL Antonio D. Alberio, Jr., Chief of RCADD, and PMaj Catherine V. Dela Rey, Chief of the Public Information Office. The turnover took place at the RCADD Office, RITO Building, Camp Sgt. Quintin M. Merecido, Buhangin, Davao City.

This initiative highlights the continuing collaboration between NAPOLCOM and the Philippine National Police in strengthening transparency, accountability, and respect for freedom of expression within law enforcement operations.

NAPOLCOM REGIONAL HIGHLIGHTS | NAPOLCOM XI Participates in Sta. Cruz Municipal Council Session on Proposed CSOP MOA

The National Police Commission Regional Office XI (NAPOLCOM XI), under the leadership of Regional Director Ma. Teresa Tuburan-Pacudan, CESO IV, participated on May 5, 2026, at 10:00 AM in the regular session of the Municipal Council of Sta. Cruz, Davao del Sur, with Atty. Suzette Tan-Atmosfera serving as resource speaker on the proposed Memorandum of Agreement (MOA) for the implementation of the Community and Service-Oriented Policing (CSOP) System.

The CSOP System promotes a coordinated and collaborative mechanism among the Municipal Government of Sta. Cruz, the Sta. Cruz Municipal Police Station, and the community to strengthen peace and order and enhance public safety initiatives.

NAPOLCOM XI remains committed to strengthening partnerships with local stakeholders in advancing community-based policing and sustainable peace and order programs.

Sa likod ng bawat pangarap,
may mga sakripisyong tahimik na pinipili
at mga kamay na handang umalalay.

Sa murang edad, kinaharap na ni Dawn A. Zurbano ang pagkawala ng kanyang ama, si PO1 Don G. Zurbano, noong February 7, 2007, isang dagok na humubog sa kanyang katatagan at pangarap. Sa kabila ng pangungulila at hamon sa pinansyal na kalagayan, pinili niyang kumapit sa pangarap na maging nurse, habang ang kanyang ina ay walang sawang nagsikap upang maitaguyod silang magkakapatid, lalo na nang sabay-sabay silang pumasok sa kolehiyo.

Hindi naging madali ang kanyang paglalakbay. Bilang isang nursing student, kinailangan niyang harapin ang mabibigat na gastusin at sunod-sunod na requirements, kasabay ng mga panahong kinakapos sila sa pang-araw-araw. Ngunit sa halip na sumuko, lalo siyang naging determinado: naghanap ng paraan, naghanap ng oportunidad, at kumapit sa pangarap na kanyang matagal nang inaasam.

Dito pumasok ang tulong ng NAPOLCOM Region 5 sa pamamagitan ng scholarship program na naging malaking ginhawa sa kanyang pag-aaral. Dahil dito, nabawasan ang bigat ng gastusin at nagkaroon siya ng pagkakataong mag-focus sa kanyang training at akademikong paghahanda. Unti-unting gumaan ang kanyang paglalakbay, at ang pangarap na dati ay tila malayo ay naging abot-kamay.

“Maraming salamat po sa NAPOLCOM sa tulong at tiwalang ibinigay ninyo. Napakalaki ng naging bahagi ninyo sa pag-abot ko sa pangarap kong maging isang nurse. Taos-puso po akong nagpapasalamat.”

Ngayon, bilang isang rehistradong nurse, dala niya hindi lamang ang kanyang tagumpay kundi ang hangaring maglingkod sa kapwa. Para sa kanya, ang bawat pagkakataong tumulong ay isang paraan ng pagbabalik sa kabutihang kanyang natanggap, isang pagpapatuloy ng malasakit na minsang umalalay sa kanya.

READ | PRESS RELEASE: NAPOLCOM Dismisses Pat. Mendoza over Viral R**e Case; Co-Accused Cleared

The National Police Commission (NAPOLCOM) has ordered the dismissal from the police service of a police officer after finding him administratively liable for Grave Misconduct and Conduct Unbecoming of a Police Officer in connection with a r**e incident involving an unconscious victim.

In its Decision, the Commission En Banc found Patrolman Joshua S. Mendoza guilty based on substantial evidence, including eyewitness testimony, medico-legal findings, CCTV footage, and the consistent and corroborated account of the complainant. The Commission ruled that Mendoza committed acts constituting sexual violence against a victim who was unconscious and incapable of giving consent, a clear violation of Republic Act No. 8353 or the Anti-R**e Law of 1997.

The Commission emphasized that Mendoza’s actions demonstrated intentional wrongdoing, flagrant disregard of the law, and moral corruption, rendering him unfit to remain in the police service. Accordingly, he was meted the penalty of dismissal from the service.

Meanwhile, Patrolman Jehan A. Mendoza, who was also named in the complaint, was exonerated after the Commission found no substantial evidence linking him to the commission of the offense. The Decision underscored that speculation and uncorroborated claims cannot substitute for the required evidentiary standard in administrative proceedings.

In the wake of the Commission’s ruling, NAPOLCOM Commissioner Ralph Calinisan said:

“There is absolutely no place in the police service for this kind of violence and moral depravity. Exploiting a woman who is unconscious is not just a crime, it is a grave assault on the dignity of the uniform and a betrayal of public trust. We will not tolerate this. Any police officer who violates the law in such a reprehensible manner will be removed from the service. There is no protection for abusers, only accountability.”

Commissioner Calinisan further stressed NAPOLCOM’s firm commitment to uphold accountability, integrity, and public trust within the Philippine National Police.

“The police are meant to protect rights, not violate them. Every abuse committed by a few erodes the integrity of the entire institution. That is why our position is clear, cleanse the ranks, hold offenders accountable, and restore the people’s trust.”

The Commission reiterated that public office is a public trust, and that police officers are held to the highest standards of discipline, integrity, and respect for human rights, both in the performance of their duties and in their private conduct.

READ | PRESS RELEASE: NAPOLCOM Dismisses PMSG MOLLENIDO over Grave Misconduct, Obstruction of Justice

The National Police Commission (NAPOLCOM) has ordered the dismissal from the service of a police officer after finding him administratively liable for Grave Misconduct, Neglect of Duty, and Conduct Unbecoming of a Police Officer.

In a decision rendered by the Commission En Banc, Police Senior Master Sergeant John L. Mollenido was held accountable for acts related to the handling of the deaths of his wife and minor son in January 2026.

Records of the case show that the decomposing body of his estranged wife, Police Senior Master Sergeant Diane Marie Mollenido, was discovered in Pulilan, Bulacan on January 24, 2026, while the remains of his eight-year-old son, John Ysmael, were found days later in Victoria, Tarlac. Autopsy findings revealed that the victims died from a gunshot wound and asphyxia, respectively.

Despite the ongoing police investigation and the evidentiary value of the remains, the respondent facilitated the immediate cremation of both victims. He signed the authorization for cremation and proceeded with the process even before the completion of medico-legal procedures, resulting in the destruction of potential evidence material to the case.

The Commission emphasized that such acts constitute a clear violation of Presidential Decree No. 1829, which penalizes obstruction of justice, including the destruction or concealment of evidence. It also cited violations of NAPOLCOM Memorandum Circular No. 2016-002, which defines grave misconduct and other administrative offenses among police personnel.

NAPOLCOM further noted that existing regulations under Department of Health guidelines strictly prohibit the cremation of remains in medico-legal cases without proper authorization from competent authorities, underscoring that only burial, subject to legal clearance, is allowed.

“The actions of the respondent showed a blatant disregard of established legal procedures and the fundamental duty of a police officer to uphold the law,” the Commission stated in its ruling.

Commissioner Ralph Calinisan underscored the seriousness of the offense and emphasized the duty of police officers to protect both life and the integrity of justice. “Kapag ang isang pulis mismo ang sumisira sa ebidensiya at humahadlang sa katotohanan, hindi lamang batas ang nilalabag kundi ang mismong katarungan. Hindi natin papayagan na ang uniporme ay maging pananggalang sa pananagutan. Dito sa NAPOLCOM, malinaw ang aming paninindigan: ang bawat paglabag sa batas at pagtataksil sa tungkulin ay may katapat na agaran at nararapat na pananagutan.”

Given the gravity and multiplicity of the offenses, the Commission imposed the penalty of dismissal from the police service, carrying with it the accessory penalties provided under existing rules.

NAPOLCOM reiterated its firm commitment to uphold discipline, integrity, and accountability within the ranks of the Philippine National Police, stressing that no one is above the law, especially those sworn to enforce it.
