The 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧 𝐨𝐟 𝐓𝐚𝐥𝐨𝐦𝐨 𝐑𝐢𝐯𝐞𝐫, together with the 𝐒𝐊𝐓𝐑 𝐒𝐭𝐚𝐟𝐟𝐞𝐫𝐬 and 𝐒𝐊𝐓𝐑 𝐉𝐮𝐧𝐢𝐨𝐫 𝐒𝐭𝐚𝐟𝐟𝐞𝐫𝐬 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭, successfully convened for the 7th Regular Meeting for Calendar Year 2026.

The meeting centered on strengthening teamwork, reviewing accomplishments, and preparing for upcoming youth initiatives. The agenda included discussions on the upcoming SKTR Teambuilding Activity, pending programs and activities for implementation, evaluation of previous projects including the successful celebration of USWAG 2026: 79th Araw ng Barangay Talomo River, and other important matters concerning the operations and future plans of the organization.

The SKTR family also proudly welcomed and recognized our very own 𝐌𝐮𝐭𝐲𝐚 𝐧𝐠 𝐓𝐚𝐥𝐨𝐦𝐨 𝐑𝐢𝐯𝐞𝐫 𝟐𝟎𝟐𝟔, 𝐀𝐧𝐠𝐞𝐥 𝐀𝐝𝐭𝐨𝐨𝐧, as she officially joined the meeting and became part of the growing SKTR Staffers Family. FACT: OVER 7KM OF ROADWAY WERE CONSTRUCTED DURING THE TENURE OF PB BUDAY DAYOT

Over the past few days, we have read many comments about the condition of the road from Purok 3C to Purok 1B-1, connecting Barangay Calinan Poblacion and Barangay Biao Joaquin. We understand where these concerns are coming from. We pass through this road too. We know the inconvenience it brings to motorists, commuters, students, and every resident who uses it every day.

But while some have gone as far as calling Talomo River the "worst barangay" in Calinan because of this one road, we also believe our residents deserve to know the whole story.

During the administration of PB Buday Dayot, more than 7 kilometers of barangay roads were successfully constructed throughout Talomo River. In fact, this is the longest total length of concrete roads completed under a single administration in our barangay. These projects became possible because of years of continuous coordination with the City Government and national government agencies.

So why has this particular road remained a problem? The answer is not as simple as many people think.

In 2019, the Sangguniang Panlungsod of Davao City passed a resolution recommending that this road be converted into a national road under the Department of Public Works and Highways. Since then, there has been uncertainty on whether the road remains under the City Government or has already been transferred to the National Government. We are now formally seeking clarification from the DPWH because this will determine which agency has the primary responsibility for its long-term rehabilitation.

Then, in 2021, the Davao City Bulk Water Supply Project passed through this same road. Large portions had to be excavated to install the main water transmission pipes. After the project, the road was restored, but many residents, including the Barangay Government, noticed that its condition was no longer the same as before. Since then, the road has continued to deteriorate, especially with the volume of vehicles using it every day.

Does that mean we simply stopped caring? Of course not.

Over the years, we have continued road asphalting, drainage clearing, and the installation of culvert pipes whenever needed. These were never intended to be permanent solutions, but they were necessary to keep the road passable while we continued pursuing a bigger rehabilitation project.

In 2023, we proposed a drainage improvement project because we knew flooding was one of the reasons the road kept getting damaged. By 2025, we were able to secure an allocation of around ₱11M from the City Government. Unfortunately, the project could not proceed after it was found that 𝐩𝐨𝐫𝐭𝐢𝐨𝐧𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐩𝐫𝐨𝐩𝐨𝐬𝐞𝐝 𝐝𝐫𝐚𝐢𝐧𝐚𝐠𝐞 𝐥𝐢𝐧𝐞 𝐰𝐨𝐮𝐥𝐝 𝐩𝐚𝐬𝐬 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐩𝐫𝐢𝐯𝐚𝐭𝐞𝐥𝐲 𝐨𝐰𝐧𝐞𝐝 𝐩𝐫𝐨𝐩𝐞𝐫𝐭𝐢𝐞𝐬, and 𝐧𝐨𝐭 𝐚𝐥𝐥 𝐚𝐟𝐟𝐞𝐜𝐭𝐞𝐝 𝐥𝐚𝐧𝐝𝐨𝐰𝐧𝐞𝐫𝐬 𝐠𝐫𝐚𝐧𝐭𝐞𝐝 𝐭𝐡𝐞 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐝 𝐩𝐞𝐫𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐭𝐨 𝐞𝐧𝐭𝐞𝐫. As a result, the project was not implemented and the funds were returned.

Today, we continue to coordinate with the DPWH to determine the status of the proposed road conversion. At the same time, we are also working with the City Government to explore other ways of securing funds should the road remain under its jurisdiction.

We are sharing these facts not to make excuses, but because we believe our community deserves transparency. We welcome criticism, and we accept that there is still much work to be done. But we also hope that every issue is viewed with complete information and not just a single photograph or a single post on social media.

The condition of this road is a legitimate concern, and we share that concern. More importantly, we remain committed to finding a lasting solution.

Because at the end of the day, this is not about defending an administration. It is about making sure that every resident of Barangay Talomo River has safer roads to travel on and a community that moves forward together.

𝐎𝐅𝐅𝐈𝐂𝐈𝐀𝐋 𝐒𝐓𝐀𝐓𝐄𝐌𝐄𝐍𝐓

Over the night, we have seen concerns raised on social media regarding issues affecting our barangay. We understand where these concerns are coming from, and we recognize that every resident has the right to ask questions, express opinions, and hold their leaders accountable.

As your Barangay Government, we remain committed to listening.

What saddens us, however, is that what could have been a healthy conversation has, in some instances, turned into personal attacks, name-calling, and the spread of hate directed not only at PB Buday Dayot, but also at members of the Barangay Government. Constructive criticism helps us improve. Personal insults and politicizing every issue do not.

We believe that real solutions are built through dialogue, not division.

If there are concerns that need to be addressed, let us sit down together. Let us hear one another and discuss the issues, the actions that have already been taken, and the plans we have moving forward. We may not always agree, but we can always choose to communicate with respect.

We encourage every resident to continue speaking up. Your voice matters. Raising concerns is your right, and responding to those concerns is our responsibility. But we also ask everyone to use the proper channels where conversations can lead to understanding and concrete action, rather than misinformation, hostility, or unnecessary conflict.

Barangay Talomo River has made progress because its people have worked together despite differences. Let us not allow misunderstanding or politics to divide a community that has achieved so much through unity.

As PB Buday Dayot said during the Gabi ng Talento of USWAG 2026: “There will always be 𝐝𝐢𝐟𝐟𝐞𝐫𝐞𝐧𝐭 𝐨𝐩𝐢𝐧𝐢𝐨𝐧𝐬, 𝐜𝐫𝐢𝐭𝐢𝐜𝐢𝐬𝐦𝐬, 𝐚𝐧𝐝 𝐯𝐨𝐢𝐜𝐞𝐬 𝐚𝐫𝐨𝐮𝐧𝐝 𝐮𝐬. That is part of public service, and that is part of leadership.
