Guided by the theme “Pride Without Borders: Everyone. Everywhere.”, this gathering brings together LGBTQIA+ individuals, women, allies, advocates, and community leaders to celebrate diversity while creating space for dialogue, reflection, and collective action. Through interactive activities, creative expression, and engaging conversations, participants will explore the importance of equality, inclusion, and human rights while building empathy and solidarity across different experiences and identities.

More than a Pride celebration, this event serves as a platform to amplify voices, challenge stereotypes, deepen understanding of issues affecting women and LGBTQIA+ communities, and inspire action toward creating safer and more inclusive communities for all. The City Government of Tagum has institutionalized the Seal of Good Youth Governance (SGYG) through City Ordinance No. 1098, s. 2026, becoming the first local government unit in the Davao Region to enact an ordinance formally establishing the governance recognition and functionality mechanism for Sangguniang Kabataan councils, youth, and youth-serving organizations.

Authored by Hon. Roan Angela G. Rillon, RND, PPSK President, the measure was approved by the 10th Sangguniang Panlungsod during its 35th Regular Session last March 23, 2026.

The ordinance, titled “An Ordinance Institutionalizing the Seal of Good Youth Governance (SGYG) in the City of Tagum, and Allocating Funds for the Purpose Thereof,” was also supported through Sangguniang Panlalawigan of Davao del Norte Resolution No. 561 s-2026, taking cognizance of Section 56(d) of Republic Act No. 7160, or the Local Government Code of 1991.

The SGYG aims to formally recognize and set standards of excellence in youth governance and development initiatives across Sangguniang Kabataan councils, student governments, youth organizations, and youth-serving institutions. It supports the attainment of the Local Youth Development Plan, aligned with the Philippine Youth Development Plan, ensuring that youth programs are both structured and impact-driven.

Notably, the Tagum City Youth and Sports Development Office has already been implementing the SGYG program for two years prior to its institutionalization through local legislation.

With the ordinance now in place, the program is provided with a formal legal framework and funding allocation, strengthening its sustainability and expansion.

Through this landmark legislation, Tagum City reinforces its commitment to youth empowerment, participatory governance, and institutionalized standards of excellence in local youth development.
