No Parent Should Have to Choose Between Earning a Living and Keeping Their Child Safe: House Bill 9652 Champions Full Shift Public Child Minding Facilities Nationwide

A viral photo online shows a delivery rider pulled over on the side of the road, anxiously checking a live CCTV feed on his smartphone just to monitor his young child while working. It is an image that broke hearts across social media, yet no one can blame a parent who works tirelessly to keep food on the table.

For millions of Filipino workers, gig economy drivers, and informal sector earners, balancing daily survival with the physical safety of their toddlers is not a choice, it is a constant, agonizing compromise.

House Bill No. 9652, titled the Comprehensive Child Minding Support Act of 2026, introduced by Representatives Omar Vincent S. Duterte and Paolo Z. Duterte, directly addresses this painful reality by establishing safe, state licensed, and heavily subsidized Child Minding Facilities (CMFs) in every city and municipality across the country. Unlike traditional daycare centers, which focus on brief 2 to 4 hour pre K lessons for 3 to 5 year olds, these CMFs act as dedicated full day labor support systems. They cater to infants and toddlers aged 6 months up to 4 years old and are mandated to remain open for at least 11 consecutive hours daily to cover full work shifts and long commutes.

No parent should have to worry about their child's safety while trying to earn a living, the bill emphasizes. By transforming childcare into an accessible public utility, we protect our most vulnerable toddlers and give working parents the support and peace of mind they deserve.

For more than a century, the Iglesia ni Cristo has stood as a steadfast pillar of spiritual strength, discipline, and moral uprightness in our society, with your enduring dedication to faith and unity serving as an inspiration to the entire nation.

Sa pagdiriwang na ito, nais nating bigyang-diin ang kahalagahan ng integridad at magagandang aral na isinasabuhay ng inyong komunidad. Sa gitna ng mga hamon ng panahon, ang inyong malasakit sa kapwa at katapatan sa mga turo ng Diyos ay patunay ng kapangyarihan ng isang buhay na may paninindigan.

Ngayon higit kailanman, kailangan nating magkaisa para sa ating Inang Bayan. Ang tunay na kaunlaran ay makakamit lamang kung tayo ay kikilos nang may iisang layunin, bilang mga Pilipinong nagmamahal sa ating bansa. Magtulungan tayo na itaguyod ang kinabukasan ng Pilipinas nang may tapang, dangal, at pagmamahal sa bayan.

Patuloy nawang gabayan at pagpalain ng Poong Maykapal ang Iglesia ni Cristo sa lahat ng inyong mga gawain at misyon.

OFFICIAL STATEMENT

ON THE TRAGIC DEATH OF A LOCAL RIDER AND THE CALL FOR ANTI-CRIMINALITY ACTION

My heart breaks for the family of the rider who was so brutally and senselessly killed by his own passenger, leaving behind a young child who must now grow up without a father. To take the life of a hardworking man who was simply trying to provide for his family is an unspeakable cruelty, and we will not rest until justice is fully served for this grieving child and their family.

Ang karahasang ito ay isang napakalungkot at nakababahalang hudyat ng lumalalang kriminalidad sa ating lipunan. Hindi natin matatanggap na ang mga tapat at nagsisikap nating mga riders, na nagtatrabaho lamang para sa kanilang pamilya, ay kailangang mangamba para sa kanilang buhay at kaligtasan mula sa mga masasamang loob. Panawagan ko sa lahat ng ating mga LGU, PNP, at iba pang sektor ng lipunan: magkaisa tayo at palakasin ang ating pagbabantay laban sa kriminalidad.

It is vital that our national administration takes decisive and urgent action to address this rising threat to public safety. We need a stronger and more unified strategy to secure our streets and protect our citizens from these lawless elements. Magtulungan po tayo na bantayan ang isa't isa, isumbong ang anumang kahina hinalang galaw, at makiisa sa ating kapulisan upang matiyak na ligtas at mapayapa muli ang ating mga kalsada.
