Eight brave and principled lawmakers have filed House Resolution No. 1076 to express their firm, resolute, and unequivocal rejection of any attempt or initiative to amend the 1987 Philippine Constitution through a Constituent Assembly under the present circumstances.
Spearheading this legislative stance to safeguard the nations fundamental law are Representatives Paolo Z. Duterte, Omar Vincent S. Duterte, Isidro T. Ungab, Harold James T. Duterte, Paolo Henry M. Marcoleta, Robert Nazal, Francisco "Kiko" A. Barzaga, and Leandro Legarda Leviste. They note that the resolution aligns with the overwhelming consensus found in an independent national survey by Pulse Asia Research Inc, which showed that nearly nine out of ten Filipinos oppose Charter change at this time.
The resolution warns that any attempt to rush a constitutional rewrite under the shadow of a political crisis is inherently susceptible to self dealing and threatens to open the floodgates of corruption. It strongly denounces reported backroom initiatives aimed at extending the terms of incumbent officials until 2031, altering candidate qualifications for the 2028 elections, or utilizing a constitutional rewrite as a political contingency tool. Furthermore, the lawmakers point out that proceeding with such an initiative is completely impractical, given that the Commission on Elections has already declared it unfeasible due to the lack of a 19 Billion Peso appropriation required for a national plebiscite.
Most importantly, the resolution serves as a reminder to fellow public servants to reaffirm their sacred commitment to the sovereign Filipino people. Specifically, it urges them to never support any measure that undermines the democratic process and to uphold the constitutionally scheduled 2028 national elections without any deferments.
