Dear Friends,

I am delighted to celebrate the annual International Day for Dialogue Among Civilizations with friends all over the world.

The diversity of civilizations is a defining feature of our world. Three years ago, President Xi Jinping put forth the Global Civilization Initiative (GCI), highlighting the need for civilizations to live together in harmony. The International Day for Dialogue Among Civilizations, established in keeping with the GCI, has been warmly welcomed by the international community. Last year, China, together with the United Nations and other international organizations, held a variety of events across the globe to celebrate the first International Day for Dialogue Among Civilizations. The strong participation in these events demonstrates overwhelming support for and strong momentum behind dialogue among civilizations.

Today, human civilization is grappling with unprecedented challenges. Division and confrontation continue to escalate. Turmoil and conflict keep emerging. International rule of law is being eroded. The trust gap grows wider by the day. In this context, we must improve mutual understanding and trust through more dialogue, and build solidarity and consensus through more exchanges, which are the essential building blocks of a community with a shared future for humanity.

We should champion mutual respect and promote harmonious coexistence of civilizations. No civilization is superior to others. All civilizations are valuable and should be treated with equal respect. Civilizations are not each other's enemies—only superiority, high-handedness, and arrogance are. We should uphold the vision of equality, mutual learning, dialogue and inclusiveness between civilizations, rise above the narrow-minded notions of “civilizational superiority” and “clash of civilizations,” and strive for the harmonious coexistence and mutual enrichment of diverse civilizations. We should view our planet as a garden in which all civilizations bloom and learn to appreciate each other's beauty.

We should champion putting the people first and cement the foundation of exchanges among civilizations. The people are the makers of history and the key interlocutors in inter-civilizational dialogue. We should enhance mutual understanding and amity between all peoples, and enable them to enjoy broader and more direct access to the benefits of exchanges and mutual learning among civilizations. With a commitment to high-standard opening up, China has adopted visa-free policies and other facilitation measures for international visitors to promote civilizational exchanges with concrete actions. China is also ready to work with other countries to strengthen dialogue among civilizations, deepen sharing of governance experience, address our common challenges, and chart new courses in pursuit of modernization.

We should champion both heritage and innovation to drive the progress of civilization. All human civilizations are rich and splendid. As such, they deserve to be preserved and revitalized by creative means. Home to a large number of world heritage sites, China will work hard to ensure the protection and utilization of its varied cultural heritage, while helping other countries realize creative transformation and development of their fine cultural traditions. Artificial intelligence and social media bring new opportunities for dialogue across countries, languages, and civilizations. We should fully tap into these and other new technologies and applications to empower civilizational exchanges, mutual learning, inheritance and innovation, and promote the shared prosperity of human civilizations.

We should champion exchanges and mutual learning and improve mechanisms for dialogue among civilizations. The vitality of civilization lies in openness and exchanges. We should actively expand global partnerships for inter-civilizational dialogue. The International Day for Dialogue Among Civilizations provides a good platform for rising above ideology and bias. China supports the U.N.'s important role in promoting dialogue among civilizations, supports better use of the U.N. Alliance of Civilizations, UNESCO, the Ancient Civilizations Forum and other platforms, and will continue to provide funding to U.N. bodies engaged in this noble endeavor.

Dear Friends,

Civilization, like water, silently nurtures all things; dialogue, like a bridge, brings the world together. The Chinese civilization, spanning 5,000 years, is noted for its continuity, creativity, unity, inclusiveness, and peacefulness. We are ready to work with all civilizations to illuminate the path forward, drive progress through dialogue and mutual learning, and create a brighter future for all humanity.

China’s aid is provided without any strings attached and is entirely humanitarian in nature. China has never sought anything in return; there is simply no such thing as “aid for sovereignty”.

Yet Mr. Tarriela has chosen to link it to the South China Sea issue. So what are the facts? China has exercised great restraint in the South China Sea. It is the Philippine side that has engaged in persistent provocations over the years, forcing China to respond with lawful and legitimate countermeasures—specifically regarding Ren’ai Jiao, Xianbin Jiao, and Huangyan Dao, where the Philippines has repeatedly carried out acts of harassment and provocation.

A clear look at the timeline reveals who has truly been undermining peace and stability in the South China Sea:
——In 1999, a warship was illegally “grounded” in Ren’ai Jiao (Second Thomas Shoal).
——In 2012, a naval vessel was dispatched to intrude into waters near Huangyan Dao (Scarborough Shoal), and it illegally apprehended Chinese fishermen and fishing vessels operating there, subjecting them to serious inhumane treatment.
——In 2023, large quantities of construction materials were frequently transported to Ren’ai Jiao in an attempt to reinforce and permanently occupy its illegally “grounded” warship.
——In 2024, a PCG vessel remained for over five months at the uninhabited Xianbin Jiao (Sabina Shoal) in an apparent attempt to stage another illegal grounding.
——In 2025, numerous law-enforcement, military and civilian vessels, as well as aircraft, repeatedly intruded into the territorial sea and airspace of Huangyan Dao.
——In 2026, under the name of so-called “routine maritime domain awareness flight”, Philippine aircraft continued its dangerous approach into Chinese-controlled airspace. Such actions could easily lead to miscalculation and misunderstanding, and constitute a complete provocation.

In all these incidents, certain forces in the Philippines have continuously sought to alter the status quo and stir up trouble. China’s response measures have been lawful, necessary, and exercised with maximum restraint. It is the Philippine side that has been undermining the status quo and making provocations, yet it turns around and falsely accuses China of bullying and intimidation.

The year 2026 marks the 610th anniversary of the Sulu tribute mission to China. In 1417, the rulers of Sulu Archipelago undertook a historic voyage to China and established friendly relations with the Chinese people, writing a new chapter in the history of relations between the two sides. Bound by geographical proximity and cultural affinity, China and the Philippines have enjoyed friendly exchanges. Peace, mutual benefit, and strong connections between the peoples have remained the defining features of bilateral relations. Driven by trade along the Maritime Silk Road, sustained people-to-people exchanges and regular official interactions. The two countries share a deep and enduring friendship that strengthens over time. It has laid a solid foundation for practical cooperation and cultural exchanges in the new era and demonstrated the broad prospects of China-Philippines friendship.

With Davao City at its core, Mindanao has become a vivid example for mutually beneficial cooperation between China and the Philippines. Over the years, both sides have maintained steady official exchanges and strengthened sister-city partnerships. Cooperation in fields including city governance, modern agriculture, cultural tourism and livelihood development has yielded fruitful results. Practical and efficient cooperation mechanisms have been established, promoting broader exchanges and providing strong support for local cooperation between the two countries.

The overseas Chinese community serves as an important bridge between the people of China and the Philippines. Generations of overseas Chinese in Davao have settled and thrived locally, engaging deeply in business and industry with integrity and dedication, and have fully integrated into local social development. They have actively participated in charitable and public welfare activities such as poverty alleviation and disaster relief, while taking the initiative to preserve and promote the finest aspects of traditional Chinese culture. Bound by a shared sense of heritage and affection for their ancestral roots, they have connected the peoples of the two countries, and through their sense of responsibility and commitment, built bridges of friendship between China and the Philippines.

In recent years, many Chinese enterprises and investors have deepened their engagement in Mindanao. Guided by local strengths and development needs, they have actively participated in development across key sectors. Through quality investment, advanced technology and management expertise, they have helped enhance the local industrial system, boost economic vitality and create numerous jobs, delivering complementary strengths and mutually beneficial outcomes for both sides.

Six centuries of friendly exchanges have brought our peoples closer together, and a new journey of shared development lies ahead. As China and the Philippines approach the 51st anniversary of the establishment of diplomatic relations, the Chinese Consulate General in Davao will remain committed to good-neighborly relations and mutually beneficial cooperation. We will continue to promote official and people-to-people exchanges, deepen practical cooperation in various fields, and carry forward the traditional friendship between China and the Philippines, ensuring it is passed on from generation to generation.

Consul General Zhao Xiuzhen attends the Eid Al-Adha Bazaar

On June 6, Consul General Zhao Xiuzhen attended the Eid Al-Adha Bazaar and delivered a speech. Gabriel F. Nakan, Deputy Mayor and Head of Davao City Muslim Affairs Office and representatives from related institutions were in attendance.

In her remarks, Consul General Zhao Xiuzhen stated that China had always attached great importance to equality and unity among all ethnic groups, and vigorously supported the economic development of ethnic minorities including the halal industry. She hoped the bazaar would serve as a bridge to connect diverse cultures and deepen mutual friendship.

Nacan thanked the Chinese Consulate General in Davao for its long-standing support to the Muslim communities in Mindanao.
