๐๐ฎ๐ ๐ฎ๐ฌ๐ญ ๐, ๐๐๐๐ - The National Labor Relations Commission, Regional Arbitration Branch XI (NLRC RAB XI), through its Exec. Labor Arbiter Rommel L. Galicia, initiated the formulation of the NLRC RAB XI CLEP Externship Manual. It was implemented to its pilot batch - six (6) externs from the Ateneo de Davao University, College of Law.
The said manual is intended to ensure the orderly, efficient, secure and uniform implementation of CLEP in NLRC RAB XI. It contains the program objectives, coverage, administration and supervision, externship learning activities, program duration and required attendance, rules of conduct, performance standards, required outputs, termination of externship, completion and certification, exit conference, and the prescribed forms. Most importantly, the Externs were made to sign a Confidentiality Undertaking to ensure that data privacy is not compromised during their period of engagement with the agency. It was through ELA Galicia's Office Memorandum No. 0801-2026 dated August 3, 2026, that the manual was formalized.
A half-day agency orientation and onboarding session was also conducted wherein attendance to the same was made a requirement before an extern was allowed to begin his/her duty. Designated speakers during the orientation were Labor Arbitration Associates Agustin L. Bogay, Jr., Ryan Lloyd A. Saycon, and Atty. Fatima Jean A. Okyo.
A new feature to the manual was its designation of an Externship Program Director in the person of Atty. Fatima Jean A. Okyo, who will serve as the focal person in the implementation of the manual.
As it is on its pilot run, NLRC RAB XI continuously works to identify areas where the manual could be improved and developed. These efforts are all made with the goal of ensuring that every CLEP Externship experience in the NLRC RAB XI is made a meaningful and concrete learning experience.
