The Land Transportation Franchising and Regulatory Board (LTFRB) Region XI strengthened its coordination with LTFRB Region XII through a joint planning and assessment activity for the proposed General Santos City–Jose Abad Santos, Davao Occidental Public Transport Route held on October 7, 2026, at the Mayor’s Conference Room in Jose Abad Santos, Davao Occidental.

The activity brought together LTFRB XI Regional Director Nonito A. Llanos III, LTFRB XII Regional Director Atty. Pablito C. Benedian Jr., their respective Public Transport Modernization Program (PTMP) teams, and Jose Abad Santos Mayor Atty. Jason John A. Joyce, to further examine the proposed inter-regional route and its potential role in improving mobility between General Santos City and communities in Davao Occidental.

Joining the discussion was the research team from Mindanao State University (MSU), which presented the results of its study on the proposed route. The presentation provided technical and research-based insights that served as an important reference in evaluating the route's viability, transportation demand, and operational considerations.

The joint assessment highlights the importance of coordinated planning when developing public transport services that cross regional boundaries. By bringing together regulatory agencies, local government representatives, researchers, and transport stakeholders, the Board is able to consider both technical findings and actual on-the-ground experiences in assessing the proposed route.

This initiative aligns with the transportation agenda of President Ferdinand R. Marcos Jr., under the guidance of DOTr Secretary Atty. Giovanni Z. Lopez and LTFRB Acting Chairman Atty. Greg G. Pua Jr., to support accessible, reliable, safe, and sustainable public transportation while ensuring that proposed routes are carefully evaluated based on the mobility needs of the communities they are intended to serve.

The proposed General Santos City–Jose Abad Santos route remains subject to the necessary planning, assessment, and coordination among concerned agencies and stakeholders as part of the continuing efforts to develop responsive public transport services in the region.

𝐏𝐀𝐍𝐎𝐎𝐑𝐈𝐍: Ipinaliwanag ni LTFRB Acting Chairman Atty. Greg G. Pua Jr. sa programang DZMM Teleradyo ang isinasagawang regularisasyon para sa mga matagal nang onboarded na Transport Network Vehicle Services (TNVS) drivers na wala pang Provisional Authority (PA) at Certificate of Public Convenience (CPC), na mas kilala bilang mga “tempo” TNVS units.

Habang pinaalalahanan din ang mga Transport Network Companies (TNCs) na sumunod sa bagong pick-up fare adjustment, kasunod ng isinagawang pagdinig sa 19 na TNCs nitong Miyerkules na hindi umano sumusunod sa itinakdang bagong pasahe.

𝗟𝗧𝗙𝗥𝗕 𝗫𝗜 𝗥𝗘𝗦𝗣𝗢𝗡𝗗𝗦 𝗧𝗢 𝗦𝗔𝗡𝗧𝗢 𝗧𝗢𝗠𝗔𝗦 𝗖𝗢𝗠𝗠𝗨𝗧𝗘𝗥 𝗖𝗢𝗡𝗖𝗘𝗥𝗡𝗦

LTFRB XI, under the leadership of Regional Director Nonito A. Llanos III, has taken action following the recent concerns raised by commuters in Santo Tomas, Davao del Norte regarding the quality and availability of bus services serving the municipality.

Among the concerns raised were the condition of some bus units of Bachelor Express, including reports of leaks during rainy weather, damaged or broken seats, windows, and doors, as well as overcrowding during operations.

After further evaluation of the issue, LTFRB XI coordinated with Bachelor Express, the local bus operator serving the route, to discuss the concerns raised by the riding public and identify appropriate measures to address the reported issues.

Following the coordination, Bachelor Express responded by filing Special Permits (SPs) for 12 additional units to operate along the Davao–Santo Tomas and Santo Tomas–Davao routes. LTFRB XI then expedited the processing and release of the Special Permits, allowing the additional units to augment the existing bus services and provide additional transportation options for commuters along the route.

The additional units are expected to help provide commuters with more transportation options and ease the pressure brought about by high passenger demand.

In line with the transportation agenda of President Ferdinand R. Marcos Jr., under the guidance of DOTr Secretary Atty. Giovanni Z. Lopez and LTFRB Acting Chairman Atty. Greg G. Pua Jr., in ensuring that public transportation remains safe, reliable, accessible, and responsive to the needs of commuters.

The agency likewise encourages passengers to continue reporting legitimate concerns regarding public transportation services so these may be properly documented, coordinated with concerned operators, and acted upon within the agency’s mandate.

LTFRB XI remains committed to listening to the concerns of the riding public and working with public transport operators to continuously improve mobility and service delivery across Davao Region.

The LTFRB XI, under the leadership of Regional Director Nonito A. Llanos III, participated in the 3rd Quarter Meeting and Memorandum of Agreement (MOA) Signing of DAVAO ConNeCT held on September 24, 2026, at Park Inn Hotel, Lanang, Davao City. LTFRB XI was represented by Tessa Alforque-Piansay, Administrative Officer V.

The meeting, presided by DTI XI Regional Director and DAVAO ConNeCT Chairperson Romeo L. Castañaga focused on strengthening consumer welfare and protection across the Davao Region.

Among the highlights of the program were the MOA signing among principals of DAVAO ConNeCT member-agencies, the election of the Vice-Chair for Davao ConNeCT, and the recognition of newly enlisted consumer organizations.

The meeting also provided an avenue for participating agencies to discuss matters concerning government mandates and programs, fuel prices and supply, agricultural product prices and supply, and the prices and supply of basic necessities and prime commodities.

In line with the directives of President Ferdinand R. Marcos Jr., through Department of Transportation (DOTr) Secretary Atty. Giovanni Z. Lopez and LTFRB Acting Chairman Atty. Greg G. Pua Jr., the participation of LTFRB XI highlights its continued commitment to inter-agency collaboration and to initiatives that promote consumer protection and public welfare.

𝗟𝗧𝗙𝗥𝗕 𝗫𝗜 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗥𝗼𝗮𝗱𝘀𝗶𝗱𝗲 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗮𝗻𝗱 𝗘𝗻𝗳𝗼𝗿𝗰𝗲𝗺𝗲𝗻𝘁 𝗶𝗻 𝗣𝗮𝗻𝗮𝗰𝗮𝗻 𝗮𝗻𝗱 𝗕𝘂𝗵𝗮𝗻𝗴𝗶𝗻

The LTFRB XI, under the leadership of Regional Director Nonito A. Llanos III, conducted roadside monitoring and enforcement operations, led by Mr. Don James L. Villafuerte, in Panacan and Buhangin, Davao City, to check Public Utility Vehicles (PUVs) and address reported violations involving public transport operations.

In Panacan, the enforcement team acted on a complaint involving drivers along the Sasa–R. Castillo route who were reportedly operating outside their authorized route. The team monitored the area to verify the complaint and check the operations of PUVs plying the route.

Monitoring and enforcement were also carried out near Buhangin Gym. During the operation, two UV Express units and one Public Utility Bus were apprehended for violations involving disregard of traffic signs and the use of an illegal terminal.

Regional Director Nonito A. Llanos III emphasized that regular monitoring and prompt action on complaints are important in addressing violations on the road and reminding drivers and operators to follow their authorized routes and existing transport regulations.

In line with the directives of President Ferdinand R. Marcos Jr., through Department of Transportation (DOTr) Secretary Atty. Giovanni Z. Lopez and LTFRB Acting Chairman Atty. Greg G. Pua Jr., LTFRB XI continues its roadside monitoring and enforcement activities to help maintain safe and orderly public transportation in the Davao Region.

Ito ang binigyang-diin ni Land Transportation Franchising and Regulatory Board (LTFRB) Acting Chairman Atty. Greg G. Pua Jr. sa kanyang mensahe sa pagdalo sa isinagawang Transport Cooperative Assembly 2026 ngayong Miyerkules, October 7, sa Quezon City Memorial Circle.

Iginiit niya ang kahalagahan ng pagtutulungan ng mga drayber, operator, at transport cooperatives sa pagsusulong ng mga programang naglalayong mapabuti at mapaginhawa ang ating public transport system.

Binigyang-diin din niya ang suporta ng LTFRB sa Public Transport Modernization Program (PTMP), kabilang ang mga programa para sa mga drayber at operator at iba pang hakbang upang maisulong ang pagpapaunlad sa sektor.

Ang aktibidad ay pinangunahan National Federation of Transport Cooperatives (NFTC) President Misael Melinas bilang bahagi ng pagdiriwang ng National Cooperative Month.

Nakiisa rin sina COOP-NATCCO Partylist Rep. Felimon M. Espares, Office of Transportation Cooperatives (OTC) OIC Atty. Christian Oberio, Technical Education and Skills Development (TESDA) Usec. Ipinapakita ng pakikiisa ng LTFRB sa naturang pagtitipon ang patuloy nitong pakikipagtulungan sa mga katuwang na sektor upang matugunan ang mga pangangailangan ng mga komyuter at mapalakas ang paghahatid ng serbisyong pampubliko.

Bahagi ito ng patuloy na hangarin ni Pangulong Ferdinand Marcos Jr., at sa patnubay ni Department of Transportation (DOTr) Secretary Giovanni Z. Lopez na magkaroon ng mga nagkakaisang transport groups tungo sa mas maayos na sektor ng transportasyon.
