The Department of Science and Technology (DOST) Davao Region, through its Project SARAI Davao Region Team, and the Department of Agriculture โ€“ Regional Field Office XI (DA-RFO XI) formalized their partnership through a Memorandum of Agreement aimed at advancing science-based, data-driven agriculture in Davao Region.

This collaboration focuses on:
โ€ข Capacity-building on Project SARAI CeNTRO technologies
โ€ข Sharing and utilization of agricultural datasets for better monitoring and planning
โ€ข Supporting agricultural extension, forecasting, and decision-making across the region

Through this partnership, DOST Davao Region will serve as the technical lead in delivering SARAI-based training, while DA-RFO XI will mobilize stakeholders and provide critical agricultural data to support implementation on the ground.

The MOA signing was attended by Director Macario D. Gonzaga, Regional Executive Director, together with Dir. Zabdiel L. Zacarias, Regional Technical Director for Research and Regulations of DA-RFO XI, and Dr. Nathan Ray A. Alim, ARD-REDID of DOST Davao Region. Key representatives from both agencies were also present to witness the engagement, reflecting a shared commitment to advancing smarter and more resilient agriculture in the region.

This collaboration enables better use of data and technology in planning, monitoring, and decision-making for agriculture in Davao Region.

The Project SARAI Team conducted a courtesy meeting and site visit in the Municipality of Tarragona, Davao Oriental, to present SARAI technologies and capacity-building initiatives aimed at enhancing local agricultural monitoring systems.

The activity was attended by Municipal Mayor Hon. Art Benjie C. Bulaong, PhD, Councilor Tayron Kim O. Mapaa, and key representatives from the Municipal Agriculturistโ€™s Office, Planning and Development Office, DRRMO, and Engineeringโ€™s Office. Discussions focused on strengthening data-driven decision-making and improving climate resilience in the municipality.

A separate courtesy meeting was also held with the Provincial Disaster Risk Reduction and Management Office of Davao Oriental to explore how data from existing Automatic Weather Stations (AWS) across the province can be maximized to support agricultural monitoring through SARAI technologies.

Through continued collaboration and capacity building, Tarragona and the Province of Davao Oriental move closer to a more climate-resilient and data-driven agricultural future.

DOST Davao Region, through Project SARAI, conducted the Training on the Community-Level SARAI-Enhanced Agricultural Monitoring System (CL-SEAMS) on March 16โ€“19, 2026 at Cafรฉ Noventa, Nabunturan for participants from the Municipality of Monkayo.

The four-day training gathered 30 participants from the Municipal Agriculturistโ€™s Office, LDRRMO, MENRO, and MPDO, along with representatives from the Provincial Agriculturistโ€™s Office and Davao de Oro State College, highlighting strong LGU and academic collaboration.

Participants were trained on GIS, Remote Sensing, and Google Earth Engine (GEE) through lectures and hands-on workshops led by Engr. Erwin D. Rubio of Davao del Sur State College and Engr. Drelyn S. Perez of Project SARAI Davao Region.

The activity concluded with the presentation of outputs and initial LGU-level CL-SEAMS implementation plans, outlining how geospatial tools can be integrated into local systems.

This initiative also forms part of the capacity-building efforts in preparation for the deployment of an Automated Weather Station (AWS) in the third quarter of the year.

A total of 25 participants, including representatives from the Municipality of Bansalan and Davao del Sur State College, completed the four-day Training on the Community-Level SARAI-Enhanced Agricultural Monitoring System (CL-SEAMS), held on March 9โ€“12, 2026, at the Municipal Hall of Bansalan.

The activity focused on building practical skills in GIS, Remote Sensing, and Google Earth Engine (GEE), enabling participants to generate and interpret geospatial data for agricultural planning and disaster risk reduction.

Engr. Erwin D. Rubio, Instructor I at Davao del Sur State College, and Engr. Drelyn S. Perez, Project Technical Specialist III of Project SARAI Davao Region, combined technical discussions with hands-on workshops to guide participants through real-world applications.

Key outputs developed during the training included NDVI maps, flood-prone area maps, and land use classification maps. These are tools that can support more informed, data-driven decision-making at the local level.

The activity was implemented by DOST Davao Region and was attended by key representatives of the Municipal Mayor's Office, along with personnel from the Municipal Agriculturistโ€™s Office, LDRRMO, MENRO, and MPDO.

The training concluded with the presentation of outputs and the formulation of initial LGU-level CL-SEAMS implementation action plans, outlining pathways for integrating geospatial technologies into local agricultural and DRRM planning processes.

Thirty participants from the Municipality of Asuncion and the University of Southeastern Philippines completed a four-day capacity-building training on Geographic Information System (GIS) and the Community-Level SARAI-Enhanced Agricultural Monitoring System (CL-SEAMS), held on March 3โ€“6, 2026 at Cris Inn, Tagum City.

The activity was conducted in preparation for the deployment of an Automated Weather Station (AWS) in the municipality, equipping LGU personnel to effectively utilize climate and geospatial data for agricultural decision-making.

Led by Project SARAI Davao Region in partnership with DOST Davao del Norte, the training focused on GIS, Remote Sensing, and Google Earth Engine (GEE) to support data-driven and climate-smart agricultural monitoring.

The four-day training was facilitated by resource persons from the University of the Philippines Los Baรฑos, namely Leo Neil Viado, Engr. Danny Jr. Fronda, and Justin Castro, who led the technical discussions and hands-on activities.

Municipal Mayor Atty. Rosario R. Dayaday, together with representatives from the Municipal Agriculturistโ€™s Office, LDRRMO, MENRO, and MPDO, attended the activity, demonstrating strong inter-office collaboration within the LGU.

Project SARAI Davao Region, together with DOST Davao Occidental, led by Maria Victoria I. Dado, Provincial S&T Director, participated in the Committee Hearing at the Sangguniang Bayan of Malita for the approval of the Resolution on the proposed Memorandum of Agreement between DOST Davao Region and the Municipality of Malita.

The resolution was approved, with the committee recommending the identification of another site that covers more priority crops to further strengthen the projectโ€™s impact. During the hearing, concerns were also raised regarding Free, Prior, and Informed Consent (FPIC), as Malita is classified as a CADT area under the jurisdiction of the National Commission on Indigenous Peoples.

On the same day, a consultation with NCIP Davao Occidental confirmed that the issuance of a Certificate of Precondition or a Certification of Non-Overlap may be required, highlighting the importance of safeguarding Indigenous Peoplesโ€™ rights and ensuring full regulatory compliance as the project moves forward.

And thatโ€™s a wrap!

Weโ€™ve officially concluded the Training on Foundational GIS and Community-Led SARAI-Enhanced Agricultural Monitoring System, conducted in collaboration with the Department of Agriculture.

The training was led by Engr. Erwin D. Rubio, who introduced participants to remote sensing thru CL-SEAMS and Land Use and Land Cover (LULC) concepts and guided them in developing basic skills in mapping and land cover classification using Google Earth Engine. Through hands-on workshops, participants gained practical experience in analyzing satellite imagery to support land monitoring, agricultural assessment, and planning activities using the SARAI-enhanced agricultural monitoring system as a key tool.

This capacity-building activity is part of our ongoing collaboration with DA, with a Memorandum of Agreement (MOA) signing set to follow, further strengthening our shared commitment to data-driven, climate-responsive, and community-led agricultural systems.

From enhancing technical capacity in land use mapping to supporting data-driven agricultural monitoring and planning, Project SARAI, through DAโ€“DOST collaboration, advances evidence-based and sustainable outcomes in Davao Region.

HAPPENING NOW: Day 1 of Training on Community-Level SARAI-Enhanced Agricultural Monitoring System with the Department of Agriculture RFO XI at the World Palace Hotel, Davao City

Marking the start of the 3-day training, this capacity-building activity is being conducted as part of our ongoing collaboration with the Department of Agriculture (DA), focused on strengthening climate resilience through data-driven agricultural monitoring and decision-support tools for our partners and farmer-beneficiaries.

This initiative forms part of a broader partnership, with a Memorandum of Agreement (MOA) signing currently underway and set to be formalized within the year, further reinforcing our shared commitment to sustainable and climate-resilient agriculture.

Kicking off the training, Engr. Drelyn S. Perez, PTS III and Lead Researcher of SARAI Davao Region, served as the resource person for Day 1, introducing participants to the fundamentals of Geographic Information Systems (GIS) as a foundation for spatial analysis and informed agricultural planning.

The DOST Davao Region, together with the University of the Philippines Los Baรฑos, officially launched Project SARAI in the Davao Region and formalized their commitment through the signing of a Memorandum of Agreement with the Municipalities of Bansalan, Asuncion, Sta. Maria, Monkayo, and Kapalong, along with the Province of Davao de Oro. This milestone strengthened collaborative efforts toward science-based, data-driven, and climate-smart agriculture at the local level.

Dr. Decibel V. Faustino-Eslava, Program Leader of SARAI CeNTRO, and Prof. Moises A. Dorado, Project Leader for Regional Hubs, attended the activity and discussed strategies to strengthen the adoption of SARAI technologies in support of sustainable and climate-resilient agriculture.

The program also featured discussions on key agricultural initiatives in the Davao Region, including the DA Adaptation and Mitigation Initiative in Agriculture (AMIA) Program in Region XI, presented by Mr. Simeon C. Fernandez of DAโ€“RFO XI, and SMART Agri Initiatives, presented by Dr. Evelyn A. Gecale of SMAARRDEC.

Through strengthened partnerships with LGUs and partner agencies, this shared commitment advances the localization, institutionalization, and sustainability of SARAI technologiesโ€”empowering farmers, enhancing climate resilience, and driving agricultural innovation across the region.
