National Conciliation and Mediation Board (NCMB) is an attached agency of the Department of Labor and Employment (DOLE) and is under the administrative supervision of the Secretary of Labor and Employment. The 1987 Philippine Constitution, particularly Art. III, Section 3, paragraph 3 provides, among others:
“The State shall promote the principle of shared responsibility between workers and employers and the preferential use of voluntary modes of settling disputes, including conciliation, and shall enforce their mutual compliance therewith to foster industrial peace.”
In response to this constitutional mandate, NCMB was created 1988 under Executive Order No. 251.
