The various member agencies, institutions, and organizations of the Quirino MSME Development Council, representing the government, private sector, MSMEs, academe, women, and youth sectors, convened for their 1st Quarter Meeting on March 20, 2025, at the MGT Hotel, Cabarroguis, Quirino.
The meeting aimed to reconstitute the councilโs members and craft the Provincial MSME Development Plan in alignment with the approved National MSME Development Plan.
During the meeting, Council Chairperson Governor Dakila Carlo E. Cua, represented by Provincial Administrator Carmen Jimenez, emphasized the councilโs role in championing MSMEs in the province and encouraged cooperation to achieve meaningful progress for Quirinoโs MSMEs.
PD Mary Ann Dy presented a briefer on the MSMED Council, highlighting the council's legal basis and its functions, which include policy formulation, program advocacy, and program coordination and integration.
Mr. Aladin A. Ancheta, Provincial Planning and Development Officer, presented the draft Executive Order reconstituting the Provincial MSMED Council.
Each council member presented highlights of their agency/organizationโs accomplishments in MSME development for CY 2024 and proposed programs and/or activities for CY 2025, which they are willing to include in the Consolidated Commitment Plan for MSME Development.
Moreover, Ms. Shiela Nera, BDU Head, presented the MSMED Plan 2023-2028 to the council, focusing on three key areas: MSME Environment, MSME Competencies, and MSME Prospects.
A planning workshop was conducted for the development of the Provincial MSMED Plan. The council members reaffirmed their dedication to achieving the MSMEDP vision: โInnovative and resilient MSMEs thriving in a digitally sustainable ecosystem, creating a sufficient number of quality jobs, and driving high levels of continued inclusive national growth toward global competitiveness.โ The council is committed to finalizing the plan before the end of the month.
The meeting concluded with Council Vice-Chair, PCCI, represented by Ms. Glenda S. Betguen, thanking everyone for the fruitful and meaningful discussion.
This meeting was attended by Vice Governor Jojo S. Vaquilar, representatives from PCCI, DTI, DOLE, DILG, DOST, DENR, DA, PSA, DSWD, DAR, QSU, the Office of the Provincial Administrator, the Provincial Planning and Development Office, the Provincial Agriculture Office, the Provincial Veterinary Office, and the Provincial Tourism Office.
