The regional recognition highlights Barangay Calaocanโ€™s implementation of the CEST Program and its commitment to utilizing science, technology, and innovation (STI) to address community needs and improve the well-being of its residents.

Through the CEST Program of the Department of Science and Technology (DOST), Barangay Calaocan has benefited from STI interventions addressing one of its basic community needsโ€”access to water.

Among the interventions provided was a community water system, which helped improve access to water for residents. This was further complemented by the provision of the SAFEWATERS solar-powered water filtration system, supporting the communityโ€™s access to safe drinking water.

These interventions demonstrate how science and technology can be translated into practical solutions that respond to the specific needs of communities, particularly those in geographically isolated and disadvantaged areas.

Beyond the assistance provided, the recognition reflects Barangay Calaocanโ€™s active participation and commitment to sustaining and maximizing the benefits of DOST interventions. The communityโ€™s partnership with DOST and other stakeholders demonstrates how community ownership and STI-based solutions can contribute to sustainable local development.

The Best CEST Community in Region 2 award is a significant achievement for Barangay Calaocan and a source of pride for Quirino. It also underscores the efforts of DOST Region 02 and the Provincial Science and Technology Office (PSTO)โ€“Quirino in bringing science, technology, and innovation closer to communities and translating STI interventions into meaningful benefits at the grassroots level.

CABARROGUIS, Quirino โ€” The ๐——๐—ฒ๐—ฝ๐—ฎ๐—ฟ๐˜๐—บ๐—ฒ๐—ป๐˜ ๐—ผ๐—ณ ๐—ฆ๐—ฐ๐—ถ๐—ฒ๐—ป๐—ฐ๐—ฒ ๐—ฎ๐—ป๐—ฑ ๐—ง๐—ฒ๐—ฐ๐—ต๐—ป๐—ผ๐—น๐—ผ๐—ด๐˜†โ€“Provincial Science and Technology Office (DOST-PSTO) Quirino sparked young scientists and unnovators during the Department of Education Schools Division Office (SDO) of Quirino's 2026 Division Science and Technology Fair (DSTF) and Division Festival of Talents (DFOT) on September 3 and 4, 2026, at the Cabarroguis Central School Integrated SPED Center.

The activities provided a platform for learners to showcase their scientific investigations, technological skills, creativity, and innovative ideas through various research and STEM-related entries.

Representing DOST-Quirino, Provincial Director Dr. Rocela Angelica B. Gorospe served as one of the panel evaluators for the Physical Science Category during the Division Science and Technology Fair on September 3. She also served as one of the judges for the STEMAZING Category during the Division Festival of Talents on September 4.

Through the evaluation, participating studies and outputs were assessed based on their scientific merit, relevance, innovation, and quality. The activity provided not only a venue for recognizing outstanding learner outputs but also an opportunity to encourage young researchers and innovators to further develop their ideas and apply science and technology in addressing real-world challenges.

The winners of the respective categories will advance to the Regional level, where they will represent SDO Quirino and showcase the provinceโ€™s promising scientific and innovative talents alongside other learners from across the region.

DOST-Quirinoโ€™s participation in the activities underscores the Departmentโ€™s continuing support for initiatives that promote science, technology, research, and innovation among the youth. SAGUDAY, Quirino โ€” The Department of Science and Technology Regional Office No. 2 (DOST RO2), through the Provincial Science and Technology Office (PSTO)-Quirino, strengthened its engagement with the Municipality of Saguday through a presentation of its science, technology, and innovation (STI) programs and initiatives before the Sangguniang Bayan during its regular session.

DOSTโ€“Quirino Provincial Director Dr. Rocela Angelica B. Gorospe led the presentation, which provided the local legislators with an overview of programs that can support the municipalityโ€™s development priorities and address the needs of its communities and enterprises.

Among the initiatives presented were the DOST Operational Framework aligned with the national socioeconomic agenda, the Small Enterprise Technology Upgrading Program (SETUP), Community Empowerment through Science and Technology (CEST), Smart and Sustainable Communities Program (SSCP), support for Science, Technology, Engineering, and Mathematics (STEM) education, and disaster risk reduction and management initiatives.

During the open forum, one of the legislators raised concerns regarding the challenges faced by the agricultural sector and sought possible interventions to help address these concerns. Dr. Gorospe responded by introducing relevant DOST initiatives, including the Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines (SARAi), Banana Technology, and SAFE Quirino.

The discussion also highlighted opportunities for communities and enterprises in Saguday to access DOSTโ€™s technical assistance, technology interventions, capability-building activities, and funding support.
Dr. Gorospe emphasized the importance of local government partnerships in facilitating the adoption of appropriate science and technology solutions and in addressing community needs.

Vice Mayor Hon. Ric B. Cadiente, together with the members of the Sangguniang Bayan, expressed appreciation for the presentation and support for continued coordination with DOSTโ€“Quirino in bringing science and technology closer to the people of Saguday.

On August 18, 2026, an ocular site visit and field validation were conducted at the Diffun Demo Farm in Diffun, Quirino to assess and validate the proposed location for the installation of an Automatic Weather Station (AWS) under the DOST-SINAG Project SARAI Regional Hub 02.

The activity was conducted by the SARAI Regional Hub 02 Team, composed of Engr. Jude Michael Magora and Mr. Jerwin Saracanlao, in coordination with the Provincial Science and Technology Office (PSTO) Quirino, led by Provincial Director Rocela Angel Gorospe, together with the PSTO Quirino staff.

The ocular visit focused on assessing the site suitability, accessibility, and other requirements necessary for the installation and operation of the AWS The proposed site will also undergo validation by PAGASA to ensure that it meets the technical requirements and standards for the establishment of the weather station.

The activity also included discussions on the preparations, site requirements, and other considerations for the planned AWS installation, once established, the AWS is expected to strengthen weather and climate monitoring, support disaster risk reduction and management, and provide science-based weather information to support agricultural planning and decision-making in Diffun and nearby communities.

The award, received under the leadership of Provincial Director Dr. Rocela Angelica B. Gorospe, highlights DOSTโ€™s active partnership with QPPO in bringing science, technology, and innovation (STI) to local communities, particularly in Geographically Isolated and Disadvantaged Areas (GIDAs).
