On August 18, 2026, an ocular site visit and field validation were conducted at the Diffun Demo Farm in Diffun, Quirino to assess and validate the proposed location for the installation of an Automatic Weather Station (AWS) under the DOST-SINAG Project SARAI Regional Hub 02.

The activity was conducted by the SARAI Regional Hub 02 Team, composed of Engr. Jude Michael Magora and Mr. Jerwin Saracanlao, in coordination with the Provincial Science and Technology Office (PSTO) Quirino, led by Provincial Director Rocela Angel Gorospe, together with the PSTO Quirino staff.

The ocular visit focused on assessing the site suitability, accessibility, and other requirements necessary for the installation and operation of the AWS The proposed site will also undergo validation by PAGASA to ensure that it meets the technical requirements and standards for the establishment of the weather station.

The activity also included discussions on the preparations, site requirements, and other considerations for the planned AWS installation, once established, the AWS is expected to strengthen weather and climate monitoring, support disaster risk reduction and management, and provide science-based weather information to support agricultural planning and decision-making in Diffun and nearby communities.

AGLIPAY, Quirino โ€” The Department of Science and Technology (DOST)-PSTO Quirino has been officially recognized as one of the Most Supportive Stakeholders by the Quirino Police Provincial Office (QPPO) during the culmination of the 31st Police Community Relations (PCR) Month on July 31, 2026.

The award, received under the leadership of Provincial Director Dr. Rocela Angelica B. Gorospe, highlights DOSTโ€™s active partnership with QPPO in bringing science, technology, and innovation (STI) to local communities, particularly in Geographically Isolated and Disadvantaged Areas (GIDAs).

Through joint initiatives under the Community Empowerment through Science and Technology (CEST) Program, the two agencies have consistently collaborated to strengthen community resilience, promote inclusive development, and improve basic service delivery across the province.

The recognition aligned with this yearโ€™s PCR Month theme: โ€œSa Bagong Pilipinas, Ugnayang Pulis at Mamamayan: Tapat, Maaasahan, at Nararamdaman ng Bayan.โ€

Laying the Foundation for Innovation: DOST and LGU Diffun Hold Inception Meeting for Community Development Project

DIFFUN, Quirino โ€“ A strong partnership begins with a shared vision. Demonstrating its commitment to bringing science, technology, and innovation closer to communities, the Department of Science and Technology โ€“ Provincial Science and Technology Office (DOST-PSTO) Quirino, in partnership with the Local Government Unit (LGU) of Diffun, successfully conducted an Inception Meeting to formally launch the implementation of the collaborative community development project.

The inception meeting served as an important milestone in ensuring that every stakeholder shares the same understanding of the project's objectives, implementation strategies, timelines, expected outputs, and individual roles. Through open discussions and collaborative planning, participants strengthened their commitment to delivering meaningful and sustainable outcomes for the municipality.

Ms. Lhea V. Seculles, SRS II, presented the project's overview, implementation work plan, expected outputs, and budgetary expenditures, emphasizing the vital role of innovation in improving livelihoods, enhancing community resilience, and supporting local economic development.

"Nagasat kami nga taga Diffun, ta sikami iti napili iti DOST. Ang atake ng programang ito is towards a smarter community. The proposal crafted is tailored only for Diffuniansโ€”ang paglutas sa problema ng bayan ng Diffun in an innovative way. Napakagandang pabaon ito para sa akin dahil I have only 2 years left in my term."said Hon. May G. Calaunan.

Meanwhile, Dr. Rocela Angelica B. Gorospe presented the DOST Region II Grants-in-Aid (GIA) guidelines to ensure compliance with the documentary requirements, laying a clear foundation for the successful implementation of the project and proper documentation of its progress.

"Matagal na naming hinihintay na mapansin kami ng DOST, and now having three projects in one year is a blessing. Rest assured, as the project coordinator, we will fulfill our commitment to meet the expected outputs." said Ms. Charito T. Yangat in her closing message.

The beneficiaries likewise expressed their enthusiasm and readiness to actively participate throughout the project's implementation.

The meeting concluded with a unified commitment among all partners to work hand in hand toward achieving the project's goals, ensuring transparency, accountability, and continuous collaboration every step of the way.

As DOST continues to champion innovation-driven development, partnerships like these demonstrate that meaningful progress is achieved when government agencies, local leaders, and communities come together with a shared purpose.

Calaocan, Cabarroguis, Quirino.

The activity brought together residents of Brgy. Calaocan, members of the Barangay Disaster Risk Reduction and Management Committee (BDRRMC), LISTO Volunteers, teachers, and Barangay Local Government Unit (BLGU) officials. It aimed to enhance participants' knowledge and practical skills in fire safety and earthquake preparedness, enabling them to respond more effectively and confidently during emergencies.

FO2 Joey V. Ramento of the BFPโ€“Cabarroguis Fire Station served as the resource speaker and discussed fire safety protocols, fire prevention practices, and appropriate response measures during earthquake emergencies. To reinforce the discussion, FO2 Ramento demonstrated the proper handling and operation of fire extinguishers, followed by a return demonstration where participants practiced the correct techniques under guided supervision. The hands-on activity provided participants with practical experience, reinforcing the importance of remaining calm, prepared, and responsive during emergency situations.

The activity was implemented under DOST's Community Empowerment through Science and Technology (CEST) Program, which strengthens communities by enhancing local capacities through collaboration with local government units and partner agencies. Through initiatives that promote disaster preparedness and community resilience, the program empowers communities with the knowledge and practical skills needed to reduce disaster risks and safeguard lives.

As part of DOST's observance of National Disaster Resilience Month, the training highlights the importance of continuous learning, preparedness, and strong community partnerships in reducing disaster risks. To strengthen local capacity in producing nutritious food products and help address iron deficiency through science-based innovation, the Department of Science and Technology โ€“ Food and Nutrition Research Institute (DOST-FNRI), with the assistance of the Provincial Science and Technology Officeโ€“Quirino (PSTOโ€“Quirino), conducted a two-day Technology Transfer Training on Iron-Fortified Rice (iRice) for the Diffun Saranay Development Cooperative (DISADECO) on July 21โ€“22, 2026.

The training equipped DISADECO with the technical knowledge and practical skills needed to produce high-quality iron-fortified rice. Participants underwent hands-on training on machine calibration, proper blending ratios, and quality control procedures to ensure the consistent production of iRice that meets DOST-FNRI quality standards.

Iron-fortified rice is produced by blending iron-fortified premix kernels with regular rice using a specialized blending machine. The technology aims to increase iron intake among consumers and support efforts to reduce iron deficiency through the consumption of one of the country's staple foods.

The DOST-FNRI technical team was led by Engr. Charlie Adona, Senior Science Research Specialist (Sr. SRS) emphasized the importance of strictly following the prescribed formulation, production protocols, and quality assurance requirements to ensure the consistent production of safe, high-quality iron-fortified rice. They also provided technical guidance and hands-on demonstrations to strengthen the cooperative's capability to operate the technology effectively.

The technology transfer forms part of DOST's continuing commitment to making science, technology, and innovation accessible to local communities through the adoption of nutrition-enhancing technologies. By building DISADECO's capacity to produce iron-fortified rice, the initiative supports efforts to improve the nutritional quality of rice, contribute to the prevention of iron deficiency, and create opportunities for the cooperative to diversify and expand its value-added food products.

With the knowledge and skills gained from the training, DISADECO is now better prepared to implement DOST-FNRI's iRice technology and produce nutritious iron-fortified rice, making it more accessible to the general public and supporting efforts to reduce iron deficiency through improved nutrition. The initiative demonstrates how science-based technologies can promote better nutrition, strengthen local cooperatives, and contribute to sustainable community development by bringing science, technology, and innovation closer to the people.

Some communities measure distance not in kilometers, but in what it takes to fetch a single pail of clean water. For the families of Barangay Tucod, tucked 12 to 24 kilometers from the Cabarroguis town center, that distance has long been part of daily life.

The need for a safer, more reliable water source came into focus through a community needs assessment conducted by the Provincial Science and Technology Office (PSTO) Quirino in the barangay, carried out with the active coordination of the PNP-Cabarroguis Municipal Police Station.

Responding to this need, the Department of Science and Technology (DOST) Region 02, through its Community Empowerment through Science and Technology (CEST) Program, has officially turned over โ‚ฑ904,000.00 to the Barangay Local Government of Tucod for the implementation of โ€œSafe Water, Resilient Community: Establishment of a Community-Based Water System with Integrated Gender-Responsive DRRM Preparedness Program.โ€

The project will establish a community-based water system to provide Tucod residents with safe and reliable access to water. It also includes a gender-responsive Disaster Risk Reduction and Management (DRRM) component to strengthen the communityโ€™s preparedness for disasters.

Overall, this project shows that distance is not a barrier when science and community work together.
