𝗙𝗼𝘂𝗿 𝗤𝘂𝗶𝗿𝗶𝗻𝗼 𝗦𝗦𝗙 𝗣𝗿𝗼𝗷𝗲𝗰𝘁𝘀 𝗔𝗽𝗽𝗿𝗼𝘃𝗲𝗱 𝗳𝗼𝗿 𝗗𝗼𝗻𝗮𝘁𝗶𝗼𝗻, 𝗢𝗻𝗲 𝗚𝗿𝗮𝗻𝘁𝗲𝗱 𝗨𝘀𝘂𝗳𝗿𝘂𝗰𝘁 𝗘𝘅𝘁𝗲𝗻𝘀𝗶𝗼𝗻

Four Shared Service Facility (SSF) projects in Quirino Province were approved for donation, while one project was granted an extension of its Usufruct Agreement (UA) during the 4th Regional Technical Committee (RTComm) Meeting conducted on 07 October via Zoom.

The meeting was spearheaded by DTI Region 2 Regional Director Ma. Sofia G. Narag, CESO V, Chairperson of the RTComm, together with the committee members, including Assistant Regional Director Atty. Michael B. Paggabao, Cagayan Provincial Director Mary Ann C. Dy, and SMEDD Division Chief Ramil D. Garcia.

The RTComm evaluated the proposals for the donation and extension of Usufruct Agreements of SSF projects across Region 2. For Quirino, four projects were approved for donation after demonstrating that they met the required success measures and performance indicators during their two-year UA period.

The approved projects for donation are:

The approval for donation marks an important milestone for the beneficiaries, as the SSF equipment will be formally transferred to their ownership, enabling them to sustain and further develop the services and business opportunities generated through the facilities.

Meanwhile, the Cacao Processing Facility of Gunglo Farmers Agriculture Cooperative was approved for an extension of its Usufruct Agreement. The extension was granted to provide the cooperative additional time to maximize the utilization of the equipment and strengthen its operations, considering that production only commenced this year.

The approvals demonstrate DTI’s continued commitment to ensuring that SSF investments are effectively utilized and sustained beyond the initial UA period. Through the donation and extension mechanisms, DTI provides successful beneficiaries with opportunities to further strengthen their operations, expand enterprise services, and generate greater economic benefits for their communities.

For Quirino, the continued progress of these SSF projects reflects the collaborative efforts of DTI, partner organizations, cooperatives, and academic institutions in promoting enterprise development, innovation, livelihood opportunities, and inclusive economic growth in the province.

The Department of Trade and Industry (DTI) R2 - Quirino Provincial Office and Quirino State University (QSU) strengthened their partnership through a coordination meeting held on 06 October 2026, to discuss the future direction of the Shared Service Facilities (SSF) projects and potential areas of collaboration in research and extension.

The meeting was held at the Office of the QSU OIC President and the Office of the QSU Vice President for Academics, Research and Extension, with DTI Quirino OIC Provincial Director Rowena F. Mayangat, QSU OIC President Dr. Romiro G. Bautista, QSU Vice President for Academics, Research and Extension Dr. Fredisminda M. Dolojan, and QSU Dean of the College of Agriculture, Forestry and Engineering Dr. Edgar V. Benabise.

A major focus of the discussion was the SSF Project – Establishment of the QSU Bambusari Propagation and Training Nursery, which aims to strengthen bamboo propagation, provide quality planting materials, and support learning, research, and training activities related to the bamboo industry. The parties discussed plans to maximize the facility’s utilization and ensure its sustainability and continued contribution to enterprise and community development.

The meeting also covered the future plans and development directions of both newly established and existing SSF projects across the three QSU campuses. Discussions included opportunities to further utilize the facilities, strengthen their operations, and create greater impact for MSMEs, students, faculty, and other stakeholders.

Beyond the SSF projects, DTI Quirino and QSU also explored potential areas for collaboration in research and extension programs, particularly initiatives that can translate research and academic expertise into practical applications that benefit local enterprises, communities, and priority industries in Quirino.

The coordination meeting reaffirmed the commitment of DTI Quirino and QSU to sustain their partnership and maximize the potential of SSF facilities as platforms for innovation, enterprise development, research, training, and community empowerment in the province.

In celebration of Consumer Welfare Month, the Department of Trade and Industry (DTI) – Quirino Provincial Office successfully held its 2nd Consumer Warrior Gauntlet: The Quiz Bee on 3 October 2026, at the NEAP-D Building of the Department of Education – Schools Division Office in Gundaway, Cabarroguis, Quirino.

Drawing a strong turnout of 𝘁𝘄𝗲𝗻𝘁𝘆-𝘀𝗶𝘅 (𝟮𝟲) 𝗽𝘂𝗯𝗹𝗶𝗰 𝗮𝗻𝗱 𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝘀𝗰𝗵𝗼𝗼𝗹𝘀 from all six municipalities of Quirino, the competition served as a vibrant battleground for students vying for the coveted title of 2026 Consumer Warrior Winner.

Setting the tone for the day, OIC Provincial Director 𝗥𝗼𝘄𝗲𝗻𝗮 𝗙. 𝗠𝗮𝘆𝗮𝗻𝗴𝗮𝘁 highlighted the vital role of the youth in championing consumer rights during her opening message. “𝘛𝘩𝘪𝘴 𝘴𝘵𝘢𝘨𝘦 𝘣𝘦𝘤𝘰𝘮𝘦𝘴 𝘢𝘯 𝘢𝘳𝘦𝘯𝘢 𝘯𝘰𝘵 𝘫𝘶𝘴𝘵 𝘰𝘧 𝘴𝘱𝘦𝘦𝘥 𝘢𝘯𝘥 𝘮𝘦𝘮𝘰𝘳𝘺, 𝘣𝘶𝘵 𝘰𝘧 𝘤𝘳𝘪𝘵𝘪𝘤𝘢𝘭 𝘵𝘩𝘪𝘯𝘬𝘪𝘯𝘨 𝘢𝘯𝘥 𝘤𝘰𝘯𝘴𝘶𝘮𝘦𝘳 𝘦𝘮𝘱𝘰𝘸𝘦𝘳𝘮𝘦𝘯𝘵,” she noted. Director Mayangat further challenged the delegations to wear their knowledge as armor in an increasingly complex digital marketplace, to embrace the pressure of the gauntlet with grace and teamwork, and to return to their schools—from Diffun to Nagtipunan—as true ambassadors of fairness and consumer advocacy.

Following a tense preliminary tabulation that required a tight tie-breaker round among leading schools, the contestants faced a rigorous gauntlet of easy, average, difficult, and clincher questions. The said quiz bee tested participants on their extensive knowledge of fair-trade and consumer laws, including the Consumer Act of the Philippines (RA 7394), the Price Act (RA 7581), the Price Tag Law (RA 71), the To***co Regulation Act (RA 9211), the Expanded Senior Citizens Act (RA 9994), the Lemon Law (RA 10642), the No Shortchanging Act (RA 10909), the Gift Check Act (RA 10962), the Internet Transaction Act (RA 11967), and the Vaporized Ni****ne and Non-nicotine Products Regulation Act (RA 11900), alongside DTI policies, consumer rights history, Suggested Retail Prices (SRP), deceptive sales acts, and product warranties.

Eight (8) micro, small, and medium enterprises (MSMEs) in Quirino Province received a direct boost to their operations on 06 October 2026, as the Office of the Vice President (OVP) Cagayan Valley Satellite Office handed over seed capital grants in a turnover ceremony held at the DTI R2 Quirino Provincial Office.

The grants were extended under the OVP’s flagship livelihood program, "Mag Negosyo Ta 'Day – OVP’s Response to the Call for Sustainable Livelihood," which targets local entrepreneurs looking to stabilize and expand their micro-enterprises. Each accredited beneficiary received ₱15,000.00 in initial funding to support operational costs, increase production capacity, and build long-term business resilience.

A total of ten MSMEs assisted by DTI Quirino were selected for the initiative. With eight local business owners receiving their funding today, the remaining two beneficiaries are scheduled to receive their seed capital in an upcoming turnover.

The joint initiative between the OVP Cagayan Valley Satellite Office and DTI R2 Quirino underscores a shared commitment to supporting grassroots entrepreneurship, generating local employment, and driving sustainable economic activity across the province.

This year's national theme, “𝘚𝘢𝘧𝘦 𝘗𝘳𝘰𝘥𝘶𝘤𝘵𝘴, 𝘊𝘰𝘯𝘧𝘪𝘥𝘦𝘯𝘵 𝘊𝘰𝘯𝘴𝘶𝘮𝘦𝘳𝘴,” set the tone for a morning that blended physical wellness with consumer advocacy. They were joined by local government units like 𝗟𝗚𝗨 𝗔𝗴𝗹𝗶𝗽𝗮𝘆 and 𝗟𝗚𝗨 𝗗𝗶𝗳𝗳𝘂𝗻, and the academe represented by 𝗤𝘂𝗶𝗿𝗶𝗻𝗼 𝗦𝘁𝗮𝘁𝗲 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆.

Gracing the event, Quirino Province Governor, 𝗛𝗼𝗻. 𝗝𝘂𝗹𝗶𝘂𝘀 𝗖𝗲𝗮𝘀𝗮𝗿 𝗦. 𝗩𝗮𝗾𝘂𝗶𝗹𝗮𝗿, emphasized that safeguarding the public is a collective duty. “𝘊𝘰𝘯𝘴𝘶𝘮𝘦𝘳 𝘦𝘮𝘱𝘰𝘸𝘦𝘳𝘮𝘦𝘯𝘵 𝘪𝘴 𝘢 𝘤𝘰𝘭𝘭𝘢𝘣𝘰𝘳𝘢𝘵𝘪𝘷𝘦 𝘦𝘧𝘧𝘰𝘳𝘵 𝘰𝘧 𝘰𝘶𝘳 𝘱𝘳𝘰𝘷𝘪𝘯𝘤𝘦. Formally opening the month-long campaign, DTI OIC Provincial Director 𝗥𝗼𝘄𝗲𝗻𝗮 𝗙. The October 1 launch serves as the springboard for a packed calendar of advocacy initiatives organized by the DTI Quirino Provincial Office through its Consumer Protection Unit. Throughout the month, consumer warriors can look forward to engaging forums, quiz bees, and product standards showcases aimed at fostering consumer welfare and protection among Quirinians.

Fostering inter-agency synergy and dedication to public service, the Department of Trade and Industry (DTI) R2 – Quirino Provincial Office and the National Commission on Indigenous Peoples (NCIP) – Quirino co-hosted this month’s Flag Raising Ceremony on 5 October 2026, at the Provincial Capitol Gymnasium.

This traditional assembly brought together employees and department heads across various offices and national government agencies in the province. Beyond fulfilling routine civic tradition, the event served as an active platform for agencies to align priorities, share key updates, and reinforce their collective mandate for good governance.

During the program, DTI–Quirino and NCIP–Quirino highlighted key program updates, upcoming initiatives, and ongoing community development projects aimed at empowering local entrepreneurs and indigenous cultural communities across the province.

In his inspirational message, Governor Vaquilar called on civil servants to deliver honest, wholehearted, and uncompromising service to every citizen. He emphasized that good governance requires leading with compassion while maintaining strict transparency, conviction, and accountability. Encouraging unity, he urged everyone to move in one direction as a single province with faith in God, reminding them that through strong solidarity, any challenge can be overcome.

The joint effort between DTI and NCIP highlighted the power of inter-agency partnerships, underscoring a unified commitment among local and national government offices to work together for the continued progress of Quirino.

In celebration of International Coffee Day, key stakeholders and coffee enthusiasts across the province gathered today for a free coffee tasting event organized by the Quirino Coffee Industry Development Council.

The event was spearheaded in partnership with the Department of Trade and Industry (DTI) R2 Quirino, the Provincial Government of Quirino through the Office of the Provincial Agriculturist (PGQ-OPAg), and the QLiFE Upland Ecosystem Program.

The interactive gathering brought together local growers, stakeholders, and coffee lovers to sample locally produced brews and spotlight coffee culture in Quirino.
