The Provincial Economic Development and Investment Promotions Office (PEDIPO) successfully conducted a two-day Capacity Building Training of Trainers (TOT) on Project Proposal Preparation and Financial Literacy (Cash Flow Management) on March 04–05, 2026 at Almendras Hall, Davao del Sur Coliseum of Gov. Douglas Ra. Cagas Sports Complex and Business Center.

The activity aimed to equip participating associations with the knowledge and skills to prepare formal project proposals, a key requirement when applying for assistance under PEDIPO’s interest-free cash loan program extended by the Provincial Government of Davao del Sur. The program was initiated by the late Douglas “Dodo” Cagas and continues under the leadership of Governor Yvonne Roña Cagas to support livelihood and economic initiatives of local associations in the province.

Day 1 featured the training on Project Proposal Preparation facilitated by Alvin John Quitel, while Day 2 focused on Financial Literacy (Cash Flow Management) led by Jeffrey Pantojan. Both speakers represented the Office of the Provincial Agriculturist (OPAG), PEDIPO’s partner office for the conduct of the training.

Participants included representatives from the Association of Senior Citizens of Poblacion (ASCOP), Kamansilis Women’s Ambulant Association, Kibao Tribal Farmers Association, and Sitio Bucana Guihing Farmers and Home-Based Women’s Association. The workshop also served as a Training of Trainers (TOT) to strengthen the capacity of PEDIPO personnel to assist and guide other associations that may seek support from the program in the future.

The activity was also attended by Glenn M. Inas, Department Head of PEDIPO, Jeremias Rebuyon, Assistant to the Department Head, and a representative from the Human Resource Office.

The initiative reflects PEDIPO’s continued commitment to efficient and responsive public service through capability-building and strengthened collaboration among provincial offices.

Strengthening community-based livelihoods through responsible partnership, the Provincial Government of Davao del Sur, under the leadership of 𝐆𝐨𝐯. 𝐘𝐯𝐨𝐧𝐧𝐞 𝐑𝐨ñ𝐚 𝐂𝐚𝐠𝐚𝐬, through the Provincial Economic Development and Investment Promotions Office (𝐏𝐄𝐃𝐈𝐏𝐎), turned over a ₱𝟑𝟎𝟎,𝟎𝟎𝟎.𝟎𝟎 soft loan to the 𝐏𝐮𝐫𝐨𝐤 𝐒𝐚𝐧 𝐅𝐫𝐚𝐧𝐜𝐢𝐬𝐜𝐨 𝐋𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝 𝐀𝐬𝐬𝐨𝐜𝐢𝐚𝐭𝐢𝐨𝐧 (𝐏𝐔𝐒𝐀𝐍𝐅𝐋𝐀) on January 22, 2026, benefiting 60 association members.

The assistance will support the project “𝐅𝐚𝐫𝐦𝐞𝐫 𝐈𝐧𝐩𝐮𝐭 𝐚𝐧𝐝 𝐏𝐔𝐒𝐀𝐍𝐅𝐋𝐀 𝐑𝐞𝐭𝐚𝐢𝐥𝐢𝐧𝐠 𝐇𝐮𝐛 𝐟𝐨𝐫 𝐈𝐧𝐜𝐨𝐦𝐞 𝐀𝐮𝐠𝐦𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧” under PEDIPO’s Livelihood Program. This marks the association’s second reloan, demonstrating strong financial discipline and accountability.

Through its rice retailing hub, the revolving fund enables PUSANFLA to respond to members’ immediate needs, including providing rice on credit during difficult periods, while ensuring the sustainability of the fund for the entire association. Established in 2020, PUSANFLA continues to show how collective responsibility allows livelihood programs to reach more communities across the province.

The interest-free soft loan program was originally initiated as a commitment of the late Governor 𝐃𝐨𝐝𝐨 𝐂𝐚𝐠𝐚𝐬 and has been sustained by Governor Yvonne Cagas and Vice Governor 𝐌𝐚𝐫𝐜 𝐂𝐚𝐠𝐚𝐬 after recognizing its tangible impact on grassroots livelihoods in Davao del Sur.

The turnover was led by 𝐆𝐥𝐞𝐧𝐧 𝐌. 𝐈𝐧𝐚𝐬, 𝐉𝐃, PGDH-PEDIPO, who provided an overview of the soft loan program on behalf of the Provincial Government. Also present were District I Board Members 𝐑𝐞𝐲𝐧𝐚𝐥𝐝𝐨 𝐀𝐛𝐚𝐥𝐥𝐞 and 𝐑𝐞𝐲 𝐀𝐲𝐨, members of Cagas Cares, and the officers and members of PUSANFLA.

The loan will fund the project “𝐅𝐚𝐫𝐦𝐞𝐫𝐬 𝐀𝐬𝐬𝐨𝐜𝐢𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐋𝐨𝐰𝐞𝐫 𝐌𝐚𝐫𝐛𝐞𝐫 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐒𝐮𝐩𝐩𝐥𝐲 𝐑𝐞𝐭𝐚𝐢𝐥𝐢𝐧𝐠 𝐂𝐞𝐧𝐭𝐞𝐫 𝐟𝐨𝐫 𝐈𝐧𝐜𝐫𝐞𝐚𝐬𝐞𝐝 𝐂𝐫𝐨𝐩 (𝐅𝐀𝐋𝐎𝐌𝐀)” under the Livelihood Program of PEDIPO. This marks FALOMA’s third reloan, granted due to the association’s consistent and timely repayment of previous loans, allowing the revolving fund to continuously support other associations in the province.

The interest-free soft loan program was initiated as a commitment of the late 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐃𝐨𝐝𝐨 𝐂𝐚𝐠𝐚𝐬, with the loan amount doubling per reloan. The program continues under 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐘𝐯𝐨𝐧𝐧𝐞 𝐂𝐚𝐠𝐚𝐬 and 𝐕𝐢𝐜𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐌𝐚𝐫𝐜 𝐂𝐚𝐠𝐚𝐬 after seeing its positive impact on the livelihoods of the people in Davao del Sur.

The Provincial Economic Development and Investment Promotions Office (PEDIPO) facilitated the release of a total of ₱1,100,000.00 in soft loan assistance today, January 12, 2026, to two local associations under the Soft Loan Availment Program, a provincial government livelihood loan program.

The program, initiated by Governor Yvonne Roña Cagas and implemented through PEDIPO, and headed by Mr. Glenn M. Inas. This activity is the first approved soft loan project for CY 2026.

Both beneficiary groups are re-loan recipients, having previously availed of the program:
