𝐒𝐔𝐁𝐉𝐄𝐂𝐓: CLARIFICATION ON GSIS SMS ALERTS REGARDING LOAN ARREARS

𝙈𝙖𝙖𝙣𝙮𝙖𝙜 𝙣𝙜𝙖 𝘼𝙙𝙡𝙖𝙬!

It has come to our attention that several employees who availed of the 𝐆𝐒𝐈𝐒 𝐋𝐨𝐚𝐧 𝐌𝐨𝐫𝐚𝐭𝐨𝐫𝐢𝐮𝐦 have received SMS notifications regarding "Loan Arrears" for the month of April 2026.

Please be advised of the following:

1. 𝐃𝐢𝐬𝐫𝐞𝐠𝐚𝐫𝐝 𝐭𝐡𝐞 𝐒𝐌𝐒: Personnel under the moratorium program are officially advised to ignore these automated payment reminders.

2. 𝐒𝐲𝐬𝐭𝐞𝐦 𝐓𝐫𝐢𝐠𝐠𝐞𝐫: GSIS has clarified that these notifications were automatically generated due to a system error where specific account refunds were misinterpreted as unpaid arrears.

3. 𝐎𝐧𝐠𝐨𝐢𝐧𝐠 𝐄𝐧𝐡𝐚𝐧𝐜𝐞𝐦𝐞𝐧𝐭: Technical enhancements are currently under development by the GSIS Technical Services Department to improve their processes and ensure that moratorium beneficiaries are excluded from these automated collection alerts in the future.

Tubag sa post nga nagpasangil nga adunay COA Notice of Disallowance, sa kantidad nga kapin 148 million, ang kasamtangang administrasyon sa Probinsya sa Davao del Sur ilalom sa administrasyon ni Governor Yvonne Cagas:

1.Ang giingong disallowance naggikan sa Transaction No. L-09-08-044 (2003), nga nabayran sa Provincial Government of Davao del Sur kaniadtong December 31, 2003, sumala sa opisyal nga rekord sa Commission on Audit (please refer to pictures #1 - #3).

2.Ang hulagway nga gipakita sa maong post usa ka giputol-putol ug kulang nga kopya sa Statement of Audit Suspensions, Disallowances and Charges (refer to picture # 8 -ccto). Kini dili bag-ong disallowance, kun dili pahibalo lamang sa kasamtangang Gobernador bahin sa nahibiling obligasyon sa mga kanhing opisyal ug personnel nga naapil sa transaksyon kaniadtong 2003.

3.Ang maong dokumento regular nga ginapadala matag tuig sa Office of the Governor ug Office of the Provincial Accountant, kauban ang Notice of Settlement of Suspension/ Disallowance/ Charge.

Kini nga mga dokumento nanghatag lamang ug update sa status sa daang disallowance ug klarong nagpakita kung kinsa ang responsable sa pagbayad, nga pawang mga opisyal ug personnel sa 2003 nga administrasyon (please refer to pictures #3 to #6; ang mga pangalan gituyo nga gitago agig respeto sa ilang privacy).

Sukad 2004 hangtod karon, WALA na’y bag-ong Notice of Disallowance nga nadawat ang Provincial Government of Davao del Sur.

4.Ang Provincial Government of Davao del Sur, ubos sa pagdumala sa Pamilyang Cagas — gikan kang kanhing Gov. Douglas Cagas, Gov. Marc Douglas Cagas, ug sa kasamtangang administrasyon ni Governor Yvonne Cagas — WALA GAYUD makadawat ug Adverse Opinion gikan sa Commission on Audit.

Lig-on ang among paningkamot sa pagsiguro nga walay paglapas sa mga balaod ug regulasyon, pinaagi sa hugot ug epektibong internal control aron mapadayon ang matinud-anong pagdumala sa pondo sa gobyerno.

Padayon usab kami nga maghatag ug mas pinasikad, matinud-anon, ug responsableng pag-alagad sa katawhan sa Davao del Sur.
