𝟖𝟕 𝐌𝐢𝐜𝐫𝐨-𝐄𝐧𝐭𝐞𝐫𝐩𝐫𝐢𝐬𝐞𝐬 𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐞𝐝 𝐓𝐨𝐰𝐚𝐫𝐝 𝐒𝐚𝐟𝐞𝐫, 𝐂𝐨𝐦𝐩𝐥𝐢𝐚𝐧𝐭, 𝐚𝐧𝐝 𝐌𝐨𝐫𝐞 𝐏𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐯𝐞 𝐖𝐨𝐫𝐤𝐩𝐥𝐚𝐜𝐞𝐬

In line with the directive of Department of Labor and Employment Secretary Atty. Francis N. Tolentino to strengthen preventive and developmental labor-compliance assistance, and under the leadership of DOLE XI–Davao del Sur Field Office Provincial Director Leo Ariel A. Pepino, a Technical Advisory Visit Orientation was successfully conducted on July 24, 2026, at the Lacson Building, Municipal Complex, Poblacion, Magsaysay, Davao del Sur. The activity equipped eighty-seven representatives from various micro-establishments with essential knowledge to help them comply with labor regulations and establish safer, fairer, and more productive workplaces.

Senior Labor and Employment Officer Celia G. Duo and Employees’ Compensation Commission XI Regional Information Officer Albert A. Bantan led comprehensive discussions on general labor standards, occupational safety and health, and employees’ compensation. PESO Manager Mr. Leonile P. Escarpe opened the program with an inspiring message emphasizing the importance of providing micro-enterprise owners with proper guidance on labor laws and sound workplace practices, recognizing that informed employers are vital to building compliant, sustainable, and worker-centered businesses.

Through the Technical Advisory Visit, DOLE continues to bring practical government assistance closer to micro and small enterprises by helping them identify areas for improvement, strengthen responsible business practices, and develop programs that enhance workplace productivity and regulatory compliance. The activity reaffirmed the Department’s commitment to working alongside employers in creating safe, decent, and sustainable working conditions where both businesses and workers can thrive.

𝐃𝐎𝐋𝐄 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐬 𝐉𝐨𝐛 𝐏𝐥𝐚𝐜𝐞𝐦𝐞𝐧𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐰𝐢𝐭𝐡 𝟐𝟎𝟐𝟔 𝐁𝐚𝐬𝐢𝐜 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠

In support of the directive of Department of Labor and Employment Secretary Francis N. Tolentino to strengthen local employment services, DOLE XI–Davao del Sur Field Office successfully conducted the 2026 Basic Employment Service Training (BEST) earlier today, July 16, 2026, at Better Days Coffee, Luna, Christian Village, Digos City, Davao del Sur.

The activity was facilitated by Senior Labor and Employment Officer and Provincial Employment Focal Garneth S. Lucero, together with the Employment Unit Team. Participants included newly installed Job Placement Officers Robbie Jean S. Dumagsa of UM Bansalan College and Richard A. Depalubos, Jr. of Mary Mediatrix of All Graces Academy, Inc., along with their respective JPO staff. The training aimed to equip them with essential knowledge and practical guidance for effectively connecting students, graduates, and jobseekers with employment opportunities and government services.

Following the program flow, participants were oriented on the Public Employment Service Office, SPES, Job Fairs, Career Development Support Program, Labor Market Information, GIP, PESLA, PhilJobNet, PEIS/SPRS, Search for Best PESO, SSS Unemployment Benefit, and DILEEP. The discussions were reinforced through a workshop and open forum, followed by the awarding of certificates and a photo opportunity—strengthening the partnership between DOLE and educational institutions in delivering accessible, responsive, and inclusive employment facilitation services.

DAVAO DEL SUR — In line with the directive of Department of Labor and Employment Secretary Francis N. Tolentino to promote accountability, strengthen program implementation, and deliver measurable and responsive public services, the DOLE XI – Davao del Sur Field Office conducted its 1st Semester Quality Management System (QMS) and Occupational Health and Safety Management System (OHSMS) Review for CY 2026 on July 14, 2026.

The activity formed part of the Field Office’s continuing commitment to enhance service delivery, promote safer and healthier workplaces, and improve client and stakeholder satisfaction.

The review aimed to assess the effectiveness and efficiency of the office’s QMS and OHSMS, identify areas and opportunities for improvement, and determine the necessary actions, changes, and resources to better respond to the evolving needs of the public.

The review was chaired by Provincial Director Leo Ariel A. Pepino, together with QMS Focal Person and Senior Labor and Employment Officer Harlie May Pedroso and OHSMS Focal Person and Labor and Employment Officer III Ariane Cometa. All Davao del Sur Field Office plantilla personnel and selected non-regular personnel participated in the activity.

LOOK: On July 3, 2026, the Department of Labor and Employment Regional Office XI (DOLE XI) held a simple turnover and welcome ceremony to bid farewell to its Regional Director of five (5) years, Atty. Randolf C. Pensoy, and officially welcome Atty. Dax B. Villaruel as the new Regional Director.

During the ceremony, DOLE XI key officials and personnel, together with the heads and representatives of the Regional Coordinating Committee (RCC), expressed their heartfelt gratitude and best wishes to RD Pensoy in recognition of his dedicated leadership and service. They also extended a warm welcome to RD Villaruel as he assumes the leadership of the regional office.

Following his stint in DOLE XI, RD Pensoy will assume his new post as Regional Director of the Negros Island Region (NIR). Meanwhile, RD Villaruel joins DOLE XI from DOLE Regional Office VIII, where he previously served as Regional Director.

The Department of Labor and Employment Regional Office XI (DOLE XI) proudly welcomes its new Regional Director, Atty. Dax B. Villaruel, effective July 3, 2026.

Prior to his appointment, RD Villaruel served as Regional Director of DOLE Regional Office VIII (Eastern Visayas) since 2024. A dedicated public servant with more than 20 years of experience in the Department, he has held various key positions, including Attorney II, Mediator-Arbiter, and Assistant Regional Director in DOLE Regional Office VI (Western Visayas).

As he begins his new role in the Davao Region, DOLE XI looks forward to RD Villaruel’s leadership and expertise in further strengthening the Department’s commitment to delivering quality, responsive, and people-centered public service.
